A case study for predicting the success possibility of supply chain practices implementation using AHP approach

Purpose – The purpose of this paper is to predict the success possibility of supply chain practices (SCPs) implementation based on ten selected SCPs using the analytic hierarchy process (AHP). Design/methodology/approach – A case study was conducted, and for the same, data were collected from two organizations. The data collected from both the organizations were analyzed using AHP. The pair-wise comparisons of SCPs (usually, alternatives and attributes) are established using a scale indicating the strength with which one SCP dominates another with respect to higher-level SCPs. This scaling process then translated into priority weights. Once the priority weights of the elements/determinants of the module have been calculated, the presence of the corresponding element in the organization was evaluated. An evaluation rating of these elements multiplied by the established priority weights have determined the prediction weight for each SCP. Findings – The application of this procedure is described for the institutionalization module and can be similarly extended to the other SCPs/SCM implementation modules. By establishing the prediction weight for each module, the organizations will be able to evaluate the strength of the corresponding factors present before embarking on the SCPs. The organization can identify and create awareness of the essential elements in the SCPs implementation process and identify the actions necessary before implementing SCPs. The AHP can be a useful guide in the decision-making process of SCPs implementation, especially for medium- and large-scale organizations. Research limitations/implications – The priority weights are subjective and assigned as per the judgment of SCM managers from both the organizations. Further, the priority weights can be obtained from more industry experts through a questionnaire. Second, in this model, only ten practices are taken into consideration for successful SCPs implementation; more practices may be included in future research. Practical implications – The methodological approach presented can be a useful guide in the decision-making process of SCPs implementation in an organization. The outcome will aid practitioners to know the SCPs and benchmark the organizations on the basis of the methodological research conducted. Again, this model can simply act as a possible research model and the data can act as an example that can be utilized for other studies. Originality/value – This is the first kind of study which identified ten SCPs and further deployed AHP approach to see the success possibility of combined SCPs that influence the SCM implementation in an organization.

Purpose This paper aims to review the healthcare supply chain (HSC) literature along various areas and to find out the gap in it. Design/methodology/approach In total, 143 research papers were reviewed during 1996-2017. A critical review was carried out in various dimensions such as research methodologies/data collection method (empirical, case study and literature review) and inquiry mode of research methodology (qualitative, quantitative and mixed), country-specific, targeted area, research aim and year of publication. Findings Supply chain (SC) operations, performance measurement, inventory management, lean and agile operation, and use of information technology were well studied and analyzed, however, employee and customer training, tracking and visibility of medicines, cold chain management, human resource practices, risk management and waste management are felt to be important areas but not much attention were made in this direction. Research limitations/implications Mainly drug and vaccine SC were considered in current study of HSC while SC along healthcare equipment and machine, hospitality and drug manufacturing related papers were excluded in this study. Practical implications This literature review has recognized and analyzed various issues relevant to HSC and shows the direction for future research to develop an efficient and effective HSC. Originality/value The insight of various aspects of HSC was explored in general for better and deeper understanding of it for designing of an efficient and competent HSC. The outcomes of the study may form a basis to decide direction of future research.

Purpose The purpose of this paper is to investigate and explain how organizations in the construction sector can enhance their decision-making process (DMP) by practising knowledge management (KM) and business process management (BPM) activities. A conceptual framework is developed that recognises the elements that impact DMP in terms of KM and BPM. The development of this framework goes beyond current empirical work on KM in addition to BPM as it investigates a wider variety of variables that impact DMP. Design/methodology/approach A case study is undertaken in the context of the construction industry in Jordan. A theoretical framework is developed and assessment of the proposed framework was undertaken through a questionnaire survey of decision-makers in the construction sector and expert interviews. Findings The outcomes of this research provide several contributions to aid decision-makers in construction organizations. Growth in the usage of KM and BPM, in addition to the integration between them, can provide employees with task-related knowledge in the organization’s operative business processes, improve process performance, promote core competence and maximise and optimise business performance. Originality/value Through the production of a framework, this study provides a tool to enable improved decision-making. The framework generates a strong operational as well as theoretical approach to the organizational utilization of knowledge and business processes.

