Biden backing spurs US offshore wind development

Significance Two large-scale wind farms have now received federal approval and Washington is bolstering its permitting capacity in response to a pipeline of projects now totalling more than 35 gigawatts. The emergence of offshore wind means renewables are likely to extend their already impressive domination of new generation capacity additions. Impacts System flexibility requirements will grow as a higher proportion of generation comes from variable sources. The growth of offshore wind supply chains should support substantial employment opportunities, both direct and indirect. As in Europe, US electricity systems are likely to face new grid investment and congestion challenges related to offshore wind.

Subject Offshore wind power in China and Taiwan. Significance The world’s first offshore wind hubs outside of northern Europe are being established in China and Taiwan as the cost of offshore wind moves towards subsidy-free levels. Impacts Rapid expansion of offshore wind will put pressure on distribution and transmission firms to integrate wind into their electricity systems. The development of mature Asian supply chains will make offshore wind increasingly affordable for other Asian countries. Floating wind farms will increase the sea depths in which offshore turbines can be constructed and thus the available resources.

Purpose Viewing consumer confidence as a set of static factors has informed previous research and underpinned strategies used in recovering from food safety quality failures, but this approach has not delivered reliable and quick recovery from large-scale food safety scandals. The purpose of this paper is to examine extant models and the factors they are composed of, and suggest an extended model that has a better potential for consumer confidence. The paper focuses on food products where supply chains are visible, and use these features to group the findings. Design/methodology/approach In this study principal components and logit analyses are used to assess the role of 30 variables operating in a consumer confidence model constructed from several existing in the literature. This combined model considers emotional, cognitive, trust and sociodemographic factors. In total, 14 independent factors are identified. The authors examine the factors, and from these, the decision-making mechanisms before and after the Sanlu Infant Milk Formula (IMF) scandal of 2008. Findings The authors find that the factors considered by consumers are different for different IMF supply chains, and different again before and after the scandal. The authors develop the argument for an extension to the existing models, incorporating a dynamic consumer confidence system. Research limitations/implications The paper uses a single survey after the focus event to establish “before” and “after” decision-making factors. Since the IMF scandal is recent and of very high profile, this is likely valid even if it carries memory bias effects. The study is directly applicable to food safety scandals in a Chinese context. Deductive reasoning extends our assertions to a wider context. They are logically validated but have not been formally tested. Practical implications Using this system as a framework a checklist for recovery from a similar food safety scandal is suggested. The authors also suggest more general use for use where supply chains features are visible to consumers. Originality/value Models for food safety consumer confidence recovery have previously focused on identifying models and the static factors they consist of. These do represent a reflection of how this phenomenon operates, but using the principals of this model nevertheless does not result in good recovery from extreme food safety failures. This paper contributes by extending these models to one that can be applied for better recovery.

Purpose Supply chains’ (SCs’) sustainability practices and recovery strategies are attaining popularity in academia and industries to improve the resilience of the SCs and to manage large-scale disruptions. The global pandemic caused by the COVID-19 has raised the question of the sustainability of essential health-care products’ SCs of Bangladesh. It is an essential avenue for making the life of people safe and secure. Despite its importance, most of the health-care SCs in Bangladesh are struggling to meet the demand of its nation due to capacity shortage, technological backwardness of the manufacturers, delivery capacity shortages and less advanced forecasting capabilities. Therefore, this study aims to investigate the key performance indicators (KPIs) of a sustainable recovery strategy in the context of health-care SCs considering the COVID-19 pandemic. Design/methodology/approach This study used a dynamic method named graph theory and matrix approach to evaluate the most critical KPIs of a sustainable recovery strategy in the context of Bangladeshi health-care SCs. Findings The result revealed that dynamic forecasting and planning with a smooth delivery and distribution support system, production capacity diversification and having alternative or multiple suppliers during extraordinary disruptions may aid in the sustainability of the health-care SCs in Bangladesh. Originality/value This study is unique as no previous study has identified and examined the sustainable recovery strategy perspective KPIs considering the COVID-19 pandemic in the context of Bangladeshi health-care SCs. This study will also add value by guiding decision-makers of the health-care SCs of Bangladesh to adopt strategies toward the sustainability of SCs.

<p>The North Sea is a world-wide hot-spot in offshore wind energy production and installed capacity is rapidly increasing. Current and potential future developments raise concerns about the implications for the environment and ecosystem. Offshore wind farms change the physical environment across scales in various ways, which have the potential to modify biogeochemical fluxes and ecosystem structure. The foundations of wind farms cause oceanic wakes and sediment fluxes into the water column. Oceanic wakes have spatial scales of about O(1km) and structure local ecosystems within and in the vicinity of wind farms. Spatially larger effects can be expected from wind deficits and atmospheric boundary layer turbulence arising from wind farms. Wind disturbances extend often over muliple tenths of kilometer and are detectable as large scale wind wakes. Moreover, boundary layer disturbances have the potential to change the local weather conditions and foster e.g. local cloud development. The atmospheric changes in turn changes ocean circulation and turbulence on the same large spatial scales and modulate ocean nutrient fluxes. The latter directly influences biological productivity and food web structure. These cascading effects from atmosphere to ocean hydrodynamics, biogeochemistry and foodwebs are likely underrated while assessing potential and risks of offshore wind.</p><p>We present latest evidence for local to regional environmental impacts, with a focus on wind wakes and discuss results from observations, remote sensing and modelling.  Using a suite of coupled atmosphere, ocean hydrodynamic and biogeochemistry models, we quantify the impact of large-scale offshore wind farms in the North Sea. The local and regional meteorological effects are studied using the regional climate model COSMO-CLM and the coupled ocean hydrodynamics-ecosystem model ECOSMO is used to study the consequent effects on ocean hydrodynamics and ocean productivity. Both models operate at a horizontal resolution of 2km.</p>

Offshore wind farms are presently facing numerous technical challenges that are affecting their viability. High failure rates of expensive nacelle-based electronics and gearboxes are particularly problematic. On-going research is investigating the possibility of shifting to a seawater-based hydraulic power transmission, whereby wind turbines pressurise seawater that is transmitted across a high-pressure pipeline network. A 9-turbine hydraulic wind farm with three different configurations is simulated in the present work and a previously developed method for open-loop pressure control of a single turbine has been adapted for this multiple-turbine scenario. A conceptual quasi-constant-pressure accumulator is also included in the model. This system is directly integrated within each hydraulic wind turbine and it allows the output power from the wind farm to be scheduled on an hourly basis. The shift in control methodology when integrating storage is illustrated in the present work. Simulation results indicate a strong relationship between hydraulic performance attributes and the specific wind turbine array layout. The beneficial effects of storage can also be observed, particularly in smoothing the output power and rendering it more useable. Finally, the energy yields from 24-hour simulations of the 9-turbine wind farms are calculated. Integrated storage leads to a slight increase in yield since it eliminates bursts of high flow, which induce higher frictional losses in the pipeline network.
