Apart from providing food originating from meat and eggs, Alabio ducks have another important role for farmers in South Kalimantan, namely as an income source, employment source, and preservation of local genetic source. This paper aimed to study the economic profile of Alabio ducks in several types of businesses in Hulu Sungai Utara Regency, South Kalimantan. A survey method was carried out on several groups of duck farmers. In order to obtain more in-depth information, a focus group discussion (FGD) was held with key insiders in the duck industry. The results showed that the duck farming business has good prospects and can be a source of income and employment for farmers and young generations. The business of hatchery, slaughter-duck producers, hatching egg producers, and consumes-egg producers, is economically feasible. Improving bio-security and handling and managing environmental sanitation have to carry out, among others, through pens, equipment, and environmental disinfection, as well as routine vaccinations with the escort and support of local and central government. In addition, to increase the welfare and income of farmers need to introduce technological innovations that can increase farming efficiency.

In order to accomplish public service quality enhancement, the regional government is under compulsion to allocate capital expenditure in APBD to increase it’s fixed asset. Capital expenditure allocation will lead to reconcilable regional government’s fixed assets and regional civilization’s necessity. Region’s income sources is the main key of it’s financial independency without relying on central government. The main goal was to identify any firm and significant correlation between income sources and capital expenditure in Kota Tomohon’s regional budgeting while the objects were income sources and capital expenditure realization in year 2011-2015. To acknowledged these two variables’ correlation, researcher used Correlation Product Moment (Pearson) Test correlation analysis with the assistance of Software Program SPSS Version 19.0 for Windows.Correlation result 0,750 determined firm correlation between income sources and capital expenditure in Kota Tomohon since it was positive and approaching +1. It confirmed that increasing in Kota Tomohon’s income was followed by increasing in Kota Tomohon’s capital expenditure. Significancy result 0,086 validated significant correlation between these two variables as a result of it was lower or equal to 0,1 and it verified that hypothesis zero was accepted. The aim of this study is to examine mechanism responsible for the behavior of the income and earning inequality in Turkey during the global financial crisis based on data from the 2006 to 2014 Income and Living Conditions Survey. Gini decomposition by income source is employed in order to provide an analysis of the contribution of the various income sources to the evolution of income inequality and to assess the impact of a marginal percentage change in the income from a particular source on income inequality. For examining the contributions of specific variables (education, position in occupation, economic sector) to the interpretation of labor earnings inequality in terms of their gross and marginal contribution, we use static decomposition of Theil T index.

<p class="Keywords">Sub Communal RISHA is a pilot project from the central government in collaboration with the Surakarta City Government as a solution for structuring slum settlements in Surakarta. The RISHA method facilitates the construction and installation process due to the use of a modular precast system which is also more flexible and efficient both in terms of construction time and the use of construction materials. The purpose of this research is to identify the space adaptation of Sub Communal RISHA based on the behavior of residents. This research was conducted with a qualitative descriptive method. The research location is in the area of RW 06 Rusunawa Semanggi Surakarta and the time of data collection was carried out in the period May-August 2021. Primary data was taken with several techniques, observation and Forum Group Discussion (FGD) method. The analysis was carried out using data triangulation techniques. The use of this analysis technique aims to combine all data to produce accurate and comprehensive conclusions. The results showed that there are two adaptations carried out by the residents of Sub Communal RISHA, namely adaptation by adjustment and adaptation by reactions.</p>

BAZNAS is the organization that manages zakat on a national level, working toward alleviating poverty in Indonesia through its Zakat Community Development (ZCD) program. The ZCD program focuses on community-based development through the empowerment of the mustahik community living in rural areas. This study aims to measure the level of welfare and determine the eligibility of Bedono Village, Demak District to receive assistance in the form of zakat funds through the ZCD program. This research employed a survey method using interviews and focus group discussion, combined with a questionnaire. The analytical tool used in this analysis is the Multi-Stage Weighted Index. This research reveals the condition of Bedono Village to be “fairly good,” with an index score of 0.49. This means that Bedono Village can be considered for eligibility to receive help in the form of zakat.

