AbstractQuantum computing promises to overcome computational limitations with better and faster solutions for optimization, simulation, and machine learning problems. Europe and Germany are in the process of successfully establishing research and funding programs with the objective to advance the technology’s ecosystem and industrialization, thereby ensuring digital sovereignty, security, and competitiveness. Such an ecosystem comprises hardware/software solution providers, system integrators, and users from research institutions, start-ups, and industry. The vision of the Quantum Technology and Application Consortium (QUTAC) is to establish and advance the quantum computing ecosystem, supporting the ambitious goals of the German government and various research programs. QUTAC is comprised of ten members representing different industries, in particular automotive manufacturing, chemical and pharmaceutical production, insurance, and technology. In this paper, we survey the current state of quantum computing in these sectors as well as the aerospace industry and identify the contributions of QUTAC to the ecosystem. We propose an application-centric approach for the industrialization of the technology based on proven business impact. This paper identifies 24 different use cases. By formalizing high-value use cases into well-described reference problems and benchmarks, we will guide technological progress and eventually commercialization. Our results will be beneficial to all ecosystem participants, including suppliers, system integrators, software developers, users, policymakers, funding program managers, and investors.

Annotations produced by analysts during the exploration of a data visualization are a precious source of knowledge. Harnessing this knowledge requires a thorough structure of annotations, but also a means to acquire them without harming user engagement. The main contribution of this article is a method, taking the form of an interface, that offers a comprehensive “subject-verb-complement” set of steps for analysts to take annotations, and seamlessly translate these annotations within a prior classification framework. Technical considerations are also an integral part of this study: through a concrete web implementation, we prove the feasibility of our method, but also highlight some of the unresolved challenges that remain to be addressed. After explaining all concepts related to our work, from a literature review to JSON Specifications, we follow by showing two use cases that illustrate how the interface can work in concrete situations. We conclude with a substantial discussion of the limitations, the current state of the method and the upcoming steps for this annotation interface.

AbstractQuantum computing holds the potential to deliver great economic prosperity to the European Union (EU). However, the creation of successful business in the field is challenging owing to the required extensive investments into postdoctoral-level workforce and sophisticated infrastructure without an existing market that can financially support these operations.This commentary paper reviews the recent efforts taken in the EU to foster the quantum-computing ecosystem together with its current status. Importantly, we propose concrete actions for the EU to take to enable future growth of this field towards the desired goals. In particular, we suggest ways to enable the creation of EU-based quantum-computing unicorns which may act as key crystallization points of quantum technology and its commercialization. These unicorns may provide stability to the otherwise scattered ecosystem, thus pushing forward global policies enabling the global spread of EU innovations and technologies.The unicorns may act as a conduit, through which the EU-based quantum ecosystem can stand out from similar ecosystems based in Asia and the United States. Such strong companies are required because of the level of investment currently required in the marketplace. This paper suggests methodologies and best practices that can enhance the probability of the creation of the unicorns.Furthermore, we explore future scenarios, in which the unicorns can operate from the EU and to support the EU quantum ecosystem. This exploration is conducted focusing on the steps to be taken and on the impact the companies may have in our opinion.

This research-in-progress paper presents a research project that aims at developing, piloting and evaluating a crowdfunding platform to support financing for start-ups emerging from university. Currently, universities' own financial resources to support setting up businesses from universities are limited. Universities' business foundation consultancy can often only intermediate between entrepreneurs on the one side and restricted funding programs or few investors on the other side. A crowdfunding platform enables many individuals of the (university) crowd to support promising business ideas with little investments cumulating to a greater sum in total. Thus, it has the potential to extend universities' opportunities to support entrepreneurs. In addition, tasks like idea communication, idea evaluation and investment decisions can be outsourced to the crowd. The idea, research setting, first results and a future outlook of this research project are discussed in this paper.

Abstract Barriers and delays to medical device innovation are often solely attributable to the regulatory environment instead of both the current state of innovation practices and product development processes in the industry. Increasing the pace of innovation while reducing costs requires the creation of a new approach that fits both established medical device corporations as well as entrepreneurial start-ups. In this commentary we advance the concept of innovation platforms to facilitate ideation in the medical device space. Such platforms could also allow the full health benefits from individual medical devices to be reaped, by overcoming interoperability concerns through simulation and credentialing. Given the dramatic benefits of medical device success, such non-traditional business models for development may be potential solutions for industry, users and regulators.

