Purpose – Despite the established significance of underlying accident causes to health and safety (H&S), and the persistent reporting of the underlying accident causal influence of construction project features (CPFs) which emanate from pre-construction decisions, no empirical research has focused on CPFs in terms of assessing their degree of potential to influence accident occurrence. The purpose of this paper is to, therefore, investigate this facet of the accident causal influence of CPFs. Design/methodology/approach – A mixed method design was used involving semi-structured interviews, and a questionnaire survey of UK construction professionals. Findings – CPFs generally have a moderate or a high potential to influence accident occurrence, implying a fair or severe potential to cause harm in terms of the H&S of workers. The degree of potential of CPFs to influence accident occurrence is influenced by: the extent to which certain proximate causes of accidents are common/prevalent within CPFs;and the degree of potential of those proximate causes to influence accident occurrence. Originality/value – These findings provide insight into the H&S consequences of CPFs, awareness of which is essential if pre-construction project participants are to implement appropriate risk control measures especially in the early phases of projects to mitigate the accident causal influence of CPFs. The findings reinforce the contribution of clients and their design and project management teams to accident causation, the significance of the early planning of H&S in construction project delivery, and the importance of driving mechanisms such as the Construction (Design and Management) Regulations 2007.

Purpose Exercising is a key approach adopted by muscular dystrophy patients to halt the weakening of muscles as it can eventually lead to serious immobility issues. Though it is essential to exercise on a daily basis for healthy living, there is no mention of any research effort in the current literature regarding the development of an apparel product for these mobility-affected patients that might assist them both in meeting their exercising needs and providing them some comfort in their daily living. Thus, this paper aims to focus on identifying the specific needs of muscular dystrophy victims and proposing special adaptive clothing solutions to support their daily exercise and mobility needs. Design/methodology/approach To achieve the objectives of this study, attention was focused on the muscular dystrophy afflicted women in Sri Lanka. Semi-structured interviews were conducted with the female victims of muscular dystrophy and their lifestyles were observed carefully; additional data were gathered by holding semi-structured interviews with their physiotherapists. Further, interviews were conducted with both garment technologists and fabric technologists too. Data gathered through these methods were analyzed qualitatively using the principles of thematic analysis and then aggregate conclusions were drawn. Findings It was observed that the patients were engaged in special activities such as exercising three times a day besides following their normal day-to-day activities to maintain and develop muscle strength. It soon became evident that these women found it difficult to perform their daily exercise routines with their regular clothing and were looking for custom made clothing they could wear all day long in comfort and avoid the problems that arose while exercising. The study specifies the requirements that must be met to satisfy both generic and specific needs. Considering all these aspects some adaptive clothing solutions were proposed to support daily exercising activity with respect to comfort, convenience, health and safety, as well as socio-cultural and psychological needs. Originality/value The area of fusing generic and specific features to support the daily exercising needs of muscular dystrophy victims is an untouched field of experimentation and being a need of the disabled, the present study marks a milestone on the way to a novel area of apparel design, besides exploring a new field of research.

Purpose This study aims to identify and categorise common on-site problems from a supply chain management (SCM) perspective and to trace the origin of these problems in the construction project process, the supply chain or in the intersection between these processes. This allows for identification of how on-site problems affect SCM in construction projects and how they can be mitigated. Design/methodology/approach A literature review in combination with semi-structured interviews was used to identify on-site problems. This enabled triangulation and strengthened both construct validity and internal validity. Findings On-site problems can be categorised in one of the four following categories: material flows, internal communication, external communication or complexity. The first category has its origin in the supply chain, the second in the construction project process, the third in the supply chain-construction process intersection on site and the fourth in the construction project as a whole. The findings conclude that on-site problems often originate from construction companies’ lack of supply chain orientation. Research limitations/implications It is suggested that supply chain planning (SCP) can facilitate on-site problem mitigation in construction project management. This extends the body of knowledge of SCP in construction project management and supports the development of effective on-site construction project management. Practical implications The results show that SCP can aid construction project management in handling on-site problems earlier in the project process. Originality/value The main value lies in extending the body of knowledge in construction project management research by applying an SCM perspective and by introducing SCP to support more effective construction project management.