The study is focused to encounter the marketing strategies adopted by cement industries and suppliers. The study is conducted at Madhyapur Thimi Municipality among different level of consumer i.e house owner, supplier, contractor/mason and consultant/engineer. Out of 871 permitted under construction building of fiscal year 2016/17, 89 end consumers and 30 suppliers were selected for questionnaire survey with two different set of questionnaire. Key informant interview was conducted for in depth information while focus group discussion was done to understand influencing strategies. Bonus coupon and credit period was found to be brand promotional tools among 36.67% and 23.33% of the suppliers respectively whereas 50% of the end consumers get attracted through credit period. Credit period is the most influential marketing strategy while advertisement being the brand awareness tool to the consumer to set their brand in ‘Top of Mind’ state.

Abstrak Tujuan dari penelitian ini adalah untuk mengetahui model prototipe optimalisasi dana amal yang tepat dalam pemberdayaan masyarakat  miskin perkotaan berdasarkan kearifan lokal di Lampung. Penelitian ini menggunakan metode survei dengan data yang berasal dari hasil Diskusi Kelompok yang terfokus  dan wawancara mendalam dengan pembicara adalah tahap identifikasi model. Kemudian model rekonstruksi menggunakan analisis komparatif. Pengembangan Berbasis Masyarakat ini menggunakan metode yang melibatkan masyarakat dalam pembangunan. Di mana konstruksi dimulai pada tahap ide, perencanaan, kegiatan pengembangan program, penganggaran, pengadaan sumber daya hingga implementasi yang lebih menekankan pada keinginan nyata atau kebutuhan nyata  masyarakat dalam sekelompok orang.  Melalui Relasi Mustahiq yang sangat membantu sebagai sumber daya manusia, Dengan harapan Pengembangan Masyarakat Terpadu diharaplan  menjadi pusat penyaluran program tersebut sehingga programnya lebih terukur, dan terkendali.     Kata kunci: Dana Zakat, Pemberdayaan, Miskin Perkotaan, dan Pengembangan Berbasis Masyarakat   Abstract The aim of this study is to find a prototype model of the proper optimization of charity funds in the empowerment of the poor town based on local wisdom in Lampung. This study used a survey method with the data derived from the results of the Focus Group Discussion (FGD) and in-depth interviews with the speakers is the model identification stage. Then, reconstruction model using comparative analysis. Community Based Development (CBD) is a method  that involves communities in development. Where constructions began on the stage of ideas, planning, program development activities, budgeting, procurement of resources to the implementation of a more emphasis on real desire or the real needs of the community in a group of people. Through Mustahiq Relation Officer (MRO) ashuman resources assistant, Integrated Community Development (ICD) became the center ofthe distribution of the program so that the program is more scalable, and controlled.   Keywords: Zakah Fund, Empowerment, Poor Urban, and Community Based Development (CBD).

Papua Province is an area whose development is still lagging behind in Indonesia. The continually conflicts causes the development of the Province of Papua is very behind compared to other regions. To overcome this problem, the government provides special autonomy funds to make improvements in the fields of education, poverty, health, economic improvement and infrastructure. This study analyzes the differences in the fields of education, health and poverty before and after the granting of the Papua special autonomy fund. By analyzing these areas, we can see the effectiveness of the special autonomy fund after 18 years of funding by the central government. This study is a policy study (policy research) by collecting data and then analyzed into a conclusion and recommendation. The method used in this study is descriptive qualitative. Data collection techniques are done through literature study and Focus Group Discussion. The results of this study indicate that the conditions of education, health, and poverty alleviation before and after special autonomy did not change significantly. The change is very slow when compared to the large amount of special autonomy funds allocated each year. This is caused by the institutional system of government that has not worked effectively and efficiently as well as in the quality and quantity of existing human resources.

