Extreme weather highlights longer-term Canada concerns

Significance The extreme cold comes as the province is still dealing with the damage caused by unprecedented levels of heat and wildfires last summer and then record levels of rainfall and flooding in November. Its experience has focused attention on Canada’s wider vulnerability to the impact of shifting weather patterns and climate change. Impacts The natural resource sectors that are vital to Canada’s economy face an increasingly difficult environment for extraction. Indigenous peoples across the country will see their traditional ways of life further disrupted by climate change. The increasingly evident impacts of climate change on day-to-day life will see voters demand greater action from government. Significant investment in green initiatives, clean energy and climate resiliency initiatives will boost green industries.

Purpose The purpose of this study is to analyze the impact of climate change and variability on agricultural production in Middle East and North Africa region (MENA) where the deleterious impacts of climate change are generally projected to be greatest. Design/methodology/approach The study used a production function model using Fixed Effect Regression (FER) analysis and then using marginal impact analysis to assess the impact of climate change and variability on agricultural production. Therefore, the study utilized panel data for the period 1961-2009 pooled from 20 countries in MENA region. Findings Results showed that 1 per cent increase in temperature during winter resulted in 1.12 per cent decrease in agricultural production. It was also observed that 1 per cent increase in temperature variability during winter and spring resulted in 0.09 and 0.14 per cent decrease in agricultural production, respectively. Results also indicated that increasing precipitation during winter and fall season and precipitation variability during winter and summer seasons had negative impact. The estimated parameters of square temperature and precipitation indicated that climate change has significant nonlinear impacts on agricultural production in MENA region. Originality/value Despite there are many studies on the impact of climate change on agricultural production, there is a lack of publications to address the economic impact of both climate change and variability on agricultural production in MENA region. Thus, these results are more comprehensive and more informative to policymakers than the results from field trials.

This opinion argues for including indigenous peoples as ‘expert’ consultants in India's Apex Committee for Implementation of Paris Agreement. Alongside its monitoring and reporting functions, the Apex Committee for Implementation of Paris Agreement is expected to perform substantive functions, including, developing policies and programmes to make India's domestic climate actions compliant with its international obligations under the Paris Agreement. The argument is based on the understanding that indigenous peoples possess a deeper understanding of their ecosystems and share a special relationship with it. Therefore, their knowledge is key to sustainable ecosystem management. At the same time, a co-dependent relationship with Nature makes them disproportionately vulnerable to the impacts of climate change. Unlike other vulnerable groups, the impact on indigenous peoples ripples beyond their economic survival, and threatens their collective physical and spiritual identity. Accordingly, this opinion suggests direct participation of indigenous peoples in conceptualising and implementing policies and programmes aimed at addressing climate change. To that end, it problematizes the narrow understanding of ‘experts’ reflected in the gazette notification establishing the Apex Committee for Implementation of Paris Agreement, and draws upon United Nations’ practice(s) enabling participation of indigenous peoples as 'experts' in its specialised agencies and organs. Accordingly, the opinion also suggests a potential means to operationalize their inclusion in the Apex Committee for Implementation of Paris Agreement.

Purpose – The purpose of this study is to examine the biophysical and socioeconomic impacts of climate change on maize production and food security in sub-Saharan Africa (SSA) using adapted improved maize varieties and well-calibrated and validated bioeconomic models. Design/methodology/approach – Using the past climate (1950-2000) as a baseline, the study estimated the biophysical impacts of climate change in 2050 (2040-2069) and 2080 (2070-2099) under the A1B emission scenario and three nitrogen levels, and the socioeconomic impacts in 2050. Findings – Climate change will affect maize yields across SSA in 2050 and 2080, and the extent of the impact at a given period will vary considerably between input levels, regions and maize mega environments (MMEs). Greater relative yield reductions may occur under medium and high-input intensification than under low intensification, in Western and Southern Africa than in Eastern and Central Africa and in lowland and dry mid-altitude than in highland and wet mid-altitude MMEs. Climate change may worsen food insecurity in SSA in 2050 through its negative impact on maize consumption and reduction in daily calorie intake. However, international trade has the potential to offset some of the negative impacts. Originality/value – The study calibrated and applied bioeconomic models to estimate the biophysical and socioeconomic impact of climate change on maize production at fine resolution. The results could be used as a baseline to evaluate measures that will be applied to adapt maize to the future climate in SSA.

Purpose – The purpose of this paper is to explore the impacts of climate change on crop net revenue by region. Particularly, the authors focus on the impact differences between north and south regions. Design/methodology/approach – The authors applied the Ricardian approach which assumes that each farmer wishes to maximize revenue subject to the exogenous conditions of their farm. The climate data are based on actual measurements in 753 national meteorological stations and the socio-economic data covers 8,405 farms across 28 provinces in China. Findings – On average, the rise of annual temperature will hurt farms both in the north or south. The impacts of climate change on both precipitation and temperatures have different seasonal impacts on producers in the north and the south of China. As a consequence, the impact on net farm revenues varies with farms in the north and the south being adversely affected (to different degrees) by a rise in the temperature, but both benefiting from an anticipated increase in rainfall. The results also reveal that irrigation is one key adaption measure to dealing with climate change. Whether in the north or south of China, increasing temperature is beneficial to irrigated farms, while for rainfed farms, higher temperature will result in a reduction in net revenues. The results also reveal that farms in the north are more vulnerable to temperature and precipitation variation than that in the south. Irrigated farms in the south are more vulnerable to precipitation variation than that in the north; but rainfed farms in the north are more vulnerable to precipitation variation than that in the south. Originality/value – Applying empirical analysis to identify the differences of climate change impacts between north and south regions will help policy makers to design reasonable adaptation policies for various regions.


