Challenging triumphalism and convergence: the limits of global liberalization in Asia and Latin America

The economic crises in 1997–9 in Asia, Brazil and elsewhere represent collectively the first post-Cold War ‘crisis of globalization’, and a significant set-back for the process of international economic liberalization. Contrary to some arguments, the crises do not represent the final ideological triumph of liberalism in a post-Cold War era. Rather they must be seen as a further spur to rethinking significant aspects of the neoliberal project. A comparative analysis of Asia and Latin America in this context demonstrates that while trade liberalization and a broad neoliberal economic strategy are unlikely to be abandoned, there is strong evidence that the tide of capital account liberalization has turned, and that emerging ‘sites of resistance’ are becoming salient factors in the political equation in the relationships of both regions to the wider global economy. Asian and Latin American responses to the crisis of globalization refute notions of convergence, on which many recent conceptions of the global political economy have rested, and point to the emergence of a genuine contestation of policy ideas that will have significant implications for the future management of the global economic order.

AbstractChina's rapid growth and increased integration with the global economy over the past three decades have significant economic impacts and political implications for Latin America. This paper reviews the debate over whether these impacts have on balance been positive or negative for the region. It argues that those who emphasise the positive economic impacts of China have been over-optimistic and underplay some of the negative impacts associated with Chinese competition in manufacturing and increasing Latin American specialisation in primary products. On the other hand, when focusing on the political dimensions, there has been a tendency to exaggerate both the extent of China's influence in the region and the fears to which this gives rise, particularly among US commentators.

This chapter surveys accounts of the nature and causes of violence in four Latin American truth commission reports produced from 1984 to 2003 for the purpose of examining when and how the terms “terrorist” and “terrorism” are used to describe the continent’s cold war revolutionary actors. It argues that these terms acquired explanatory value only gradually, in a context marked by the defeat of the armed Left, the emergence of a new global order legitimated by appeals to universal human rights, and the marginalization of other potential descriptors for violence. Invocations of “terrorism” can thus be understood as both indexing and foreclosing social and political tensions left unresolved by the application of transitional justice in Latin America, suggesting that one of the spoils of the cold war was the power to determine what counts as violence and why.

AbstractThe main aim of this article is to show how the political evolution of Western and Eastern Europe during the Cold War cannot be fully understood without analysing the political experiences of countries like Spain, which were not at the centre of the period's political decisions but whose evolution was inspired and suggested by strategies outside the political mainstream. In this respect, the internal evolution of Francoist Spain from the mid-1950s through the 1960s portrays a peculiar political situation demonstrating the capillarity of political and social experiences across the Iron Curtain in Europe and Latin America. A minority of influential sectors linked to the Single Spanish Party, the Falange, pursued its own third way, ignoring the Cold War models. They instead looked to what was happening in Eastern Bloc countries, especially after the events in Hungary in 1956, as well as to the political experiments in Latin America, especially the Cuban revolution.

Contrary to what could be expected given the United States' historical hegemony of Latin America, growing Chinese influence in this region has not led to a dispute between China and the US. Despite activism of hard-line groups in the United States, both parties have faced the issue with noticeable pragmatism. This attitude could be explained by three variables: the US political negligence towards Latin America in the Post-Cold War, the focus of Sino-Latin American relations on economic rather than geopolitical or ideological affairs, and the scanty relevance of the region in the top priorities of overall Washington-Beijing relations.

AbstractThis study analyzes Latin America in light of the post–Cold War transformation of the global system. Much of Latin American foreign policy studies traditionally has been concerned with the region's subordinate position to “core” countries (generally, developed states and their ruling elites) and the degree to which these countries' policies constrain Latin American policies and development. While this juxtaposition is still a major topic, it ignores the leverage of new “spheres of authority” (SOAs), where global rules and norms are increasingly sustained. A hypothesis presented here is that the U.N. system is an example of such an SOA, which creates a new context for the insertion of periphery demands in the international agenda. A second hypothesis is that such insertion is increasingly made through the creation of new regional groupings, which are an expression of national development and security demands. Such processes carry both new possibilities and challenges.

There are some 700,000 Latin Americans of Palestinian origin, living in fourteen countries of South America. In particular, Palestinian diaspora communities have a considerable presence in Chile, Honduras, and El Salvador. Many members of these communities belong to the professional middle classes, a situation which enables them to play a prominent role in the political and economic life of their countries. The article explores the evolving attitudes of Latin American Palestinians towards the issue of Palestinian statehood. It shows the growing involvement of these communities in Palestinian affairs and their contribution in recent years towards the wide recognition of Palestinian rights — including the right to self-determination and statehood — in Latin America. But the political views of members of these communities also differ considerably about the form and substance of a Palestinian statehood and on the issue of a two-states versus one-state solution.