Objective: The risk of administrative law enforcement is slowly being exposed to the public. The law enforcement of tobacco monopoly administration plays an important role in maintaining the stability of tobacco market and promoting the benign development of tobacco industry. However, due to the combination of subjective and objective factors, there are many risks in the process of tobacco monopoly law enforcement, which seriously affect the effectiveness of tobacco monopoly law enforcement. In risk society, risk has the characteristics of fluidity and cross-region, which increases the difficulty of administrative law enforcement among local governments. The purpose of this paper is to explore a new model to deal with the risk of local government enforcement against tobacco monopoly administration. Methods: The research adopted the field survey method, 75 local officials were interviewed, including 68 effective interviews and 7 invalid interviews, then analyzed the manifestations of passive cooperation through multiple cases. Results: We found that when risk of tobacco monopoly administrative law enforcement occur frequently, local intergovernmental still choose not to cooperate or cooperate passively at the request of the central government. By analyzing the forms of passive cooperation, we established an analytical framework of initiative cooperation and worked out three elements of initiative cooperation: trust, consensus and tacit understanding. Conclusion: Initiative cooperation is the highest form of cooperation and the best choice for local intergovernmental to deal with risk of tobacco monopoly administrative law enforcement.

This chapter maps the data collection tools employed in empirical legal research: observation, focused group discussions, case study, survey, and questionnaire. Discussing observation, one of the oldest and commonly used tools in social and natural sciences, it points out the benefits of observing the people in their natural setting and actions as is done in ethnographical study: conversation through interview unearths personal perspectives, beliefs, feelings, and attitudes of the interviewee. Focused group discussion is similarly used to amass valuable information from a group of people having specific experience on a topic. Case study through intensive study of individuals, institutions, instances holds the lens to the life of social unit. On the other hand, survey method takes a general view of population or community by door to door data collection, its prominent type being census. Questionnaire is a popular method of data collection by framing and communicating list of relevant questions on research topic, collecting responses and analysing them. The chapter ends by stressing on how the instruments of data collection should be carefully and objectively employed through proper procedure.

This article discusses three key questions, namely, first, what and how is the development of policies and legal umbrella that can support the Central Government in the implementation of the Aceh TRC? Second, how can the institutional institution of the Aceh TRC and the Human Rights Court as a mechanism of justice strengthen mutual protection of human rights for victims and their families? Third, how to build strong legal relations between state institutions to strengthen the TRC's recommendations regarding reparations? Produced from a research process and focus group discussion, this article encourages a number of legal policy developments that are oriented as a solution to the limited efforts to protect and fulfill victims, especially in relation to reparations and restoration of their rights. Also, emphasizing the legal position of the basic national legal political context is re-associated as a reminder of the marwah of the Helsinki MOU for the future of Aceh. Abstrak: Artikel ini mendiskusikan tiga pertanyaan kunci, yakni pertama, apa dan bagaimana pengembangan kebijakan dan payung hukum yang dapat menjadi dukungan Pemerintah Pusat terhadap pemberlakuan KKR Aceh? Kedua, bagaimana secara institusional kelembagaan KKR Aceh dan Pengadilan HAM sebagai mekanisme keadilan dapat saling memperkuat perlindungan HAM bagi korban dan keluarganya? Ketiga, bagaimana membangun relasi hukum yang kuat antar Lembaga negara untuk memperkuat rekomendasi KKR terkait reparasi? Dihasilkan dari proses riset dan diskusi grup terarah, artikel ini mendorong sejumlah pengembangan kebijakan hukum yang diorientasikan sebagai jalan keluar atas terbatasnya upaya perlindungan dan pemenuhan bagi korban, terutama terkait reparasi dan pemulihan hak-haknya. Serta, menegaskan posisi hukum atas konteks politik hukum nasional yang mendasar dikaitkan kembali sebagai pengingat marwah MOU Helsinki bagi masa depan Aceh.
