Evaluation of Energy Efficiency Improvement Program for Rental Homes

Recently, the city of Boulder, CO has recently approved mandatory energy efficiency standard, called SmartRegs Program, for rental properties. Improving residential energy efficiency is a goal of the city as they strive to meet the green house gas reduction targets of the Kyoto Protocol. However, energy efficiency is typically not implemented in rental units because of a split incentive between landlords and tenants. This paper evaluates the various retrofit measures that improve rental homes energy efficiency as well as the effectiveness of SmartRegs Program. First, various energy efficiency measures are evaluated through walk-through and detailed energy audits to assess their effectiveness in improving the energy performance of rental homes. Based on the results of the energy audits and survey of various stake holders, a set of recommendations have been defined to ensure that the SmartRegs program be successfully implemented in order to improve the overall performance and quality of rental homes. Moreover, it is found that energy efficient can increase the thermal comfort levels and decrease the energy costs for tenants, increase the value of the property for landlords, and help the city meet their green house gas reduction goals.

Energy audits are used world-wide for developing energy efficiency projects. Industrial consumers have complex energy supply, generation and distribution networks and a variety of energy use installations. Romanian industrial companies became more interested in the last years in implementing Energy Management Systems in accordance with ISO 50001 standard. This paper presents a comparison of using the current way of developing energy audits and the concepts provided by the ISO group of standards, by quantifying the environmental impact reduction generated by each methodology. Authors pointed out that current legislation does not fully match the rigors of the ISO 50001 group of standards when evaluating the Energy Baseline (EB), the Energy Performance Indicators (EPI) or the Energy Performance Improvement Actions (EPIA), thus leading to a lower global energy efficiency improvement in the hypothesis of implementing all the recommended EPIAs [1]. Identifying and developing energy efficiency measures following the recommendations of the energy management and energy savings group of standards may be more consistent and less risky for the industrial company, which in turn can lead to an overall improvement of the Carbon Footprint [2].

The challenges of increasing the energy efficiency of the economy as a whole and of certain production sectors in particular are a priority both in our country and abroad. As part of the energy policy of the Russian Federation to reduce the specific energy intensity of enterprises in the oil transportation system, Transneft PJSC developed and implements the energy saving and energy efficiency improvement Program. The application of energy-saving technologies allowed the company to significantly reduce operating costs and emissions of harmful substances. At the same time, further reduction of energy costs is complicated for objective reasons. The objective of this article is to present additional methods to improve the energy efficiency of oil transportation by the example of the organizational structure of Transneft. Possibilities to reduce energy costs in the organization of the operating services, planning and execution of work to eliminate defects and preparatory work for the scheduled shutdown of the pipeline, the use of pumping equipment, including pumps with variable speed drive, the use of various pipelines layouts, changing the volume of oil entering the pipeline system and increase its viscosity.

Few small and medium-sized enterprises (SMEs) have undertaken an energy audit to date and even fewer have taken action to implement energy-saving measures. Lack of time, knowledge, and finance, coupled with the low priority that SMEs give to energy management, are the most commonly cited barriers to effective energy management in SMEs. Four projects funded by Horizon 2020 (SPEEDIER, SMEmPower Efficiency, E2DRIVER, and Innoveas) have developed innovative capacity-building programmes designed to eliminate these barriers and encourage SMEs to undertake energy audits and implement the recommended energy efficiency measures. This paper presents an overview of the innovations being tested and suggests a series of policy recommendations that could help to drive uptake of energy audits in SMEs.

Nearly-zero energy buildings are now a standard for new constructions. However, the real challenge for a decarbonized society relies in the renovation of the existing building stock, selecting energy efficiency measures considering not only the energy performance but also the economic and sustainability ones. Even if the literature is full of examples coupling building energy simulation with multi-objective optimization for the identification of the best measures, the adoption of such approaches is still limited for district and urban scale simulation, often because of lack of complete data inputs and high computational requirements. In this research, a new methodology is proposed, combining the detailed geometric characterization of urban simulation tools with the simplification provided by “building archetype” modeling, in order to ensure the development of robust models for the multi-objective optimization of retrofit interventions at district scale. Using CitySim as an urban scale energy modeling tool, a residential district built in the 1990s in Bolzano, Italy, was studied. Different sets of renovation measures for the building envelope and three objectives —i.e., energy, economic and sustainability performances, were compared. Despite energy savings from 29 to 46%, energy efficiency measures applied just to the building envelope were found insufficient to meet the carbon neutrality goals without interventions to the system, in particular considering mechanical ventilation with heat recovery. Furthermore, public subsidization has been revealed to be necessary, since none of the proposed measures is able to pay back the initial investment for this case study.

The assessment of building energy performance requires data from multiple domains (energy, architecture, planning, economy) and scales (building, district, city) to be processed with a diversity of applications used by experts from various fields. In order to properly assess the performance of the building stock, and to develop and apply the most effective energy efficiency measures, it is necessary to adopt a comprehensive, holistic approach. In this chapter, three research projects are presented which apply Semantic Web technologies to create energy data models from multiple data sources and domains in order to support decision making in energy efficient building renovation projects: SEMANCO, OptEEmAL, and OPTIMUS. A final reflection on the results achieved in these projects and their links to ongoing research on digital twins is presented.

The growing world-wide energy demand and environmental considerations have attracted immense attention in building energy efficiency. Climate zone plays a major role in the process of decision making for energy efficiency projects. In the present paper, an office building located in Melbourne, FL is considered. The building is built in 1961 and the goal is to identify and prioritize the potential energy saving opportunities and retrofit the existing building into a Net-Zero Energy Building (NZEB). An energy assessment is performed and a baseline model is developed using eQUEST to simulate the energy performance of the building. Several possible energy efficiency improvement scenarios are considered and assessed through simulation including improving insulation on the walls and roof, replacing HVAC units and upgrade their control strategies, use of high efficiency lighting, and more. Selected energy efficiency improvement recommendations are implemented on the building model to achieve the lowest energy consumption. It is considered that photovoltaic (PV) panels will be used to supply the energy demand of the building. Simulations are also performed to determine the number of required PV panels and associated cost of the system is estimated. The results from this paper can help with the decision making regarding retrofit projects for NZEB in humid subtropical climate.

Adaptive methods of energy efficiency control are looked upon under ambiguity conditions, based on self-instruction and human factor. The objective of dichotomous ranking of energy efficiency stochastic potential was set and solved in case when its probabilistic characteristics are known. In a reverse situation, it is suggested to use self-instruction for determination of the most suitable parameter of ranking procedure. A case of asymmetrical awareness of a decision-making person about ranking and a personnel responsible for energy efficiency was studied. Herewith, the forward-looking personnel chooses its indicators in such a way that the individual objective function which depends on ranking results , can be maximized. Such activity of the personnel may bring to under-estimation of the energy efficiency indicator as compared to the potential. As a consequence, application of self-instruction may pervert ranking parameter assessment. In order to solve this problem there were suggested self-instruction mechanisms in ranking which simulate personnel management under conditions of ambiguity. The results of these mechanisms functioning are estimates of ranking parameters, norms and ranks, determining personnel stimuli. There were found out appropriate conditions of mechanism synthesis of self-instruction in ranking, when a decision-making person identifies the most suitable parameter of the ranking procedure. These conditions are illustrated with the example of energy efficiency ranking self-instruction of the railway enterprise in the process of realization of «RZD» holding energy efficiency improvement program.
