The most important measures stimulating the increase of efficiency and effectiveness of budget expenditures on road construction are the improvement of pricing mechanisms and increasing efficiency of the procedures of government purchases of goods, works and services. The paper includes the analysis of main problems that arise in the process of government purchases and construction pricing with the reference to budget expenditure on road construction. The attempts to reconstruct the instruments of interbudget relations take place in all federations. In Russia such attempts are especially popular due to the short history of intergovernmental relations. Thus the review of the ¬international experience of managing interbudget relations to provide economic and social welfare can be useful for present-day Russia. The author develops models of intergovernmental relations from the point of view of making decisions about budget authorities’ distribution. The models that can be better applied in the Russian case are demonstrated.

The article is devoted to actual questions of introducing convertibility of the ruble. The structure and definitions of convertibility are considered. On the basis of the international experience the economic essence of convertibility as a source of additional income of the states-emissioners is revealed. The sequence of stages of convertibility in advanced economies is presented, basic problems of introducing convertibility in developing as well as in transition economies are studied. The experience of transition to convertibility of the ruble and corresponding consequences for the Russian economy are analyzed.

Ports in the transport economy have an important role to play in the competitiveness of ports. There is an increasing climate of competition, which causes ports to invest in development and to improve their transport corridors, governance principles and pricing policies in order to strengthen international competitiveness of ports and to ensure that their management practices are in line with the positive international experience. In order to increase the efficiency of transport, to promote the use of environmentally friendly technologies and to improve the international competitiveness of port transport corridors, it is important for ports to determine their own KPI indicators that would be used to assess port performance indicators. As ports are responsible for the quality assurance of port services, even if they do not provide such services, monitoring and assessing of the KPI must be part of the quality assurance process. The objective of this study is to define the port performance-enhancing KPI indexes and to make suggestions for how KPI application in the transport economy can strengthen the international competitiveness of ports and ensure that their management practises international experience. The study’s tasks are to define the appropriate KPI indexes, group them according to interlinked principles, and provide proposals on how to use them to improve the international competitiveness of ports and the main transport system multimodal integration.

The article analyses the possibility of how Cloud Computing can be used by libraries to organise activities online. In order to achieve a uniform understanding of the essence of technology SaaS, IaaS, and PaaS, the article discusses the Cloud Computing services, which can be used for the relocation of libraries to the Internet. The improvement of the general activity of libraries in the digital age, the analysis of the international experience in the libraries are examples. Also the article discusses the results of a survey of the Lithuanian scientific community that confirms that 90% of the scientific community is in the interest of getting full access to e-publications online. It is concluded that the decrease in funding for libraries, Cloud Computing can be an economically beneficial step, expanding the library services and improving their quality.
