Urban public safety is the foundation of the urban development. Correct and reasonable assessment of urban public safety plays a vital role in the healthy development of cities. This paper establishes a context-dependent DEA model to divide 35 cities of China into three levels, and considers improved value of the low-level when different contexts are used as reference backgrounds. Then use the idea of DEASort proposed by Alessio Ishizaka to prioritize the high level in combination with the index weights in the Public Safety Blue Book: China Urban Public Safety Development Report (2016-2017). The research shows that there is a significant stepwise difference in urban public safety of China: the public security situation in the eastern cities is relatively optimistic; the levels in the northeastern cities are basically the same, and there is still room for improvement; the central cities are stratified, some cities are relatively good, and some cities have larger improve space; there are major hidden dangers in the public security problems in western cities.

Os mecanismos de gestão da segurança pública são instrumentos administrativos que potencializam os resultados de políticas nessa área. É o caso dos Conselhos, Planos, Fundos e Secretarias Municipais de Segurança Pública, além das Guardas Municipais. O artigo tem como objetivo verificar se a adoção de tais mecanismos produz impacto nos indicadores de violência. Paratanto, foram construídos o Índice de Gestão Municipal da Segurança Pública e o Índice de Violência. A partir de análise de correlaçãoentre tais variáveis, aponta que o nível atual de adoção dos mecanismos de gestão avaliados é muito baixo em todas as unidades federativas do Brasil, e não consegue influenciar os níveis de violência. Conclui que, ao omitir-se de implementar mecanismos degestão da segurança pública, o poder municipal, como ente mais próximo da população, enfraquece uma estrutura administrativa quedeveria servir de base para as políticas públicas voltadas para a redução da violência no âmbito local.Palavras-chave: Poder municipal, gestão, políticas públicas, violência.MUNICIPAL MANAGEMENT OF THE PUBLIC SAFETY: responsibility of the Brazilian municipalities for combating violenceAbstract: Mechanisms of the public security management are administrative tools that have improved the policies results in this area. This is the case of the Councils, Plans, Funds and Public Safety Secretariats, besides Municipal Guards. The paper aims to verify whether the adoption of such mechanisms has impacts on the violence indicators. Therefore, were built the Municipal Public Security Management Index and Violence Index. From the analysis of correlation between these variables was observed that the present level of adoption of management mechanisms is very low in all federative units of Brazil, and does not influence the levels of violence. Concludes that to omit to implement mechanisms of public safety management, the municipal power, as nearest entity of the population, weakens the administrative structure which should be the basis of all local public security policies.Key words: Municipal government, management, public policies, violence.

It has been five years since the block system was put forward. Up to now, there are three open blocks in Shanghai. At the beginning of “block system”, the security of open block was controversial. This research investigates two groups of open blocks and closed blocks through questionnaires and interviews. It analyses the public security environment of open blocks from two aspects of objective public security environment problems and subjective residents’ safety psychological feelings, which leads to the thinking of “block system” public security environment.

In view of the current problems encountered in public safety and emergency management, this study proposes a method for constructing a public safety map. Based on the public safety theory and the existing POI system, a method for constructing a public safety attribute index system is proposed, and a preliminary discussion is made on the collection mechanism of public safety attribute data and the operation mechanism of the public safety map. It is hoped to provide a universal and easy access to emergency space information for emergency management departments and rescue workers.

