Throughout history the development of the countries has been generated mainly by the impulse in two complementary axes: Science and Technology, and Trade. At present we are experiencing an exponential scientific and technological development and the Economy in all its fronts is driven by the intensive application of technology. According to these considerations, this research tries to expose the development of Innovation Management as a transversal mechanism to promote the different socioeconomic areas and especially those supported by engineering. To this end, use will be made of Technology Watch in order to identify the advances of the main research centres related to innovation in the world. Next, there will be an evaluation of the main models of Innovation Management and related methodologies that expose some of the existing Innovation Observatories in the world to finally make a proposal for Innovation Management applicable to the reality of Peru, so that it can be taken into consideration by stakeholders (Government, Academy, Business and Civil Society) committed to Innovation Management in the country

The article is devoted to the development of methods and instruments for solving the problem of non-stochastic uncertainty in the management of technological innovations. In this regard, the methodology of fuzzy-multiple modeling of systems is considered. It allows you to take into account both deterministic and stochastic data, as well as mental knowledge of the system on the part of decision makers, presented in the lexical description and based on fuzzy evaluation mechanism. The construction of fuzzy-multiple models is aimed at reproducing the logic of decision making and is based on the use of intelligent methods of information processing, including those presented in fuzzy and verbal characteristics, by mathematical language means, which can be transferred to machine processing. The basis of the study is the provision on the vector form of the efficiency indicator and the implementation of the correspondence function between the basic parameters of efficiency through fuzzy inference. The article describes the developed basic conditions for simulation of fuzzy-multiple modeling in assessing the effectiveness of technological innovation management systems - the structure of the model and methods for its construction; presents the means of software implementation of a simulation fuzzy-plural model developed in accordance with these conditions and the results of its practical testing. The developed conditions of fuzzy-multiple modeling in assessing the effectiveness of technological innovations form the basis of a comprehensive analysis of the conditions of technological development of the enterprise, allow to identify significant management factors and form the content of an effective innovative strategy for the technological development of the enterprise; the fuzzy model itself can be considered as a platform for the integration of deterministic, stochastic, expert knowledge of the system.

This article uses the movie Minority Report (2002) as an entry point for discussing conceptions of surveillance technologies and their preventive capacities. The technological research project Intelligent Surveillance Systems located in Belfast shares a vision with MR: that it is possible to construct surveillance systems that are able to foresee criminal acts and thus to prevent them from happening. We argue that the movie exemplifies that technological development and popular culture share dreams, ideas and visions and that on a very basic level, popular culture informs technological development and vice versa. The article explores this relation and argues that popular culture provides analytic insight on important discussions about surveillance and the (future) capacities of technology.

Industry has become increasingly interested in assessing its economic efficiency, and thus is more interested in the role of standardization. Standardization is a premise of international communication improvement and the information transfer increase directly connected with the results of technological development. Standardization represents a way to confer superior value to product through price, quality, and distribution. Standardization brings confidence to consumer regarding certain producer's offer. Globalization has dramatically changed the international business environment. Systematic and reliable results can only be attained on a common basis. Since there is greater pressure on industry to rationalize, the costs and benefits of standardization must be examined from both economic and strategic viewpoint. This paper through grounded theory approach aims to analyze not only the economic benefits to the various stakeholders but also develop a holistic perspective of standardization strategies in the current environment.

The level of the Greek economic growth is highly depended on three vital factors: a) entrepreneurship and business development b) innovation and creativity c) education and skills. The correlation among these factors are direct and clear. This is why it is so important to monitor economic growth in respects of innovation, education and business development and to pursue a methodical policy to stimulate and reinforce them. In this paper we focus on analysing the factors which affect the process of innovation in Greece in comparison with member states of European Union. More specific we attempt to measure innovation in Greek enterprises for the last decade and identify barriers to innovation in Greece as compared to other EU countries. We also evaluate the statistical relationship between per capita GDP (as a proxy to level of Greek people prosperity) and Research & Technological Development (RTD) Expenditure (as indicator to innovation-creativity activity) using Linear and Exponential Regression Models. In the knowledge-driven economy, economic growth was achieved mainly through innovation, technology diffusion and new product applications. Therefore, we probe deep into considerations which influence -either positively or negatively - the advancement of the innovation activity, through empirical evidence and statistical methodology. Since, innovation and Research & Technological Development (RTD) are often considered as a main drive for economic development, recommendations proposed in this article become more intense and must be incorporated in the industrial infrastructure and in management attitudes at national and regional level.

