Nowadays one of the main regulatory documents governing the future of food production in Russia is the “Food Security Doctrine of the Russian Federation” formulated in order to implement the state economic policy in the field of ensuring food security of the Russian Federation, aimed at reliable provision of the country’s population with food products, the development of domestic agricultural and fishery complexes. In the past 40 years, the use of nano- and biotechnologies in the processing of animal and fish raw materials has been widely developed. A large number of scientific studies are aimed at biotechnology method applications in the production of meat products, in particular the use of enzyme proteolytic preparations. The aim of the research presented in this article was to study the dynamics of the hydrolysis of water-, saltand alkali-soluble fractions of low-grade beef and lamb proteins with Megaterin, an enzyme preparation of animal origin. The fulfilled studies allow more precise approach to the use of enzyme preparations for the processing of basic raw materials by the meat industry.

One of the priorities of the modern meat industry is the production of products that have improved consumer properties. To accomplish this task, it is necessary to involve as much as possible in industrial circulation the local raw materials of plant origin, which will be an impetus for the production of new foods with functional properties. The article deals with the partial replacement of raw materials of animal origin with pumpkin pulp as a functional ingredient in the production of pâté products. We have developed three recipes for pumpkin paste. Changes in nutritional value of the developed samples were investigated. The organoleptic characteristics and nutritional value of pumpkin pate products were determined. The use of pumpkin pulp as a functional ingredient in the technology of pate products affects the appearance, the color of the products and the composition of these products, along with other technological indicators were within the regulatory requirements. Experimentally established, that increase in the proportion of pumpkin pulp has been found to lead to an increase in mineral content and a decrease in fat content. Improvements in the functional and technological properties of experimental pâté products based on the use of pumpkin pulp have been demonstrated. Established rational replacement level of basic raw materials, which is characteristic for recipes № 3. Pâté products using pumpkin pulp as a functional ingredient is a low-calorie products. The production of combined meat products does not require additional specialized equipment and is a potential source of expansion of the domestic range of functional products. Consumption of these products gives us every reason to believe their food with significant new functional properties that meet the requirements of modern food.

Currently, the Russian Federation has a difficult economic situation on the meat market. The problems affecting the effective development of this market were especially aggravated in the context of the new coronavirus infection pandemic, and directly affected the food security of the Russian Federation. The authors of the article reviewed the meat products market at the turn of 2019 - 2020, and also presented two options for its development for the medium term - basic and crisis ones. In addition, barriers to the export of meat products to the world market have been identified and directions for their early overcoming have been proposed. The results obtained in the course of this study not only provide an answer to the question about the role of external interventions in the economy of the state, but may become the basis for thinking about the importance of careful planning of long-term studies to assess difficult-to-predict risks, such as a new coronavirus infection, in terms of concerning the food security of the state.

Protease and collagenase are the most important enzymes used for the processing of meat raw materials. In the meat industry, proteolytic enzymes are used to accelerate the maturation of meat and increase its yield. The use of enzyme preparations in meat processing makes it possible to rationally use meat raw materials, intensify technological processes, improve quality and expand the range of products. Collagenase, unlike protease, acts on those connective proteins of meat raw materials that determine its stiffness, breaking down hard-hydrolyzable and non-digestible collagen. The aim of this study was selection of strains of industrially valuable micromycetes from the collection of micromycetes that have the ability to synthesize extracellular protease and collagenase and create a fungal association. A comparative characterization of 7 strains of micromycetes of the genus Aspergillus and Penicillium - potential producers of protease and collagenase enzymes, was carried out. A. awamori 16 and A. awamori 22 showed the highest clearance zones and was used for further studies. The clearance zones of casein of A. awamori 16 on day 5 were 22.8 mm, and collagen 20.8 mm, while the clearance zones of casein of A. awamori 22 were 20.1 mm, and collagen - 19.1 mm.

Production of meat and meat products is one of the key segments of domestic processing industry. In 2018, its share in total food production in Ukraine reached 17.78% (vs. 15.93% in 2013). At the same time, the main problem holding back the development of this segment is the reduction of the raw material base for the industrial processing of meat due to the crisis in animal husbandry, especially in pig and cattle breeding. The purpose of the article is to define the problems and to outline the prospects for the development of meat processing manufacturing in Ukraine, given the current state of the domestic and foreign markets of meat raw materials (chicken, pork, beef, etc.). The meat and meat product manufacturing in Ukraine is dominated by poultry meat, which share has increased by 7.22 pp. in the last six years. Instead, the share of meat products decreased by 6.54 pp. These trends indicate the reduction of advanced processing of meat raw materials. This is largely due to the low level of operating profitability of meat product manufacturing in Ukraine – 2.6% in 2018 vs. 3.7% in 2013, while the profitability of poultry meat manufacturing reached 11.3% (vs. 9.1%). Given the latest global trends in changing consumer preferences in favor of dietary types of meat, this poultry development trend in Ukraine has great prospects, especially in regions where there are no large agricultural companies. In contrast to poultry farming, the trends in domestic pig breeding are mostly negative, due to the decrease in the number of pigs caused by outbreaks of African swine fever. An even more critical situation in Ukraine is with the production of beef and veal, which is a direct result of the cattle livestock population reduction by more than 6 times in the last 25 years, as well as of the high cost of meat procurement. The latter is caused by poor livestock feed base. To overcome this problem, it is necessary to increase the volume of domestic production of compound feeds and their components. In particular, a promising area for the development of meat processing in Ukraine is the production of animal origin feeds, the raw material for which is food waste. Integrated use of meat raw materials will ultimately increase the level of profitability of this segment of the processing industry.

