The 11th Annual International Conference 2021 on Environmental and Life Sciences Universitas Syiah Kuala “Connecting the World through Innovation and Sustainable Development” Banda Aceh, Aceh, Indonesia September 29-30, 2021 The AIC 2021 is organized by the Institute of Research and Community Services (LPPM), Universitas Syiah Kuala (USK), Banda Aceh, Indonesia, located in Banda Aceh. This city had amazingly recovered post Tsunami disaster in 2004. Banda Aceh is widely known as one of the most cultural and historically rich cities in Indonesia. It offers you an enjoyable stay with its interesting culture, tourism places, and unforgettable culinary options. This year, just like the previous year, the conference was held virtually through zoom meeting. Despite the online mode, the conference allowed all presenters to promote their current research and innovations through discussion, sharing ideas and best practices among researchers and academics under the theme of “strengthening the dissemination of research and innovation to enhance the transfer of knowledge in the fourth industrial revolution.” The keynote speakers presented at this year conference were Prof. A. Min Tjoa, the Vienna University of Technology (Austria), Prof. Dr. Michele Notari; University of Teacher Education (Switzerland); Prof. Siti Azizah Mohd Nor., University Terengganu (Malaysia), and the invited speakers were Dr. Hawis Maduppa, B.Sc., M.Sc., Institut Pertanian Bogor (Indonesia); Prof. Amirul Mukminin, S.Pd., M.Sc.Ed., Ph.D., Universitas Jambi (Indonesia) and Associate Prof. Dr. Muhammad Roil Bilad, Faculty of Integrated Technologies, University of Brunei Darussalam (Brunei Darussalam). Two keynote speakers and three invited speakers were presented on the first day, and one keynote speaker was presented on the second day. All keynote and invited presentations were run smoothly despite the time difference between Aceh, Indonesia, and the keynote and invited speakers’ time zone. The online oral presentation sessions also run well with the excellent teamwork between the host, moderators, and operators. I would like to express our thanks to Prof. Dr. Taufik Fuadi Abidin, S.Si., M.Tech., the Head of Institute for Research and Public Services of Universitas Syiah Kuala; Dr. Dra. Sulastri, M.Si., the Secretary of Institute for Research and Public Services of Universitas Syiah Kuala; Prof. Dr. Nasrul, S.T., M.T., the Head of Scientific Journals Center of Universitas Syiah Kuala; and Dr. Syamsulrizal, M.Kes, the Dean of Teacher Training and Education Faculty of Universitas Syiah Kuala, for their wise advice and suggestions. We also would like to acknowledge the conference secretary, treasurer, chief editors, and track editors for managing the paper review and organizing the technical program. - Can we today use symbolism to govern a city whose localities can no longer be distinguished? The city has become polycentric and needs symbols to make its decentred landmarks recognisable once again. Zoning was completed some time ago (at least on paper, and certainly not in the minds of local and national administrators), but it is still not altogether clear what is meant by upgrading of the run-down suburbs. Are these notions that await concretisation in laws from which quality architecture will then flow? Or, rather, should the plan go back to being informed primarily by a design which has yet to be regulated by law? These days it seems like community services are redesigning the city in the likeness of a printed circuit board. Indeed, development of the entire area is fuelled by responses to demands for better transport, communications, goods, housing, jobs and leisure facilities, or at least this is how it appears to those who believe in this contemporary paradigm. However, men and women do not identify with public services. They simply use them. Let us therefore avoid the temptation to turn a means into an end.

Microstates face innumerable challenges in braving the 21st century. Limited resources, a small geography, and a small population are just some of the constraints faced. None is more so pressing that the case of Brunei Darussalam, where its heavy reliance on Oil and Gas may have afforded it economic prosperity and political stability since its independence in 1984, but the changes in market structure and global forces have resulted in it facing serious issues, such as its increasing unemployment rate. The Government of Brunei have taken steed in the advice of Sultan Haji Hassanal Bolkiah to unify the body politic through the “Whole-of-Nation” approach and bring about the harmonious constellation of state actors and non-actors, from both the formal and informal sectors, to realizing the country's ambitious Wawasan 2035 and to adapt to the 4th Industrial Revolution. This work will unpack whether the Government has been successful in its efforts to do so. Policy recommendations will also be presented.

Fintech solutions can revolutionize Islamic financial services and leverage on the so-called ‘Fourth Industrial Revolution' which is the movement towards combining everyday aspects of our lives, such as finance, into the digital realm that will help increase speed, efficiency, and convenience. The most significant challenge for all countries pursuing Fintech is regulating the industry. Following the issuance of the Financial Sector Blueprint, the Fintech Unit was established under Autoriti Monitori Brunei Darussalam (AMBD). AMBD envisions a vibrant economy powered by ICT through ICT-Smart Citizens as well as being a connected and efficient nation. This chapter discusses the application of Fintech specifically in Islamic finance sector based on the descriptive method of research by concentrating on its regulations. At the end, the research found that though Fintech in Islamic finance sector has been done since it's emerging through Guidelines Fintech Regulatory Sandbox Guidelines Islamic financial Fintech will be strengthened and developed and more diversified.