Purpose In few prior empirical studies on supply chain resilience (SCRES), the focus has been on the developed world. Yet, organisations in developing countries constitute a significant part of global supply chains and have also experienced the disastrous effects of supply chain failures. The purpose of this paper is therefore to empirically investigate SCRES in a developing country context and to show that this also provides theoretical insights into the nature of what is meant by resilience. Design/methodology/approach Using a case study approach, a supply network of 20 manufacturing firms in Uganda is analysed based on a total of 45 interviews. Findings The perceived threats to SCRES in this context are mainly small-scale, chronic disruptive events rather than discrete, large-scale catastrophic events typically emphasised in the literature. The data reveal how threats of disruption, resilience strategies and outcomes are inter-related in complex, coupled and non-linear ways. These interrelationships are explained by the political, cultural and territorial embeddedness of the supply network in a developing country. Further, this embeddedness contributes to the phenomenon of supply chain risk migration, whereby an attempt to mitigate one threat produces another threat and/or shifts the threat to another point in the supply network. Practical implications Managers should be aware, for example, of potential risk migration from one threat to another when crafting strategies to build SCRES. Equally, the potential for risk migration across the supply network means managers should look at the supply chain holistically because actors along the chain are so interconnected. Originality/value The paper goes beyond the extant literature by highlighting how SCRES is not only about responding to specific, isolated threats but about the continuous management of risk migration. It demonstrates that resilience requires both an understanding of the interconnectedness of threats, strategies and outcomes and an understanding of the embeddedness of the supply network. Finally, this study’s focus on the context of a developing country reveals that resilience should be equally concerned both with smaller in scale, chronic disruptions and with occasional, large-scale catastrophic events.

Purpose – The purpose of this paper is to extend the concept of agility in humanitarian logistics beyond emergency operations. Since the humanitarian logistics literature focuses primarily on emergencies and sees longer term and regular operations as being conducted in relatively stable and predictable environments, agile practices are usually not associated with humanitarian protracted operations. Therefore, this paper explores the logistics and supply chain environment in such operations in order to identify their basic features and determine if agility is an important requirement. Design/methodology/approach – Using a case study of the United Nations World Food Programme, the authors collected and analysed qualitative and quantitative data on the characteristics of protracted operations, the risks and uncertainties most frequently encountered, their impact, and the ways that field logisticians manage contingencies. Findings – The research demonstrates that unpredictability and disruptions exist in protracted operations. Therefore, short-term operational adjustments and agile practices are needed in order to support the continuity of humanitarian deliveries. Research limitations/implications – Future research should focus on a wider range of humanitarian organisations and move from a descriptive to a prescriptive approach in order to inform practice. Notwithstanding these limitations, the study highlights the need for academics to broaden the scope of their research beyond emergencies and to address the specific needs of humanitarian organisations involved in longer term operations. Originality/value – This paper is the first empirical research focusing exclusively on the logistics features of humanitarian protracted operations. It provides a more concrete and complete understanding of these operations.

Purpose This paper aims to construct an assessment framework to establish a maturity model for Web Electronic Services offered at a local government level and investigate the maturity of Greek municipalities in the E-Government field, trying to correlate how this is affected by demographic variables. Design/methodology/approach An original assessment framework regarding municipal Electronic Services was created based on the literature review. The assessment framework was included in a methodological approach supported by the PROMETHEE II method, as well as by selected statistical methods. The framework and the methodological approach were applied in the case of Greek municipalities. Findings The analysis revealed the low maturity level of Greek municipalities in Electronic Services sector. The Greek case study indicated that the proposed framework and methodological approach could provide useful insights to municipalities for the improvement of its E-Government Web services based on their strategic preferences. Research limitations/implications The assessment took place only in Greece, assessing all the country's municipalities and conducting research only in the municipalities’ websites. The proposed methodology suggests that the PROMETHEE II multi-criteria decision analysis method can support the assessment of the maturity level of local government entities. Moreover, the combination of the PROMETHEE II–empowered assessment framework with demographic statistical analysis can assist orthological decision-making concerning future investments in Web Electronic Services. The methodology could be a good option for future research efforts (assessments) in municipalities, in Greece and worldwide. Practical implications The framework is both easy to use and fairly complete. The fact that the assessment was conducted in all the Greek municipalities makes it much more reliable, as it provides the whole picture. The suggested methodology which includes the proposed framework could be used in the cases of municipalities in other countries to assist future actions concerning the investment in Web Electronic Services. Originality/value This study provided a medium-size framework, being both complete and easy to use during the evaluation process of all the municipalities in Greece. In addition, the statistical analysis received data from a decision-making tool to execute the clustering (Cluster analysis is usually performed based on the raw data).