AbstractThe battle for meaning and influence between Latin American liberations theologians and the Vatican was one of the most significant conflicts in the global Catholic church of the twentieth century. With the election of the Argentinean Jorge Mario Bergoglio as head of the global church in 2013, the question about the legacy of liberation theology was actualized. The canonization of Archbishop Oscar Romero and the pope’s approximation to the public figure of Gustavo Gutiérrez signaled a new approach to the liberation theology movement in the Vatican. This article argues that Pope Francis shares some of the main theological concerns as pontiff with liberation theology. Although the pope remains an outsider to liberation theology, he has in a sense solved the conflict between the Vatican and the Latin American social movement. Through an analysis of ecclesial documents and theological literature, his can be discerned on three levels. First, Pope Francis’ use of certain theological ideas from liberation theology has been made possible and less controversial by post-cold war contexts. Second, Pope Francis has contributed to the solution of this conflict through significant symbolic gestures rather than through a shift of official positions. Third, as Pope Francis, the Argentinian Jorge Mario Bergoglio has appropriated certain elements that are specific to liberation theology without acknowledging his intellectual debt to it.

Political theorists affiliated with Latin American and Caribbean academic institutions rarely publish in flagship journals or other important outlets of the discipline. Similarly, they are not members of the editorial boards of high-ranking, generalist or subfield journals, and their research is not included in the political theory canon of what students from other regions study. The aim of this article is not to explain the origins of this silence—though some possibilities are considered—but to describe some of the ways in which it manifests and why it matters. I argue that the exclusion or omission of Latin American and Caribbean voices is a negative outcome not only for Latin American and Caribbean political theorist but for the political theory subfield at large. In response, I defend a context-sensitive approach to political theory, which has the potential to provide greater voice to Latin American and Caribbean scholars while improving theoretical analysis of Latin America and Caribbean.

AbstractThe article examines the ideological character of Juan Carlos Onganía's dictatorship by exploring its ties and dialogue with Francisco Franco's Spain. Known as the “Argentine Revolution,” Onganía's regime (1966-70) was, the article shows, one of the first Cold War Latin American dictatorship to overtly use Francoist ideology as its point of reference. While building on the conventional wisdom that the legacies of the Spanish Civil War informed right-wing thought in Latin America, the study then shifts its focus to Spain's 1960s “economic miracle” and technocratic state model, observing them as a prominent discursive toolkit for authoritarian Argentine intellectuals. Drawing on newly discovered correspondence and archival sources, the article first excavates the intellectual networks operating between Franco's Spain and the Argentine right during the 1950s and 1960s. Once handpicked by Onganía to design his regime, these Argentine Franco-sympathizers were to decide the character of the Argentine Revolution. Second, the article sheds light on the intimate collaboration between the two dictatorships, and further explores the reasons for Onganía's downfall. In doing so, the study adds to a burgeoning historiographic field that underscores the significance of the Francoist dictatorship in the Latin American right-wing imaginary.

O conceito se estirou tanto que tem servido para definir políticos os mais díspares. Com a ausência das condições socioeconômicas descritas pelas formulações clássicas, a estratégia adotada é limitar a categoria à dimensão política. Esse procedimento, porém, não é capaz de descrever atributos exclusivos suficientes para que o populismo seja um fenômeno específico. Ao mesmo tempo, o conceito está tão enraizado que não é viável abandoná-lo. A solução proposta é avaliar em quais características um político se aproxima e se afasta dos casos paradigmáticos do passado. Assim, ele pode ser populista em certos aspectos e não em outros. Com esse procedimento, se chega a uma classificação, em que um líder apresente mais ou menos atributos descritos pelas definições clássicas, eliminando a necessidade de reformulação constante do conceito para adaptá-lo a novas circunstâncias. The concept stretched out so much that it has served to define the most dissimilar politicians. In the absence of socioeconomic conditions described by classical formulations, the strategy adopted is to restrict the category to the political dimension. Such a procedure, however, is not capable of describing adequate particular attributes that populism would be a specific phenomenon. At the same time, the concept is so deeply embedded in our society that it is not feasible to abandon it. The proposed solution is to evaluate in which characteristics a politician reaches and moves away from the paradigmatic cases of the past. Thus, it can be populist in some respects and not in others. In such a procedure, we arrive at a classification in which a leader shows more or less attributes described by classical definitions, eliminating the need for constant reformulation of the concept to adapt it to new circumstances. Also, there would be less space to which the label of populist would continue to serve to disqualify Latin American politicians. The article discusses recent and classic settings applied to Latin America and assesses the empirical viability of focusing on the political dimension strategy.Key words: populism; Latin America; paradigmatic cases; classification.