Objectives Non-publication and publication bias are topics of considerable importance to the scientific community. These issues may limit progress toward the 3R principle for animal research, promote waste of public resources, and generate biased interpretations of clinical outcomes. To investigate current publishing practices and to gain some understanding of the extent to which research results are reported, we examined publication rates of research projects that were approved within an internal funding program of the Faculty of Medicine at a university medical center in Germany, which is exemplary for comparable research funding programs for the promotion of young researchers in Germany and Europe. Methods We analyzed the complete set (n = 363) of research projects that were supported by an internal funding program between 2004 and 2013. We divided the projects into four different proposal types that included those that required an ethics vote, those that included an animal proposal, those that included both requirements, and those that included neither requirement. Results We found that 65% of the internally funded research projects resulted in at least one peer-reviewed publication; this increased to 73% if other research contributions were considered, including abstracts, book and congress contributions, scientific posters, and presentations. There were no significant differences with respect to publication rates based on (a) the clinic/institute of the applicant, (b) project duration, (c) scope of funding or (d) proposal type. Conclusion To the best of our knowledge, this is the first study to explore publication rates associated with early-career medical research funding. As >70% of the projects ultimately generated some form of publication, the program was overall effective toward this goal; however, non-publication of research results is still prevalent. Further research will explore the reasons underlying non-publication. We hope to use these findings to develop strategies that encourage publication of research results.

This paper examines the rise and fall of research and development funding programs for upper-limb myoelectric prosthetics in America and Canada from 1945 to 1977. Despite similarities in overall technological goals, to produce electronic arms and hands for veterans in the US and children with phocomelic limbs in Canada, we argue that the reasons for starting and ending the programs reflected different national preoccupations. In the US the reasons for the creation in 1945 and termination in 1977 of funding programs focused on the lack of fundamental research in the field, and role that science could have in the development and design in prosthetics. In Canada, by contrast, there was little discussion about science and its relationship to technology in knowledge creation when the prosthetics research and training unit (PRTU) funding program was founded in 1963 and wound up in 1975. Instead, the policy discussion focused on the importance of regional representation and relationships among different professional groups and sectors of society.

Research on information systems education CSR programs as community development efforts on the Hapless was carried out with the aim of identifying characteristics of recipients offunding programs, community access capability mengentahui against the program, identifying the components of the information system of funding programs that subsequently is used as information to devisestrategies for community development. The data obtained by questionnaire andinterviews to spread the recipient Fund programme and Fund Manager at Universities in Malang. Further data were analyzed with a qualitative approach. The results showed that in general the sources of funding programs can be groupedinto three, from the Government, private companies and public companies. So, effective access to information to obtain scholarshipsmore sourced information traditionally. While the funding of information system components include a set of inputs, processes and outputs. So far this programutilization varies as to support skill development study costs, as well as to the cost of living. Based on the SWOT analysis can be formulated the strategy of community development through the establishment of PPM-Entrepreneurship in each area with the direct involvement of the recipient of the funding program.

Characterizing quantum systems through experimental data is critical to applications as diverse as metrology and quantum computing. Analyzing this experimental data in a robust and reproducible manner is made challenging, however, by the lack of readily-available software for performing principled statistical analysis. We improve the robustness and reproducibility of characterization by introducing an open-source library, QInfer, to address this need. Our library makes it easy to analyze data from tomography, randomized benchmarking, and Hamiltonian learning experiments either in post-processing, or online as data is acquired. QInfer also provides functionality for predicting the performance of proposed experimental protocols from simulated runs. By delivering easy-to-use characterization tools based on principled statistical analysis, QInfer helps address many outstanding challenges facing quantum technology.

When, in 2008, Satoshi Nakamoto envisioned the first distributed database management system that relied on cryptographically secured chain of blocks to store data in an immutable and tamper-resistant manner, his primary use case was the introduction of a digital currency. Owing to this use case, the blockchain system was geared towards efficient storage of data, whereas the processing of complex queries, such as provenance analyses of data history, is out of focus. The increasing use of Internet of Things technologies and the resulting digitization in many domains, however, have led to a plethora of novel use cases for a secure digital ledger. For instance, in the healthcare sector, blockchain systems are used for the secure storage and sharing of electronic health records, while the food industry applies such systems to enable a reliable food-chain traceability, e.g., to prove compliance with cold chains. In these application domains, however, querying the current state is not sufficient—comprehensive history queries are required instead. Due to these altered usage modes involving more complex query types, it is questionable whether today’s blockchain systems are prepared for this type of usage and whether such queries can be processed efficiently by them. In our paper, we therefore investigate novel use cases for blockchain systems and elicit their requirements towards a data store in terms of query capabilities. We reflect the state of the art in terms of query support in blockchain systems and assess whether it is capable of meeting the requirements of such more sophisticated use cases. As a result, we identify future research challenges with regard to query processing in blockchain systems.
