Significance The meeting will set a new Global Biodiversity Framework and agree targets to be met by 2030. Scientists and civil society organisations consider it an opportunity to set in train the political leadership and public engagement needed to address the urgent global biodiversity crisis. Impacts China has an opportunity to show leadership on global environmental governance and to showcase its biodiversity conservation achievements. The BRI will face criticism for the biodiversity impacts of its infrastructure projects overseas. Financing arrangements for implementing any agreements will be crucial, and difficult to agree.

This chapter focuses on non-state actors in global environmental governance. Non-state actors, such as non-governmental organisations (NGOs), corporations, and transnational networks, play an increasingly significant role in global environmental politics. Some of them, such as Greenpeace and Shell, became well known by communicating directly with the public or consumers. Others, such as the Indigenous Peoples' International Centre for Policy Research and Education or the International Council for Local Environmental Initiatives, are less visible to the wider public but no less influential. The scope, diversity, preferences, methods of engagement, and contributions of non-state actors to global environmental governance are often overshadowed by a focus on state actors. The chapter sheds light on how non-state actors engage in global environmental governance and highlights how they shape the political landscape in this field.

We are at a turning point when it comes to the political implications of climate change. Given the reality of a future in a climate-changed world, it is time for us—broadly as a species, but particularly as academics—to move beyond the foci of the last few decades on the politics of preventing climate change through global agreements. There is a growing literature on the obvious need to slow the impacts of climate change, develop postcarbon energy systems, and design new forms of global environmental governance. Beyond these immediate needs, however, climate change poses a range of new problems and requires a broader research agenda for a climate-challenged politics.

AbstractThis article develops a political economy account of global environmental governance to improve upon our understanding of the contemporary conduct of environmental politics and to clarify thinking about the potential for, and barriers to, effective environmental reform. By elaborating the key contours of a political economy account on the one hand and opening up to critical enquiry prevailing understandings of what is meant by ‘global’ ‘environmental’ and ‘governance’ on the other, such an approach is able to enhance our understanding of the practice of environmental governance by emphasising historical, material and political elements of its (re) constitution and evolution.

Environmental governance may be distinguished from environmental management by the implication that, in the former, some form of participatory process is involved. Here, the focus is upon the potential for women's movements and networks to influence the principles and practices of global environmental governance (GEG). It is contended that, in principle, women are uniquely placed to oppose the dominant norms informing GEG; and that women's participation would, in consequence, be crucial to the achievement of equitable and environmentally sound forms of governance. In practice, however, a number of factors combine to create divisions between women, and hence to impede transnational mobilization by women around environmental issues. This article examines these issues.