With the Law nº 11.892 of 2008, Brazilian´s professional education acquired new status, based on the conception of the Federal Institutes of Education, Science and Technology (FIs). In essence, FIs have the responsibility to stimulate applied research in the development of technical and technological solutions; entrepreneurship; and scientific and technological development with a view to innovative processes. Despite their intrinsic proximity to the productive sector, giving them an environment conducive to the development of intellectual assets, some FIs still have difficulties in managing innovation. Conversely, some of these institutions have developed mechanisms to promote innovation management and the improvement of knowledge protection indicators developed in their locus. In this perspective, the FIs of the Northeast region of Brazil stand out, through their Technological Innovation Centers, presenting the best Intellectual Property (IP) safeguard indexes between the years 2008 to 2016. In this sense, the present work aims to present the innovation actions of the FIs of the referred region that culminated in a greater protection of IP, and may serve as a reference for other institutions in the network.

Within several research projects and with the aim to optimize structural performance, energy efficiency and ecological characteristics of structural building components the Department of Structural Design and Timber Engineering (ITI) at the Vienna University of Technology (TU Wien) developed several wood-based composite systems, which combine timber products with other conventional building materials and components. As a representative example for these developments, this paper illustrates the results of the joint research project “Wood-based concrete: building construction with composite elements of wood-concrete compounds and timber (WooCon)”. The objective of the research project “WooCon” is to develop a multi-layer wall system composed of wood lightweight concrete (WLC), connected timber sections, textile reinforcement as well as glass layers on the exterior to gain and use advantages of each used material - lightweight, structural, thermal storage and insulation, ecological and economic benefits - to name the most important ones. In order to assess the structural physical properties of wood-based composite wall elements, in a first step measurements of the thermal properties with respect to thermal-insulating properties and thermal storage capacity are carried out. In following step, the results obtained are used further to simulate the thermodynamic and hygrothermal building behavior. The aim of the simulations is to investigate the effect of the wood-based composite wall elements to the annual heating demand as well as to the operative room temperature of a typical south-orientated living space.

The profound impact of technology standards—specifications for interfacing or compatibility between different components or products to interact and function synergistically—dictates an understanding of their evolution, processes by which they come to be, and their impact on businesses, industries, and countries. Technology standards span almost every conceivable aspect of the existing business landscape, especially in dynamic industry sectors. Standardization, the processes by which standards emerge and diffuse, is a complex phenomenon encompassing various actors at multiple levels (firm, industry, institutions) that engage in a sociopolitical process of negotiation and collaboration to facilitate the coalescing of multiple stakeholder interests on a chosen standard. Standardization is multifaceted and emerges through various mechanisms, mainly involving one or more of committee-based (de jure) standards, market-based competitive battles (de facto standards), and institutional (government-based) processes, most involving collective action. Market-based processes give prominence to dominant or pioneering firms that introduce technology leveraging the power of large installed base and network externalities, many times tipping the market in favor of the technology format that was first to market. Nonetheless, markets may not tip, and several technology formats may continue to dominate the market, as in the video game market. Standard-setting organizations (SSOs) spearhead convergence around standards by bringing various entities together to derive the specifications for technical compatibility through consensus. The role of governments in the emergence and diffusion of standards varies by the country, region, and nature of the standard. Standards have facilitated innovation at the firm and industry levels and broadly enhanced trade between nations. Intellectual property, specifically standard-essential patents (SEPs), has attracted significant attention due to the strategic and economic benefits that accrue to owners of such patents as well as the challenges they create within SSOs.

The present context of the knowledge-based economy and society has brought relevant changes with respect to how innovation has been conceptualized and explained. This chapter discusses the characteristics of learning and uncertainty as intrinsic components of innovation over the course of time. A number of views that explain the innovation process are discussed in terms of evolutionary momentum, from the science-push strategy to the market-pull model, culminating in the holistic, integrating view of innovation. The case study illustrates the path of technological development of a Portuguese footwear company, based on the licensing of technology, the capacity for continuing learning and absorption, and a culture of innovation as key elements for success.