Purpose Usually, the machinery in process plants is exposed to harsh and uncontrolled environmental conditions. Even after taking different types of preventive measures to detect and isolate the faults at the earliest possible opportunity becomes a complex decision-making process that often requires experts’ opinions and judicious decisions. The purpose of this paper is to propose a framework to detect, isolate and to suggest appropriate maintenance tasks for large-scale complex machinery (i.e. gearboxes of steel processing plant) in a simplified and structured manner by utilizing the prior fault histories available with the organization in conjunction with case-based reasoning (CBR) approach. It is also demonstrated that the proposed framework can easily be implemented by using today’s graphical user interface enabled tools such as Microsoft Visual Basic and similar. Design/methodology/approach CBR, an amalgamated domain of artificial intelligence and human cognitive process, has been applied to carry out the task of fault detection and isolation (FDI). Findings The equipment failure history and actions taken along with the pertinent health indicators are sufficient to detect and isolate the existing fault(s) and to suggest proper maintenance actions to minimize associated losses. The complex decision-making process of maintaining such equipment can exploit the principle of CBR and overcome the limitations of the techniques such as artificial neural networks and expert systems. The proposed CBR-based framework is able to provide inference with minimum or even with some missing information to take appropriate actions. This proposed framework would alleviate from the frequent requirement of expert’s interventions and in-depth knowledge of various analysis techniques expected to be known to process engineers. Originality/value The CBR approach has demonstrated its usefulness in many areas of practical applications. The authors perceive its application potentiality to FDI with suggested maintenance actions to alleviate an end-user from the frequent requirement of an expert for diagnosis or inference. The proposed framework can serve as a useful tool/aid to the process engineers to detect and isolate the fault of large-scale complex machinery with suggested actions in a simplified way.

Purpose The purpose of this paper is to develop exploratory propositions and a conceptual framework on the interaction between organisational structure (decision-making centralisation and internal coordination) and the relationship between supply chain fit and firm performance. Design/methodology/approach Through a case study, two corporate groups with distinctive organisational structures were examined; both are undergoing a critical moment of changes to their top management and are reshaping their corporate and supply chain strategies. Data on decision-making centralisation, internal coordination mechanisms, supply, demand and innovation uncertainties, and supply chain strategies were collected from key respondents. Findings The analysis conducted suggests the need to consider the joint interaction between organisational structure and supply chain fit in offsetting the implications of a potential misfit on firm performance. Furthermore, the context sensitivity of a supply chain is often overlooked, hence simply modifying supply chain strategy does not necessarily lead to a variation in firm performance. Practical implications This research is of particular importance to most organisations in the testing times of uncertainty in the global landscape. It guides supply chain practitioners to better understand which elements of the organisational structure interact with the uncertainty of supply, demand and innovation. Originality/value This paper is one of the first to investigate the interaction between elements of organisational structure and supply chain fit and identify decision-making centralisation and coordination as the internal uncertainty factors that are most relevant to supply chain fit research. A conceptual framework has been built for future testing, in which the organisational structure moderates the relationship between supply chain fit and firm performance.

Purpose With fierce competition in capturing tourists, it is crucial that destinations be prepared to adapt and to refresh their event portfolio. The purpose of this paper is to look into the decision-making process that led to the development of a new festival in a middle-sized city, Tomar, in Portugal. Design/methodology/approach This study analyses the creation process of the Knights Templar Festival, in Tomar, a new event focusing on the Templar history of the city. A retrospective outlook on the evolution of the event is given. Primary data were collected via quantitative survey analysis and semi-structured interviews. The theoretical scope is events and placemaking. Findings The strengths and weaknesses of the region influenced the conception and setting up of this particular event. This awareness is important for cities in meeting the challenges and opportunities that event portfolio diversification calls for. Research limitations/implications This paper helps us to understand the motives and challenges in establishing a new event in the city, through the analysis of a single case study of a European middle-sized city. Simultaneously, it is a longitudinal in-depth case of the first editions of a new historically focused event. Practical implications Several practical implications can be derived to the case of Tomar. Overall, it is key that cities align the focus of new events with the city’s identity (as Tomar did). Originality/value This paper presents an in-depth and longitudinal case study, from the moment of the creation of a new event to its fourth edition, mapping the decision-making process, highlighting the learning curve of the decision makers.