Climate Change is the defining issue of our time and we are at a defining moment. From shifting weather patterns that threaten food production, to rising sea levels that increase the risk of catastrophic flooding, the impacts of climate change are global in scope and unprecedented in scale. Without drastic action today, adapting to these impacts in the future will be more difficult and costly. India is both a major greenhouse gas emitter and one of the most vulnerable countries in the world to projected climate change. The country is already experiencing changes in climate and the impacts of climate change, including water stress, heat waves and drought, severe storms and flooding, and associated negative consequences on health and livelihoods. With a 1.2 billion but growing population and dependence on agriculture, India probably will be severely impacted by continuing climate change. Karnataka is the second most vulnerable state in India to be impacted by Climate Change as the North Karnataka regions have the arid and driest regions. As a progressive state, Karnataka envisions job oriented, inclusive economic growth. This will require sustainable industrialization and livelihood diversification. However, such a transition is likely to increase the demand for resources and energy significantly. In this, our proposed study will enable us to know the impact of climate change on important sectors like energy and agriculture, which are the backbone of the state’s economy.

Purpose This study aims to evaluate the impact of climate change on some specific areas of agricultural production in Quang Nam Province, including assessing the possibility of losing agricultural land owing to sea level rise; assessing the impact on rice productivity; and, assessing the impact on crop water demand. Design/methodology/approach This study used the method of collecting and processing statistics data; method of analysis, comparison and evaluation; method of geographic information system; method of using mathematical model; and method of professional solution, to assess the impacts of climate change. Findings Evaluation results in Quang Nam Province show that, by the end of the 21st century, winter–spring rice productivity may decrease by 33%, while summer–autumn rice productivity may decrease by 49%. Under representative concentration pathway (RCP) 4.5 scenario, water demand increases by 31.1% compared to the baseline period, of which the winter–spring crop increases by 28.4%, and the summer–autumn crop increased by 34.3%. Under RCP 8.5 scenario, water demand increases by 54.1% compared to the baseline period, of which the winter–spring crop increases by 46.7%, and the summer–autumn crop increased by 63.1%. The area of agricultural land likely to be inundated by sea level rise at 50 cm is 418.32 ha, and at 80 cm, it is 637.07 ha. Originality/value To propose adaptation solution to avoid the impacts of climate change on agriculture, it is necessary to consider about the impact on losing land for agriculture, the impact on rice productivity, assess the impact on crop water demand and other. The result of this assessment is useful for policymakers for forming the agriculture development plan.

In this paper, we report on the results of an investigation into the impacts of climate change on the storage-yield relationships for two multiple-reservoir systems, one in England and the other in Iran. The impact study uses established protocol and obtains perturbed monthly inflow series using a simple runoff coefficient approach which accounts for non-evaporative losses in the catchment, and a number of recently published GCM-based scenarios. The multi-reservoir analysis is based on the sequent-peak algorithm which has been modified to analyse multiple reservoirs and to accommodate explicitly performance norms and reservoir surface fluxes, i.e. evaporation and rainfall. As a consequence, it was also possible to assess the effect of including reservoir surface fluxes on the storage-yield functions. The results showed that, under baseline conditions, consideration of net evaporation will require lower storages for the English system and higher storages for the Iranian system. However, with perturbed hydroclimatology different impacts were obtained depending on the systems' yield and reliability. Possible explanations are offered for the observed behaviours.

Purpose This paper aims to investigate how and to what extent the Fijian sustainable banking regulations or guidelines are designed, communicated, implemented and monitored within the financial system in Fiji. A scorecard is introduced for this purpose to assess the effectiveness of Fiji’s financial battle against climate change (FBACC). Design/methodology/approach This study uses a mixed-method methodology. Data were collected mainly from a survey and supplemented by interviews, observations and documents. The scorecard was developed by building on existing two theoretical frameworks, namely, the Sustainable Banking Assessment and Climate Change Governance Index, to make them more appropriate and practically applicable to less developed financial systems in emerging economies such as Fiji. This FBACC scorecard consists of four perspectives, eight critical factors and 24 criteria. Findings The results show that the overall FBACC score averages 40.75%, and all the perspectives scored below 50%, the benchmark. Only the CF “policy” scored 54.25% because of a high positive response of 82.3% for the “political leadership” criterion. The relative contributions of each perspective in constructing the overall score are distributed as 28%, 25%, 24% and 23% among planning, action, accountability and control, respectively. Research limitations/implications These results were complemented by the information shared during the interviews and confirmed that the existing political initiatives need to be effectively communicated and/or implemented in the financial system by the regulatory agencies. Practical implications This FBACC scorecard can be applied to other underdeveloped systems in emerging countries to assess the effectiveness of the sustainable banking regulations and/or guidelines in those countries in relation to the FBACC. It can also be applied to individual firms to assess their contribution to the FBACC. Originality/value To the authors’ best knowledge, this might be the first study in Fiji that considers the impact of climate-related financial risk on the Fijian financial system.


Significance The rail industry is also stressing its green credentials as it seeks approval for a merger between Canadian Pacific and Kansas City Southern that would create the first company with a pan-North American freight line. Impacts The impact of COVID-19 on demand for long-range travel, especially business travel, remains uncertain. Much of Amtrak's rolling stock is at or near the end of its useful service life, pushing up operating costs. Rail and urban transit modernisation would support Biden's aim of creating more jobs in US manufacturing and infrastructure. Replacing highway-funding petrol taxes with vehicle usage fees would encourage freight to move from road to rail.