Purpose The highest number of accidents in proportion to the employment rate is found in construction industry among all industries in Pakistan. The purpose of this paper is to identify and prioritize the contributory factors of accident causation that can significantly reduce the rate of accident in the construction industry. Design/methodology/approach In total, 32 contributory factors of accident causation were identified through a triangulation strategy comprising eight face-to-face semi-structured interviews with the academic and industry experts coupled with a comprehensive literature review. Delphi survey was then conducted among the four respondent groups (clients, contractors, safety official and academia) to prioritize these factors. A consensus was achieved among the respondent groups after conducting two rounds of Delphi survey. Finally, the results were validated using the technique of inter-rater agreement (IRA) analysis. Findings All the shortlisted accident causation factors were graded as “important” to “extremely important”. Moreover, a “moderate” to “strong level” agreement was developed among the respondent groups. The three most significant factors were highlighted as “poor enforcement of safety rules and regulations by the Government agencies”, “insufficient allocation of safety budget and safety incentives by the client”, and “insufficient provision of safety training and resources by the contractor”. Practical implications The findings will help the key stakeholders to prioritize their energies towards achieving zero accident in the construction industry. Moreover, addition of academic experts as one of the respondent groups will enhance the linkages between the academia and the industry practitioners. Originality/value Besides highlighting the underlying causes of construction accidents in Pakistan, a detailed methodology is presented in this study for the analysis and validation of the Delphi survey data, which can be extrapolated in other regions and industries for elements prioritization. The findings of the study can also be generalized for other developing countries having similar work environment. The results validation through the use of IRA analysis is an addition to the field of construction safety research. The study also authenticates the applicability of IRA analysis to assess the agreement level among the respondents.

Purpose – The purpose of this paper is to develop a building performance (BP) rating tool concerning the health and safety risk of building users in higher educational buildings (HEB). This paper presents the findings of a preliminary survey, which is the establishment of performance-risk indicators (PRIs) as an initial construct for the development of BP rating tool. The construct items consist of three criteria as the main focus, namely performance element, risk frames and the indicators. Design/methodology/approach – This paper adopts a qualitative approach to achieve the outcome for the preliminary survey. The determinants of the indicators were preliminarily compiled from literature and previous established BP evaluation (BPE) schemes. The initial construct of indicators are then further confirmed through semi-structured interviews involving 18 building operators in Malaysia’s public university buildings. Their views are needed to obtain suitability of the listed indicators for BP rating assessment to be used in the local HEB. The transcription and interpretation from the interview findings are carried out using Atlas.ti© qualitative software. Findings – The interpretation of the interview findings has supported the justification for this paper that there is no proactive action in executing BP assessment to mitigate risk towards users’ health and safety. The findings also revealed that there are 26 indicators that are rated as suitable to be used for the local context of Malaysia’s HEBs. The indicators are categorised under three performance elements, which are functional performance (FP), technical performance (TP) and indoor environmental performance (IEP). Research limitations/implications – Because the chosen building sample is HEBs, the indicators may not be generalised as the suitability of the items were determined from the respective operators. Therefore, it is recommended that further research is carried out for other types of buildings. Practical implications – The proposed PRIs have a significant role in the building maintenance and management in HEBs. The result is able to suggest methods for the management to improve and optimise the BP aspects by focusing occupants’ health and safety risk as a reactive process. Originality/value – This paper highlights the benefits of integrating two previously separate fields: BP and risk management (RM) and, thus, helps providing opportunities for improvement of BP and the relationships with risk and satisfaction of the users. It may initiate a new perspective in optimising the BP and mitigating the health, safety and environmental risk by sensitivity to changing needs of occupants in HEB.

Abstract BackgroundRapidly growing coronavirus disease 2019 (COVID-19) pandemic has brought unprecedented challenges to the health system in Nepal. The main objective of this study was to explore the characteristics and drivers of the health system preparedness towards COVID-19 and its impacts on frontline health care workers (HCWs) in Nepal.MethodsSemi-structured interviews (SSIs) were conducted among 32 HCWs who were involved in clinical care of COVID-19 patients and four policymakers who were responsible for COVID-19 control and management at central and provincial level. Participants were included from all seven provinces of Nepal. All SSIs were conducted through telephone or internet based tools such as Zoom and Skype. All interviews were audio-recorded, transcribed into English, and coded using inductive and deductive approaches.ResultsBoth HCWs and policymakers reported failure to initiate pre-emptive control measures at the early stages of the outbreak as the pivot in pandemic control. Although several measures were rolled out when cases started to appear, the overall health system preparedness was low. Specifically, there was inadequate personal protective equipment for HCWs, insufficient isolation beds for patients, poor coordination between the three tiers of governance, and poor engagement of the private sector. Additionally, HCWs experienced various degrees of stigma because of their profession and yet were able to maintain their motivation to continue working in the forefront.ConclusionThis study identified poor preparedness of the health system in the course of Nepal's COVID-19 response embedded in the governance. Specifically, the lack of human resources, inadequate logistic chain management and laboratory facilities for testing COVID-19 appeared to have jeopardized the health system preparedness and escalated the pandemic in Nepal. Despite the poor preparedness, and health and safety concerns, HCWs maintained their motivation. Urgent efforts are required to reform the governance and coordination mechanism in addition to incentivizing the HCWs for the current and future pandemics.