The paper discusses the problem of ensuring food security as one of the key tasks of the modern economic policy of the state, the solution of which will help to achieve food inde-pendence of the country and improve the quality of life of the population. Fishery, as a manufacturer and supplier of food products with a high content of easily digestible proteins of animal origin, fat-soluble vitamins and minerals, occupies the leading position in the food security system of the Russian Federation. Based on the study of modern approaches to the content and monitoring the level of food security, the indicators of assessing the level of food security for fisheries in the sphere of production and consumption of fish products are refined. The food security in the area of fish production, dynamics of production volumes of fish and aquatic biological resources, amounts and structure of the domestic production of fish products, import and export helped to evaluate the high potential of the fisheries complex of the Russian Federation in achieving the in-crease of self-sufficiency in fishery products up to 85%. It has been stated that in the field of fish product consumption reflecting the degree of economic accessibility of the population there are the problems: the prevalence of fish products with low depth of processing in the structure of average per capita consumption, low consumption of animal proteins, high dependence of consumption of fish and fish products by households on the level of available resources and consumer prices for fish products. The conclusions are formulated about modernizing fish processing facilities, adjust-ing the rational consumption of fish products, creating a unified logistics infrastructure of fisheries, working out marketing strategies for the development of fisheri

The radical change in the quality of the processed meat raw materials, which does not meet the standards, calls for the necessity to apply biotechnology methods in order to improve the quality and obtain high nutritional and biological value of manufactured products in compliance with the requirements set for functional food. The use of starter cultures to perform biomodification of cattle by-products makes it possible to provide the rationale for the use of low-value secondary meat raw materials in order to expand the manufacturing range and increase the economic efficiency of meat-processing plants. This article aims to, first, review the approaches towards the development of new forms of biologically complete and environmentally safe sources of raw materials to increase the economic efficiency and reduce costs at meat-processing plants of the agro-industrial complex of the Central Black Earth region and, second, to substantiate the selection and purposefully apply bifidobacteria as part of the consortium for biotransformation of proteins of the rumen of farm animals. As a result of the research, the technology of rumen modification was suggested aimed at its further use as part of meat products, primarily, minced convenience meat products. The article data can be used to develop manufacturing formulas at meat-processing plants and also be useful for process engineers and scientists working in the food industry.

The modern economy of the Russian Federation is in a difficult foreign economic situation, due to the sanctions pressure forced import substitution in a number of sectors of agricultural production. The sanctions imposed by developed countries led to a response from Russia, which imposed an embargo on certain groups of agricultural raw materials and food products. The aim of the research is to develop and implement software for fuzzy cognitive modeling of the level of food security in the context of import substitution, taking into account food exports. To determine the perspective directions of numerical estimation and increase the level of FS in modern Russia, by modeling and justifying import substitution, the method of fuzzy cognitive mathematical modeling is used, which allows us to build models of the evolution of the emerging level of interaction of key factors of the simulated system. The conducted cognitive modeling of the FS level showed that import substitution increases infrastructure costs and has a positive effect on the overall economic situation, as it determines the development of production. The study of the mutual influence of the import substitution factor, within the framework of ensuring the required level of FS, is limited by the existing conditions, largely determined by the sanctions pressure on the Russian Federation. It is shown that a promising area of research is the analysis of the sensitivity of the cognitive model to the influence of all key factors, as well as the search for factors that are most responsive to the control actions of the governing bodies.

The Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor), located in the structure of the Ministry of Agriculture of the Russian Federation, implements control and supervisory activities by a specially authorized state authority in the field of quality and safety of agricultural products, raw materials and food, checks legal entities and individual entrepreneurs in the implementation of their activities, compliance with its requirements, established by federal laws and other regulatory legal acts of the state executive authority in this area. Structural divisions of the Rosselkhoznadzor, for example, the Rosselkhoznadzor Administration for the Sverdlovsk Region, exist in the constituent entities of the Russian Federation. Specialists of this structure carry out functional control and supervisory measures to ensure the quality and safety of agricultural products produced in the Sverdlovsk Region and imported from other regions of the Russian Federation and abroad. Legal regulation of relations in this area is carried out by federal laws, resolutions of the Government of the Russian Federation and other regulatory legal acts that differentially regulate certain areas in the field of quality and safety of agricultural raw materials of plant and animal origin.
