What is the added value of investigating the contested concept of “sustainability” in tandem with the geographical marker of “Asia” in today’s world? To answer this question, we need to return to the formulation of the problematique of “sustainability” and “sustainable development” several decades ago. The Our Common Future report of the World Commission on Environment and Development (WCED)—also known as the Brundtland Commission—put forward the most commonly recognized and most frequently used definition of “sustainable development” (SD) in 1987.1 Development could be made sustainable, so the report stated, “to ensure that it meets the needs of the present without compromising the ability of future generations to meet their own needs” (WCED 1987: 15). The report further proclaimed that there were limits to development, but that improvements in technology and social development could “make way for a new era of economic growth” (ibid.).

After providing a brief background on international law, the history of the right to development is discussed. International law, as it exists today, has been abused by developed nations in their position of power over underdeveloped nations. The right to development, first formalized by the United Nations in 1986 with the Declaration on the Right to Development, was meant to give people of the developing world a right to development. However, the right to development has been supplanted by the concept of sustainable development, as orchestrated by the developed nations. It was hopeful that organizations like the World Trade Organization would implement the right to development through trade; however, these organizations have become merely a tool for the developed nations and associated corporations to continue their dominance over developing nations. Environmental concerns in recent times have shifted the international focus from the right to development to sustainable development, and the right to development has been overlooked. A legal right to development must be recognized before sustainable development can be applied as a tool to benefit underdeveloped nations through environmental and trade-related policy.

Nearly 15 years has elapsed since the World Commission on Environment and Development—the so-called Brundtland Commission—popularized the idea of “sustainable development.” The phrase turned out to be unusually slippery, providing both political cover and ammunition for almost anyone engaged in debates about the global environment and/or development. Indeed, scholars and policymakers of all theoretical or ideological stripes found creative ways to employ the phrase “sustainable development” to support a wide array of arguments in these discussions.

Environmental problems have become the main agenda of all countries in the world since 1970’s. Various reports have been written, international meetings have been held and various contracts, agreements and action plans were accepted according to these decisions. Each of these arrangements has reflected to policies of countries. The most important issue of international meetings is that environmental values and natural resources should be used rationally and without extravagancy, should be protected and sustained considering the policy of using rights and benefits of current and future generations. In this sense, the concept of “sustainable development” which aims at enabling economic growth and is defined as an environmentalist view in included in the report called Our Common Future which is prepared by Bruntland in 1987 and presented to United Nations Commission of Environment and Development. Later on, this principle was accepted as the main principle of meeting in RIO Summit of 1992. Turkey which is one of the developing countries did not remain out of this process and determined environmental policies in accordance with decisions in global level. Turkey participated in both meetings mentioned above; carried out preparation studies according to these principles and adapted these principles to legal regulations and policies about environmental and economic development. In this study, first of all historical development of sustainable development concept in global sense will be explained and then it will be evaluated how this principle influences environmental policies in Turkey in analytical way together with examples of practice.

Sustainable development is a concept that has quickly risen to prominence both in academic work and in policymaking at all levels, particularly since 1987 when the World Commission on Environment and Development, better known as the Brundtland Commission, released its report promoting this approach. The report defines sustainable development as development that “meets the needs of the present without compromising the ability of future generations to meet their own needs” and states that “the concept of sustainable development does imply limits—not absolute limits but limitations imposed by the present state of technology and social organization on environmental resources and by the ability of the biosphere to absorb the effects of human activities. But technology and social organization can be both managed and improved to make way for a new era of economic growth.” The thinking behind the concept extends back for decades before the Brundtland Report, particularly since the early 1970s with rapid rise of what is known as “sustainability science,” although the term “sustainable development” was not coined until 1980. Sustainable development owes much of its political attractiveness to its vagueness, allowing hundreds of countries to sign onto international agreements that endorse the concept without fear that their development plans will be constrained. This advantage, of course, is linked to the disadvantage of allowing a “green” discourse to be used to promote just about any imaginable activity, no matter how damaging. Even countries importing toxic waste from the rest of the world claimed that they were practicing “sustainable development,” the Marshall Islands being the best known. The bibliography that follows presents some of the evolution of the concept of sustainable development and its scientific underpinnings. Two processes have proceeded in parallel: the political process of sustainable development that began with the Brundtland Report in 1987 and was extended by the United Nations (UN) Conference on Environment and Development in 1992 and the scientific process that evolved autonomously in response to the vagueness of the Brundtland definition. The sequence of international agreements associated with sustainable development has led this concept to permeate the planning of actions by governments and other entities throughout the world. Current application focuses on the seventeen sustainable development goals, or SDGs, which were agreed at the UN Sustainable Development Summit in 2015, together with their 230 individual indicators and 169 targets. A clear example of the challenge of moving sustainable development beyond a role as a greenwashing discourse is offered by the Climate Convention. The Kyoto Protocol requires that all projects in the Clean Development Mechanism contribute to sustainable development, and in 1997 when the Protocol was signed this was seen as a way to prevent climate-mitigation projects from causing untoward social and environmental impacts. However, it was later decided that there would be no international standards defining what constitutes sustainable development, and it would be left up to each country to decide for itself whether proposed projects in the country met that country’s own criteria. A Designated National Authority (DNA) in each country would certify that each project represents sustainable development, with the result that projects are virtually never blocked on this basis. In Brazil, a dramatic example is the Teles Pires Dam, which was certified as “sustainable development” and now receives clean development mechanism carbon credit. The Munduruku indigenous people near the dam were never consulted, as required by International Labor Organization Convention 169 and by Brazilian Law. In 2013 the tribe’s most sacred site was fist dynamited and then flooded. This was the Sete Quedas rapids, which is where the spirits of respected tribal elders go after death—equivalent to heaven for Christians.

The fundamental conflicts and contradictions between environment and development, and various theoretical and practical efforts to reconcile them, have been a prominent part of the history of development thinking since environmentalism emerged as a significant political phenomenon in the 1960s. The idea of development as change for the better resonates perhaps with all civilizations and across time. All civilizations have development myths which reflect a self-awareness that a particular culture had at some time in the past advanced from a more primitive, less developed state. But these cultural myths of development are only incidentally material or economic. More pronounced concerns over the environment and development emerged during the 1960s and the 1970s. These decades were marked by the emergence of widespread public concern about environmental problems of air and water pollution, and the growth of the environmental movement led to national environmental policy developments and international efforts on the environmental front. In addition, development, environment, and sustainability are all normative concepts with implications for ethics and justice. The vast literature on sustainable development has spawned a range of critiques from a variety of theoretical and disciplinary perspectives. The environmental justice literature developed after early sustainable development literature, and raises questions about intragenerational equity.

Abstract A few years ago, the International Year of Chemistry (2011) was celebrated throughout the world with the organization of thematic conferences and symposia, special activities for children, the publication of a myriad of articles and reviews, and, of course, the release of postage stamps by many countries. Likewise, the International Year of the Periodic Table (IYPT) presents now another rare opportunity to relate the history of chemistry and showcase its societal benefits to a worldwide audience. As originally proclaimed by the United Nations and UNESCO, the IYPT also offers an incentive to promote international cooperation in the basic sciences for sustainable development and science education.