Purpose There is a growing call for novel approaches in education with respect to sustainable development. Transformative learning lacks empirical research. This paper responds to that gap and aims at analysing how transformative learning nurtures ecological thinking. Design/methodology/approach The Students Swap Stuff sustainability project is the result of a transformative and action-oriented learning process within the course Corporate Social Responsibility of the Master Environmental, Health and Safety Management, Faculty of Economics and Business at KU Leuven, Brussels, Belgium. Framed by the appreciative inquiry method, students set up a swapping system to limit overconsumption, waste and spillage caused by students’ stay in Brussels for a semester or longer. The paper is focusing on participatory action research, using semi-structured interviews with twenty-two participating students exploring whether their assumptions regarding the dominant paradigms in management have been transformed. Forty-nine participants in the closet swap completed a questionnaire related to their motivations. Findings The project was helpful in rethinking the traditional economic system and in decentering the economic element allowing for a different way of thinking, integrating trust and restoring the value of just giving. Four insights from the Students Swap Stuff project are relevant for other action-oriented learning approaches: start from a specific framework to guide the action; give enough time to dream what might be, but always link it to delivering what will be; insert sufficient moments of reflection; and give the students ample opportunities to express their feelings during the project. Research limitations/implications First, the research focused on one case, the Students Swap Stuff, with a limited number of students participating in the project. The aim of action-oriented learning, however, was not mere action, but the action had to lead to insights that are helpful for other cases and situations. Second, the interviews were set up between peers. Information about their background, such as families, preferred activities during leisure time, attitudes in favor of the environment, were not directly integrated in the semi-structured questions. This could be part of follow-up research emphasizing aspects of environmental psychology. Practical implications This study reveals that transformative and action-oriented learning demand a lot from students and lecturers. To avoid confusion on the concept “action,” praxis could be used to emphasize that thinking and doing exist simultaneously. Students learn in a natural way, but do not always see the effects immediately. Lecturers have to respond to this in a constructive way and have to include reflection moments on a regular basis. Originality/value Apart from the dominant research on students as objects, there is little research with students. This paper goes further by combining two stances: students as co-creators of knowledge; and students as participants in action research.

Purpose – The purpose of this paper is to explore the nature of the health and wellbeing issues faced within the construction and retail sectors and the difficulties faced in addressing these issues. Design/methodology/approach – This is a small, qualitative pilot study based on in-depth, semi-structured interviews with a purposively sampled group of representatives with expert knowledge from seven firms in the construction sector and three firms in the retail sector. Findings – Health and safety concerns in construction were pervasive. Causes were strongly tied to industry practice and structures such as short-term and sub-contracting as well as long hours and a masculine culture. In the retail establishments concerns tended to be more holistic, focusing on wellbeing and encompassing work satisfaction. Industry leaders in construction are proactive in trying to address these issues, particularly in regard to safety. The multi-dimensionality of the concept of workplace wellbeing implies the need for a holistic approach to interventions. Research limitations/implications – This research was initiated as a pilot study, as part of a wider project in collaboration with a business partner, and is limited by the sample size. Practical implications – These findings should be incorporated into sector specific research on workplace wellbeing and occupational health initiatives. Social implications – Workplace wellbeing programmes need to be constructed holistically as wellbeing is a multi-dimensional concept encompassing quality of life as well as effects of work on health. Originality/value – An in-depth study with industry experts that increases knowledge of the underlying causes of workplace health and wellbeing issues in construction and retail and the barriers to addressing them.