The Corona Virus Disease 2019 (COVID-19) outbreak caused people to pay significant attention to urban public safety issues. The city’s public safety is an important part of the high-quality development and the construction of a liveable city. To understand whether and how factors at different levels affect the public security of particular group of people in a city. This study uses data from an extensive questionnaire survey by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China (MOHURD) in 11 cities. This study uses the descriptive statistical method and Hierarchical Linear Model (HLM) to study the perception of urban public safety (PUPS) and its influencing factors of floating population with higher education background (FPHEB) from the three levels of city–district–individual. The study finds that (1) when FPHEB is placed in a district and a city at the same time, the influence of the city on PUPS is greater than that of the district; (2) the urban’s infrastructure security and economic development security positively affect the floating population; (3) the GDP and the number of stadiums and hospitals of the district are significantly positively correlated with the PUPS of the FPHEB, whereas the increase of population density and road density have negative effects; (4) FPHEB with distinct attributes will make their PUPS also different. This study is not only a reflection on the construction of urban public security after the COVID-19 outbreak but can also be used as a theoretical reference for the government in constructing urban public security. This study also enriches the research on the floating population and makes good scientific suggestions for the city’s PUPS of the FPHEB. The research results can provide a better reference for the government’s urban safety construction from the perspective of residents’ perception.

Abstract Organisational consciousness is one of the primary determinants driving organisational development. It is the organisation’s capacity for assessment of its operation level, quest for uniformity and organisational identity. This consciousness revolves around objectives of actions and integrates collective efforts, thereby determining collaboration. Therefore, it performs a vital role in the public safety management system (PSMS), where efficiency of operations may be achieved only as a result of joint actions. In essence, this was an imperative to carry out research aimed at analysing the significance of organisational consciousness in the public safety management system. During enquiries the authors gave insight into the concepts of organisational consciousness and organisational development as well as characterizing the PSMS in the context of organisational consciousness. Bearing in mind a comprehensive and adaptive approach to each analysed situation in an individual manner the relevance of organisational consciousness in public safety management systems was found. Furthermore it was testified that organisational consciousness in the PSMS affects three areas, namely: enhances involvement in accomplishment of objectives set, strengthens inter-organisational collaboration and fosters innovative solutions.

The Grand Duchy of Luxembourg is one of the smallest European countries – both in terms of area and population. As in the case of the so-called European micro-states (with less than 500,000 inhabitants – Luxembourg alone has slightly more), it is characterized by a high economic level, especially the living standards of its inhabitants. As the Organisation for Economic Co-operation and Development’s statistical data show (official OECD website), the Grand Duchy of Luxembourg is the wealthiest Member State of the European Union in terms of average annual income per capita (gross domestic product per capita). Due to this fact, foreigners-immigrants continuously come to this country by seeking better living conditions there. It was, therefore, reasonable to explore how this high proportion of immigrants in Luxembourg’s society influences the public security of that country. Luxembourg has one of the highest economic immigration rates in Europe, the number of its citizens is continually growing, and yet the crime rates are among the lowest in the world. The article aims to explore the impact of the presence of many immigrants in the Grand Duchy of Luxembourg on public security of that country. The article focuses on the main threat to public safety, i.e., crime – in the analysed case: the crime committed by foreigners-immigrants. The main research problem took the form of the question: To what extent does the presence of a significant number of immigrants affect the public safety of the Grand Duchy of Luxembourg? The main hypothesis took the form of the assumption that the presence of large numbers of immigrants does not have a significant adverse effect on the public safety of the Grand Duchy of Luxembourg. The adopted research method was the analysis of statistical data using the technique of content analysis (desk research). World Bank statistics were used as the primary source of information, while articles from scientific journals and reports from Luxembourg public administration bodies as supplementary sources. To deepen the exploration and understanding of the migration conditions of the Grand Duchy of Luxembourg, the article presents its history as well as economic and social characteristics. The research was carried out as part of the Research Project No. 146/WNB/65/DzS called: “The Migration Policy of the Republic of Poland as an Indicator of Its Internal Security”, carried out at Faculty of Security Studies of General Tadeusz Kościuszko Military University of Land Forces (Wrocław, Poland).

Urban power supply system has close relationship with urban public safety. The main risk factors, accident types and the risk degree of failures or accidents in urban power supply system are analyzed. And, it has established the public safety risk assessment system of urban power supply system. In order to show that the assessment system has good applicability in the risk assessment of urban power supply system, the power supply system safety of one urban is assessed using established risk assessment system.
