Abstract The relevance of the research topic is due to the strategic importance of the transition of Russian agro-industrial complex to innovative development path, which involves the formation of cooperative ties with the military-industrial complex as a driver of new technological solutions. Statement of the problem. The agro-industrial complex has a significant technological lag in terms of technological competitiveness. Statement of the problem. There is a significant technological gap in the agro-industrial complex in terms of smart growth of agribusiness based on digital technologies and solutions, which negatively affects its production, export potential and financial condition. The aim of the research is to study the development of inter-firm cooperation of military-industrial and agro-industrial complex of the Russian Federation which makes its influence on the environment. The study considers domestic and foreign experience in the implementation of inter-firm cooperation of industries, an analytical review of the main indicators of development and results of cooperation between the military-industrial complex and agro-industrial complex is given. The conclusion of the scientific research identifies the main problems and prospects for the development of cooperative links of industries, taking into account the external challenges and threats to the global economy.

Abstract The relevance of the topic of the study is due to the strategic importance of increasing the productivity of the agro-industrial complex of Russia to ensure national food security and implementation of the policy of food import substitution, as well as overcoming the technological gap in comparison with the world leaders of agrobusiness and the soonest way to sustainable intensive growth. There is a significant technological gap in the agro-industrial complex in terms of ensuring smart growth of agribusinesses based on digital technologies and solutions, which negatively affects its production, export potential and financial condition. The purpose of the research is to study the problems and prospects of the development of digital infrastructure in the agro-industrial complex of the Russian Federation. The study considers the conceptual apparatus, conducted a statistical study of activity in the digitalization of agriculture by agribusiness, priority business models of agriculture in the digital economy; the assessment of investment activity with regard to the formation of digital infrastructure, the priorities for the development of digital services and solutions. The conclusion of the scientific research identifies the main problems in the formation of digital infrastructure in the agro-industrial complex.

CIS member countries are interconnected by both historical, cultural and economic components. Russia and China, as two global actors, influence the economic situation and security in the CIS. The purpose of the paper is to identify the dependence of the CIS member countries on Russia and China, as well as to identify dependence of the economic development of the member states on import of armaments. Applying a regional approach, as well as analyzing economic indicators, supplies of weapons and presence of the military industrial complex production and service enterprises, we can define Belarus and Kazakhstan as the states with the largest share of foreign (Russian and Chinese) investments and weapons in their home markets. The Russian Federation stands out in the general context of dominance throughout the CIS. There are also Russian geopolitical interests, which include protection of external borders by ensuring security and stability in the member states bordering third countries. Chinese interests are focused mainly in the border area, namely, Chinese interests in Central Asia. The growing influence of global actors in the region, which is ensured through their investments in industry, military supplies and setting up new production complexes, establishes an ever closer relationship among the nations of the region. Thus, such an influence may lead certain CIS member countries to closer integration with China and Russia in the future, namely, to create bilateral alliances with a higher degree of dependence on global actors in comparison with other CIS member countries.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

The article examines the results of the impact of the COVID-19 pandemic on the global economy and the economy of the Russian Federation at the end of 2020. The quarantine measures introduced by the countries continue to negatively affect the economic situation in the world and the economies of individual countries. There is an acute shortage of seasonal workers in the agricultural sector of the countries of the world. The introduction of restrictions on the export of goods reduced the volume of imports. In Russia, the growth rate of imports from non-CIS countries has decreased. In January 2021, compared to January 2020, imports for food products and raw materials for their production decreased by 4.2%, and for vegetables – by 11.5%. According to the Federal Customs Service, the export of vegetables increased 3 times in terms of physical volumes and only 11% in terms of value. The growth in the physical volumes of export of products of the agro-industrial complex of the Russian Federation did not lead to a corresponding increase in revenue. The prices for vegetables imported into the country were 2.5-3.4 times higher than the prices for exported ones. Despite some difficulties, losses in this area due to the pandemic were minimal. The gross harvest of vegetables in the country as a whole amounted to 13.8 million tons, which is 1.7% below the level of 2019. At the same time, the gross harvest of vegetables in open ground decreased by 3.1%, vegetables in protected ground increased by 6.6%. Difficulties encountered in implementation. During the crisis period due to the COVID-19 pandemic, the demand for vegetables fell by 30%. Consumers, in an effort to improve their immunity, began to buy more environmentally friendly and healthy products, including vegetables. The demand for organic products has grown by 15-20%. To accelerate the economic recovery, it was necessary to take additional measures on the part of states to support producers and consumers, restore purchasing power and help businesses, expand access to credit resources, stimulate investment activity, and reduce the tax burden on businesses and the population. In Russia, financial support for the main measures of state policy in the field of the agro-industrial complex is carried out within the framework of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food.

The high innovation potential of the Russian military-industrial complex can become a source of technology for the civilian industry. In the context of the diversification of the military-industrial complex, the development of an effective technology transfer can become one of the key elements in building a competitive Russian economy. The article contains a diagram of the mechanism for the innovative technology development and transfer between the military and civilian sectors. On the basis of this method, it is possible to build effective schemes for technology transfer and exchange and joint work of the military and civilian industries. The emergence of a technology broker, as an intermediary between the military-industrial and civilian complexes, will accelerate the development of active information and scientific exchange between these sectors, will make it possible to bring technologies to its implementation faster, and industries become more knowledge-intensive. Integration of the military and civilian sectors will help to reduce the technological gap within the country, lagging behind the world level.

The paper presents the results of determining the priority directions of development of science, technologies and technics in interests of defence and state security, based on open sources of information, methods and tools of forecasting of development of science, equipment and technologies used in the formation of promising scientific and technological directions of development of military-industrial complex (defense industry). The authors analyze documents that determine the priorities of scientific and technological development of the Russian Federation, show the criteria for selecting a list of strategic priority areas for the development of science, technology and technology, and consider the methodology for substantiating promising areas of scientific and technological development of the defense industry. The paper shows that scientific and technical forecasting is an integral part of the formation of policy in the field of defense and security of the state. They are formed in close connection with critical technologies approved by the President of the Russian Federation. The authors reveal in detail the key trends in the development of science, technology and engineering that ensure the formation of the scientific and technological Foundation for the creation of promising samples of VVST.
