Climate change and sea-level rise are increasingly leading to higher and prolonged high tides, which, in combination with the growing intensity of rainfall and storm surges, and insufficient drainage infrastructure, result in frequent recurrent flooding in coastal cities. There is a pressing need to understand the occurrence of roadway flooding incidents in order to enact appropriate mitigation measures. Agency data for roadway flooding events are scarce and resource-intensive to collect. Crowdsourced data can provide a low-cost alternative for mapping roadway flood incidents in real time; however, the reliability is questionable. This research demonstrates a framework for asserting trustworthiness on crowdsourced flood incident data in a case study of Norfolk, Virginia. Publicly available (but spatially limited) flood incident data from the city in combination with different environmental and topographical factors are used to create a logistic regression model to predict the probability of roadway flooding at any location on the roadway network. The prediction accuracy of the model was found to be 90.5%. When applying this model to crowdsourced Waze flood incident data, 71.7% of the reports were predicted to be trustworthy. This study demonstrates the potential for using Waze incident report data for roadway flooding detection, providing a framework for cities to identify trustworthy reports in real time to enable rapid situation assessment and mitigation to reduce incident impact.

Standard agreement measures for interannotator reliability are neither necessary nor sufficient to ensure a high quality corpus. In a case study of word sense annotation, conventional methods for evaluating labels from trained annotators are contrasted with a probabilistic annotation model applied to crowdsourced data. The annotation model provides far more information, including a certainty measure for each gold standard label; the crowdsourced data was collected at less than half the cost of the conventional approach.

Due to the market openness for the competitive tobacco and liquor market, Taiwan Tobacco and Liquor Corporation has to pay attention to service quality and customer satisfaction more than before for its retailers in order to maintain its marketplace and even increase its sales. In this research, a case study at South Branch Office in Taichung City, Taiwan is conducted with the effective sample of size of 178 retailing customers through phone purchase by multivariate analysis of variance. The results show that Item 20 has the lowest satisfaction and is the only item less than the value of 3 in a 5-point Likert scale. A platform for retailers to order goods from the internet should be placed in the highest priority. In addition, the age group of 36-45 years old perceived the lowest satisfaction on Item 16, which should be the focal point. Moreover, the other focal point is that the retailers purchasing tobacco through phone purchase has the second lowest satisfaction on Item 17. The management needs to address these two issues in order to provide better service for its retailers.

Entertainment establishments generally have a high volume of visitors and must pay special attention to enhance fire prevention and safety. In the past 30 years, many cases of serious fires have occurred in entertainment establishments in Taiwan, causing numerous casualties and significant property losses. Examples include the fire incidents at the Welcome Restaurant in Taichung City (64 people were dead) and at the Lunch in Restaurant and the Mythology World KTV in Taipei City (33 people were dead). Consequently, fire protection engineering research for entertainment establishments is extremely important. In this study, a specific bar-type entertainment establishment located in Taichung in 2011 was used as the research subject (9 people were dead).Field model-based fire dynamics simulator (FDS) software was used to reconstruct a numerical model for conducting a case study of the fire scene. Changes in the heat transfer, smoke flow, upper layer temperature, and CO concentration were investigated. This study also verified the fire field the evacuation of people. It is hoped that the results can provide a useful reference for fireproofing or prevention projects in similar entertainment establishments.