Purpose – The purpose of this technical viewpoint is to provide a commentary of how we went about using logistics prototyping as a method to engage citizens, science fiction (SF) writers and small- to medium- sized enterprises (SME’s). Six urban logistic prototypes built on the themes of future cities, community resilience and urban supply chain management (SCM) are summarized, together with details of the data collection procedure and the methodological challenges encountered. Our investigation aimed to explore the potential of logistics prototyping to develop “user-driven” and “SME” approaches to future city design and urban supply chain decision-making. Design/methodology/approach – This Boston field experiment was a case study investigation conducted between May and August 2013. Qualitative data was collected using a “mixed-method” approach combining together focus groups (MIT faculty), scenarios, prototyping workshops, interviews and document analysis. These story-creators could use the prototype method as a way of testing their hypotheses, theories and constrained speculations with regard to specified future city and urban supply chain scenarios. Findings – This viewpoint suggests that the prototyping method allows for unique individual perspectives on future city planning and urban supply chain design. This work also attempts to demonstrate that prototyping can create sufficiently cogent environments for future city and urban SCM theories to be both detected and analysed therein. Although this is an experimental field of the SCM theory building, more conventional theories could also be “tested” in the same manner. Research limitations/implications – By embedding logistics prototyping within a mixed method approach, we might be criticized as constraining its capability to map out the future – that its potential to be flexible and imaginative are held back by the equal weighting given to the more conventional component. In basing our case study within one city then this might be seen as limiting the complexity of the empirical context – however, the situation within different cities is inherently complex. Case studies also attract criticism on the grounds of not being representative; in this situation, they might be criticized as imperfect indicators of what transpires in other situations. However, this technical viewpoint suggests that in spite of its limitations, prototyping facilitates an imaginative and creative approach to theory generation and concept building. Practical implications – The methodology allows everyday citizens and SME’s to develop user-driven foresight and planning scenarios with city strategists’ and urban logistic designers. It facilitates much broader stakeholder involvement in city and urban supply chain policymaking, than current “quantitative” approaches. Social implications – Logistics fiction prototyping provides a democratic approach to future city planning and urban supply chain design. It involves collectively imagining socio-technical futures and second-order sociological effects through the writing of SF narratives or building “design fictions”. Originality/value – Decision-making in future cities and urban SCM is often a notable challenge, balancing the varying needs and claims of multiple stakeholders, while negotiating an acceptable trade-off between their competing claims. Engagement with stakeholders and active encouragement of stakeholder participation in the supply chain aspects of future cities is increasingly a feature of twenty-first century social decision-making. This viewpoint suggests that the prototyping method allows for unique individual perspectives on future city planning and urban supply chain design. This work also attempts to demonstrate that prototyping can create sufficiently cogent environments for future city and the urban SCM theories to be both detected and analysed therein. Purpose To overcome the shortcomings of diversity training programs, the purpose of this paper is to conceptualize an organizational diversity-learning framework, which features an organizational intervention for employees’ joint decision-making process with other employees from different statuses, functions, and identities. Borrowing key principles from the diversity learning (Rainey and Kolb, 1995); integration and learning perspective (Ely and Thomas, 2001; Thomas and Ely, 1996), and the key practices informed by deliberative democratic theories (Thompson, 2008), the authors develop a new organizational diversity learning framework for behavioral, attitudinal, and cognitive learning at workplaces. They conclude with directions for future research. Design/methodology/approach This paper first presents an overview of key shortcomings of diversity training programs in relation to their group composition, design, content and evaluation. Second, it borrows the key principles of diversity learning (Rainey and Kolb, 1995); integration and learning perspectives (Ely and Thomas, 2001; Thomas and Ely, 1996), and the key practices informed by deliberative democratic theories (Thompson, 2008) to delineate the organizational diversity learning framework. Third, it presents a table of the approach contrasted with the shortcomings of diversity training programs and discusses practical and theoretical contributions, along with directions for future research. Findings This paper conceptualizes an organizational diversity-learning framework, which features an organizational intervention for employees’ joint decision-making process with other employees from different statuses, functions, and identities. Research limitations/implications The organizational diversity learning framework developed in this paper provides an inclusive diversity learning paradigm in which diversity learning rests in the experience of the learner. As stated by experiential learning theory, this framework encourages workers to heuristically learn about diverse perspectives in a psychologically safe environment, to reflect on different perspectives, and to create a new awareness about learning from others. As the participants learn to apply new repertoires for interacting with others in their daily work interactions (e.g. listening to different perspectives shared by unfamiliar social group members), it proposes that their behaviors may create a ripple effect, changing other colleagues’ attitudes, behaviors, and thinking patterns on working with diverse coworkers. Practical implications This paper provides detailed instructions for practitioners to facilitate diversity learning. It highlights a few key practical implications. First, the framework provides a method of organization-wide diversity learning through intersecting networks within the workplace, which is designed to reduce the elitist organizational decision making that mainly occurs at the upper echelon. Second, unlike other stand-alone diversity initiatives, the framework is embedded in the organizational decision-making process, which makes employees’ learning applicable to core organizational activities, contributing to both employees’ diversity learning and organizational growth. Third, the framework provides a preliminary model for transferring employees’ diversity learning in daily work operations, nurturing their behavioral learning to interact with different social groups more frequently at work and inclusive of their colleagues’ perspectives, feelings, and attitudes. Social implications Workforces across nations are becoming increasingly diverse, and, simultaneously, the gap and tension between demographic representation in the upper and lower echelons is widening. By joining with other scholars who have advocated for the need to move beyond diversity training programs, the authors developed the organizational diversity learning framework for meaningful co-participation of employees with different statuses, functions, and identities. By inviting minority perspectives into the organizational decision-making process, top managers can explicitly send a message to minority groups that their perspectives matter and that their contributions are highly valued by the organization. Originality/value There has not been a conceptual paper that delineates the diversity inclusive decision-making process within a workplace. The authors established the organizational diversity learning framework based on the diversity learning, organizational diversity integration and learning perspectives, and deliberative democracy practices. The proposed framework guides organizations in structural interventions to educate employees on how to learn from multiple perspectives for better organizational decision making.