Purpose – The purpose of this paper is to explore the work-family experience of projects managers working in the construction industry, and identify how they manage their work-family interface. Design/methodology/approach – Structured interviews were conducted with nine construction project managers working in the commercial sector, and data were subject to thematic analysis. Findings – Role conditions were found to impact on participants’ work-family interface, identified as working hours, accountability, and the stress arising from accountability. Participants identified four key strategies used to manage their work-family interface: managing work-based stress, having a supportive partner, prioritising non-work time for family, and trading off activities. Despite having to limit time with family and trade off social and leisure activities, participants did not report negative work-to-family spillover. All participants shared a passion for their work. Findings can be explained using the heavy worker investment model, which proposes that job devotion is linked to psychological well-being, decreases in work-family conflict (WFC), and work satisfaction. Originality/value – Contrary to previous research, findings suggest that construction project managers did not experience inter-role conflict between their work and family domains. It is recommended that further research explore these findings using the heavy work investment (HWI) framework which considers how internal and external predictors shape workers’ behaviour, and whether HWI typologies moderate the experience of WFC.

Purpose The coronavirus disease 2019 (COVID-19) pandemic has affected the global economy and, thus, the global construction industry. This paper aims to study the impact of COVID-19 on construction project performance in the United Arab Emirates (UAE). Design/methodology/approach This study adopted a qualitative and exploratory approach to investigate the impact of COVID-19 and its policies on project performance in the UAE construction industry in critical areas of the project management body of knowledge (e.g. schedule, cost, resources and contracts). Semi-structured interview questions were asked from ten construction professional to obtain valuable insights into the pandemic’s effects on the UAE construction industry and the effectiveness of policies implemented to rectify the damage and identify the industry’s new normal. Findings The findings indicate that the construction industry faced several challenges such as schedule delays, disrupted cashflows, delayed permits, approvals and inspections, travel restrictions, serious health and safety concerns, material and equipment shortages, among others which hindered the timely delivery of construction projects. It also indicates that efforts made by the government institutions and the construction industry of the UAE such as economic support programs, digitization of processes, fee and fine waivers, health facilities, among other statutory relaxations proved effective in supporting the construction industry against the adverse effects of the pandemic. Research limitations/implications The research findings are limited to the literature review and ten semi-structured interviews seeking an expert’s opinion from industry professionals working in the UAE construction industry. The research team did not get access to project documents, contracts and project progress reports which may be required to validate the interview findings, and to perform an in-depth analysis quantifying the impact of COVID 19 on construction projects performance, which is a limitation of this research. Practical implications The implication is that, owing to the imposed lockdowns and strict precautionary measures to curb the rapid spread of the pandemic, smooth execution of the construction project across the country was affected. The government institutions and stakeholders of the construction projects introduced and implemented various techniques and solutions which effectively handled the implications of the COVID-19 pandemic on the construction industry of the UAE. Originality/value This study has identified the challenges faced by the construction industry of the UAE in the context of the management of project schedule, project cost, construction contracts, health and safety of construction employees and other related aspects of the construction projects. This study also identified the techniques and solutions adopted by various public and private institutions of the country and their implications on construction projects. Therefore, this study provides guidelines for policymakers and future research studies alike.

Purpose – Exposure to isocyanates was the leading cause of occupational asthma in the UK. Motor vehicle repair (MVR) bodyshop paint sprayers were at greatest risk, despite widespread use of air-fed breathing apparatus and ventilated booths. Most paint sprayers work in small and medium enterprises (SMEs). The purpose of the Health and Safety Executive (HSE) project, described in this paper, is to improve exposure control measures in at least 20 per cent of MVR bodyshops, and reduce the risk of occupational asthma. The paper aims to discuss this issue. Design/methodology/approach – A three-stranded plan consisted of: Safety and Health Awareness Days (SHADs); workplace inspections; and third-party stakeholder communications. The impact of various parts of the project were evaluated. Findings – Approximately 18 per cent of bodyshops in the UK attended one of 32 SHADs, following which over 90 per cent of delegates expressed an “intention to act” to improve exposure control measures. A local assessment showed that at least 50 per cent of bodyshops improved exposure control measures. An evaluation of 109 inspections found that enforcement action was taken at 40 per cent of visits. Third-party engagement produced a joint HSE-industry designed poster, new agreed guidance on spray booths and dissemination of SHAD material. Knowledge of booth clearance time has become widespread, and 85 per cent of booths now have pressure gauges. Biological monitoring data show that, post-SHAD, exposures were lower. Originality/value – A sustained national project using clear, relevant, tested messages delivered via different routes, had a sector-wide impact in bodyshops. It is probable that the project has improved isocyanate exposure control in at least 20 per cent of bodyshops. The generic lessons could be applied to other widespread SME businesses.
