To minimize the damage caused by large earthquakes, mutual assistance activities between residents and rescue victims (i.e., to support residents who cannot evacuate individually) are important. To enhance these activities, the technologies and methods for creating a Community Disaster Management Plan (CDMP), based on the quantitative evaluation of mutual assistance abilities, are required. However, the lack of a method for it is a key issue. This study aims to develop a methodology of workshops for making CDMPs by using the developed support tool by the authors to explore and promote mutual assistance activities. Through the demonstration and examination of a Community Disaster Management Plan on actual districts, the findings mentioned in this article were obtained. Moreover, the usability of this method is shown. In particular, this method is effective at revising CDMPs, and raising resident awareness on the importance of mutual assistance. The suggested method can also improve the lack of techniques involved in promoting mutual assistance.

In Japan, older adults account for the highest proportion of the population of any country in the world. When large-scale earthquake disasters strike, large numbers of casualties are known to particularly occur among seniors. Many are physically or mentally vulnerable and require assistance during the different phases of disaster response, including rescue, evacuation, and living in an evacuation center. However, the growing number of older adults has made it difficult, after a disaster, to quickly gather information on their locations and assess their needs. The authors are developing a proposal to enable vulnerable people to signal their location and needs in the aftermath of a disaster to response teams by deploying radar reflectors that can be detected in synthetic aperture radar (SAR) satellite imagery. The purpose of this study was to develop a radar reflector kit that seniors could easily assemble in order to make this proposal feasible in practice. Three versions of the reflector were tested for detectability, and a sample of older adults was asked to assemble the kits and provide feedback regarding problems they encountered and regarding their interest in using the reflectors in the event of a large-scale disaster.

Rainfall is one of the most important factors of the slope stability. After the "5.12" earthquake, there are a large number of loose solid produced by earthquake on the mountain, which leads to the soils strength loss in the earthquake disaster zones. and induces landslides and collapses easily in the heavy rainfall condition. The soil parameters obtained from the tests, the scene investigation of the Erman mountain landslide of Han Yuan County, the new developed control of ArcGIS to obtain intuitive landslide warning graphs have been carried out. Results show that the picture of hazard grade is consistent with the actual situation of landslide on Erman mountain. It will provide a scientific way to analyze the influence of heavy rainfall on slope stability.