The reconstruction of Banda Aceh has progressed in these three years and survivors are returning to the areas where they were formerly living. Several refuge buildings are being constructed in the coastal area to ensure safety of the nearby residents. However, people's minds would not be at ease without the confidence that they would obtain safety by taking refuge in the building. The authors studied applicability of two Japan's original disaster education methods for capacity building of community, holding a trainers' training workshop with the cooperation of the Tsunami and Disaster Mitigation Research Center (TDMRC) of Syiah Kuala University. They introduced a visual education using the tsunami inundation and evacuation animation to the teachers, the volunteers, and the students in the area, and executed an exercise of the residents' participation type education using the town watching method. The participants were asked to evaluate these two methods by a questionnaire after the workshop. Most of them evaluated these methods as very effective and easy to use. The results from the questionnaire also showed clearly that the bottle neck in popularizing disaster education was lack of good education materials.

ABSTRACT Problems related to public services include uncertainty over time, costs and ways of providing services to the community making poor service quality. The role of the Camat in the region is very important in terms of public services. The research focus is the Rancasari Riung sub-district of Bandung which requires synergy, measurable steps, coordinated to follow up on programmed problems that have not been effective. It is necessary to improve the ability of the government to be competent in providing services to the community and accepted in the industry, it requires the development of public policy bureaucracy and performance technology capacity. This study aims to improve the performance of government officials, especially the role of the Camat, to influence bureaucratic policy in the perspective of public policy, improve the ability of public service apparatus performance, create quality government, be able to play a role in the disruption and industrial revolution 4.0. Qualitative descriptive research method. Research results The role of Camat in the sub-district that was used as the focus of research in several aspects studied had not all had very good categories, especially related to quality and quality public services. This research raises the issue of the importance of empowering Kelurahan in improving community services. On this occasion, the researcher used a qualitative design with a literature study method using theories and existing journals as reference materials. Empowerment is the strengthening of the development process, independence, self-empowerment, and the negotiating position of the lower classes against the oppressed forces of all levels of society. According to Law Number 25 of 2009 concerning Public Services, public services are defined as activities or series of activities in the context of meeting service needs in accordance with the laws and regulations for every citizen and resident for goods, services and / or administrative services provided by service providers. public. To improve services at the kelurahan level, the Kelurahan needs to be empowered by referring to aspects, in the form of; freedom of mobility, the ability to buy small commodities, the ability to buy large commodities, to be involved in making household decisions, the relative freedom from family domination, legal and political awareness, involvement in campaigns and protests, economic security and contributions to the family.

ABSTRACT The concept of corporate social responsibility has been around for thousands of years. The concept of corporate social responsibility has increasingly developed at the beginning of the industrial revolution which began to focus on the problem of corporate responsibility. The implementation of CSR is considered as an effort to create good companies in the public eye. John Elkinkon through the concept of "3P" (profit, people and planet) as a way for companies to survive by making a positive contribution to society (people) and actively taking part in preserving the environment (planet). Budimantara also explained the type of CSR implementation, namely community relations, community services, and community empowering. This study uses the literature study method as an analytic tool. The data used are primary data from interviews and student data.  ABSTRAK Konsep corporate social responsibility sudah ada sejak ribuan tahun yang lalu. Konsep corporate social responsibility  ini semakin berkembang pada awal masa revolusi industri yang mulai berfokus pada masalah tanggung jawab perusahaan. Pelaksanaan CSR dianggap sebagai upaya untuk menciptakan baik perusahaan dimata publik. John Elkinkon melalui konsep “3P” (profit, people, dan planet) sebagai cara bagi perusahaan ingin bertahan dengan memberikan kontribusi positif kepada masyarakat (people) dan ikut aktif dalam menjaga kelestarian lingkungan (planet). Budimantara juga menjelaskan tipe pelaksanaan CSR yaitu community relations, community services, dan community empowering. Penelitian ini menggunakan metode studi literatur sebagai tools analysist. Data yang digunakan data primer dari wawancara dan data sekuder.

Green space is an important component of city life that functions to maintain urban ecosystem. The presence of green space is increasingly pressed dueto the rapid rate of urbanization in Indonesia which has an impact on the increasing challenge of green space provisioning in urban area. One of the land that can be optimized as green space is degraded or abandoned landthat can be caused by various factors, one of which is natural disasters. BNI Tibang City Forest and BNI Trembesi City Park are green open space developed on abandoned land affected by the Tsunami disaster that struck Aceh in 2004. This study aims to examine the collaboration between government and non-government stakeholders in regenerating Tsunami affected land into green space area, consisting of BNI Tibang City Forest and BNI City Park. The result of the study showed that the regeneration of abandoned land into green space area in two study cases area has contributed respectively 6.75 hectares and 2.59 hectares. Besides, the study showed that a number of non-governmental stakeholders consisting of non-governmental organizations (NGOs), the private sector, and the community were involved in the initiation, implementation and maintenance stages of the BNI Tibang City Forest and the BNI Trembesi City Park with the collaboration degree reaching the partnership between government and non-government stakeholders.
