Abstract State and local governments in the United States manage a wide array of natural and human resources that are particularly sensitive to climate variability and change. Recent revelations of the extent of the current and potential climate impact in this realm such as with the quality of water, the structure of the coasts, and the potential and witnessed impact on the built infrastructure give these political authorities impetus to minimize their vulnerability and plan for the future. In fact, a growing number of subnational government bodies in the United States have initiated climate adaptation planning efforts; these initiatives emphasize an array of climate impacts, but at different scales, scopes, and levels of sophistication. Meanwhile, the current body of climate adaptation literature has not taken a comprehensive look at these plans nor have they questioned what prompts local adaptation planning, at what scope and scale action is being taken, or what prioritizes certain policy responses over others. This paper presents a case-based analysis of seven urban climate adaptation planning initiatives, drawing from a review of publicly available planning documents and interviews with stakeholders directly involved in the planning process to provide a preliminary understanding of these issues. The paper also offers insight into the state of implementation of adaptation strategies, highlighting the role of low upfront costs and cobenefits with issues already on the local agenda in prompting anticipatory adaptation.

As more ocean plans are developed and adopted around the world, the importance of accessible, up-to-date spatial data in the planning process has become increasingly apparent. Many ocean planning efforts in the United States and Canada rely on a companion data portal–a curated catalog of spatial datasets characterizing the ocean uses and natural resources considered as part of ocean planning and management decision-making.Data portals designed to meet ocean planning needs tend to share three basic characteris- tics. They are: ocean-focused, map-based, and publicly-accessible. This enables planners, managers, and stakeholders to access common sets of sector-speci c, place-based information that help to visualize spatial relationships (e.g., overlap) among various uses and the marine environment and analyze potential interactions (e.g., synergies or con icts) among those uses and natural resources. This data accessibility also enhances the transparency of the planning process, arguably an essential factor for its overall success.This paper explores key challenges, considerations, and best practices for developing and maintaining a data portal. By observing the relationship between data portals and key principles of ocean planning, we posit three overarching themes for data portal best practices: accommodation of diverse users, data vetting and review by stakeholders, and integration with the planning process. The discussion draws primarily from the use of the Northeast Ocean Data Portal to support development of the Northeast Ocean Management Plan, with additional examples from other portals in the U.S. and Canada.

This epilogue tracks the more recent developments in the land use versus land preservation debate, including further controversies surrounding Point Reyes. A new lawsuit was filed against the NPS in Point Reyes, with demands that the ongoing ranch management planning process be suspended until the thirty-six-year-old PRNS General Management Plan can finally be updated with studies of the environmental impacts of grazing. Elsewhere in the United States, the chapter covers the aftermath of an armed standoff at Malheur National Wildlife Refuge. However, the chapter goes on to outline more hopeful changes across the country, such as the fact that more and more people are beginning to compromise on “what a park is for.”

This chapter chronicles the planning and classroom management practices of the first-year implementation of a 1:1 iPad initiative in a suburban, co-educational, independent, PreK-4th grade elementary school in the United States that was examined through a mixed methods QUAL ? QUAN case study. Findings demonstrate that the school's administrators and teachers engaged in pre-planning activities prior to the implementation of the iPad initiative, teachers viewed the iPads as tools in the planning process (iPads were not perceived as the content or subject to be taught/learned), and teachers flexibly employed different classroom management techniques and rules as they learned to integrate iPads in their classrooms. Additionally, the findings reveal the need for continuous formal and informal professional development that offers teachers multiple and varied opportunities to share their planning and classroom management practices, build their confidence and expertise in effective integration of iPads, and learn with and from one another.

In this article the authors provide an overview of some issues that inhibit disaster planning and response for people experiencing homelessness and discuss the planning process conducted for this population in Worcester, MA. People experiencing homelessness face numerous challenges in preparing for disasters both natural and human caused. Similarly, providers attempting to aid these individuals must recognize and overcome various factors that hamper efforts to provide assistance. People experiencing homelessness lack the general resources many in the United States take for granted, including food, shelter, communication methods, and transportation. The population also has an increased prevalence of medical and psychiatric conditions. These factors amplify the typical difficulties in preparedness, communication, sheltering, and training for disasters. With these principles in mind, the authors reviewed the literature for best practices, identified potential stakeholders, and developed an annex to help address organization and delivery of care to those experiencing homelessness during a disaster.

This article examines the planning tool known as environmental impact assess ment. This tool is decision-making model which attempts to integrate en vironmental considerations into each stage of the planning process together with the traditional concerns of economics and technology in order to identify secon dary and cumulative impacts and to weigh environmental effects. The success of an assessment process depends on the capability of the chosen institutional arrangements to achieve the desired goal. The proposed federal procedure is ex amined and several weaknesses identified. One is the absence of legislative measures to support the process. The United States National Environmental Policy Act provides model. This statute is discussed with view to ascertaining whether like legislation in Canada would produce like result. The conclusion reached is that differences between Parliamentary and Congressional systems suggest that in Canada more appropriate course would be to adopt legislative measures which strengthen and improve the existing functions of government. Such course would better serve the goal of environmental impact assessment than attempts to transplant concepts which are ill fitted and insensitive to the parliamentary system.

ABSTRACT Many spill response plans are formulated for given locations such as an individual dock, harbor, anchorage or similar situation. However, when the problem is planning for an accident involving any vessel which is part of an operating fleet, the plan must be quite different. Instead of being location-oriented, it must be focused on mobilization, logistics, and people. If the people involved can be properly instructed in their roles beforehand, they will be prepared to be mobilized at the scene wherever it may be and to participate directly in a cleanup operation. This paper discusses in detail a plan whereby the duties, responsibilities and other activities are identified. They are then described and the overall plan is pieced together. The essence of this particular planning process is that the people assigned to various jobs know who they are, what their jobs are, what will be required of them and have some idea of the resources that may be available to them. The plan contains job assignments, job descriptions, government contacts, contractors, co-operatives, equipment suppliers and locations, alerting diagrams, the basic organization, and a general description. The plan covers the Gulf and East Coasts of the United States. The approach can be adapted to a geographical area of almost any size.
