Ambulance location problem is a key issue in Emergency Medical Service (EMS) system, which is to determine where to locate ambulances such that the emergency calls can be responded efficiently. Most related researches focus on deterministic problems or assume that the probability distribution of demand can be estimated. In practice, however, it is difficult to obtain perfect information on probability distribution. This paper investigates the ambulance location problem with partial demand information; i.e., only the mean and covariance matrix of the demands are known. The problem consists of determining base locations and the employment of ambulances, to minimize the total cost. A new distribution-free chance constrained model is proposed. Then two approximated mixed integer programming (MIP) formulations are developed to solve it. Finally, numerical experiments on benchmarks (Nickel et al., 2016) and 120 randomly generated instances are conducted, and computational results show that our proposed two formulations can ensure a high service level in a short time. Specifically, the second formulation takes less cost while guaranteeing an appropriate service level.

Location decision of Service Networks is important for an enterprise to dominate market and to improve service level. Characteristics and the decentralized control strategies of service network were discussed for the enterprise of Denso class. A 0-1 mixed integer programming model was established for location problem of spare parts centers and solved by ILOG along with sensitivity analysis. Furthermore, a dynamic programming model was established for location problem of sales model shop and calculated by a numerical listing method.

The rapid development of e-commerce technologies has encouraged collection centers to adopt online recycling channels in addition to their existing traditional (offline) recycling channels, such the idea of coexisting traditional and online recycling channels evolved a new concept of a dual-channel reverse supply chain (DRSC). The adoption of DRSC will make the system lose stability and fall into the trap of complexity. Further the consumer-related factors, such as consumer preference, service level, have also severely affected the system efficiency of DRSC. Therefore, it is necessary to help DRSCs to design their networks for maintaining competitiveness and profitability. This paper focuses on the issues of quantitative modelling for the network design of a general multi-echelon, dual-objective DRSC system. By incorporating consumer preference for the online recycling channel into the system, we investigate a mixed integer linear programming (MILP) model to design the DRSC network with uncertainty and the model is solved using the ε-constraint method to derive optimal Pareto solutions. Numerical results show that there exist positive correlations between consumer preference and total collective quantity, online recycling price and the system profits. The proposed model and solution method could assist recyclers in pricing and service decisions to achieve a balance solution for economic and environmental sustainability.

Wind tunnel tests are carried out for the Commonwealth Advisory Aeronautical Research Council (CAARC) high-rise building with a scale of 1:400 in exposure categories D. The distribution law of extreme pressure coefficients under different conditions is studied. Probability distribution fitting is performed on the measured area-averaged extreme pressure coefficients. The general extreme value (GEV) distribution is preferred for probability distribution fitting of extreme pressure coefficients. From the comparison between the area-averaged coefficients and the value from GB50009-2012, it is indicated that the wind load coefficients from GB50009-2012 may be non-conservative for the CAARC building. The area reduction effect on the extreme wind pressure is smaller than that on the mean wind pressure from the code. The recommended formula of the area reduction factor for the extreme pressure coefficient is proposed in this study. It is found that the mean and the coefficient of variation (COV) for the directionality factors are 0.85 and 0.04, respectively, when the orientation of the building is given. If the uniform distribution is given for the building’s orientation, the mean value of the directionality factors is 0.88, which is close to the directionality factor of 0.90 given in the Chinese specifications.

Purpose This paper aims to investigate the location of regional and international hub ports in liner shipping by proposing a hierarchical hub location problem. Design/methodology/approach This paper develops a mixed-integer linear programming model for the authors’ proposed problem. Numerical experiments based on a realistic Asia-Europe-Oceania liner shipping network are carried out to account for the effectiveness of this model. Findings The results show that one international hub port (i.e. Rotterdam) and one regional hub port (i.e. Zeebrugge) are opened in Europe. Two international hub ports (i.e. Sokhna and Salalah) are located in Western Asia, where no regional hub port is established. One international hub port (i.e. Colombo) and one regional hub port (i.e. Cochin) are opened in Southern Asia. One international hub port (i.e. Singapore) and one regional hub port (i.e. Jakarta) are opened in Southeastern Asia and Australia. Three international hub ports (i.e. Hong Kong, Shanghai and Yokohama) and two regional hub ports (i.e. Qingdao and Kwangyang) are opened in Eastern Asia. Originality/value This paper proposes a hierarchical hub location problem, in which the authors distinguish between regional and international hub ports in liner shipping. Moreover, scale economies in ship size are considered. Furthermore, the proposed problem introduces the main ports.

We studied a joint inventory location problem assuming a periodic review for inventory control. A single plant supplies a set of products to multiple warehouses and they serve a set of customers or retailers. The problem consists in determining which potential warehouses should be opened and which retailers should be served by the selected warehouses as well as their reorder points and order sizes while minimizing the total costs. The problem is a Mixed Integer Nonlinear Programming (MINLP) model, which is nonconvex in terms of stochastic capacity constraints and the objective function. We propose a solution approach based on a Lagrangian relaxation and the subgradient method. The decomposition approach considers the relaxation of different sets of constraints, including customer assignment, warehouse demand, and variance constraints. In addition, we develop a Lagrangian heuristic to determine a feasible solution at each iteration of the subgradient method. The proposed Lagrangian relaxation algorithm provides low duality gaps and near-optimal solutions with competitive computational times. It also shows significant impacts of the selected inventory control policy into total system costs and network configuration, when it is compared with different review period values.

ABSTRACT An investigation is made of the effect of changing the stiffness distribution up the height of a linear shear framed structure when subjected to idealized earthquake motions. The mean value of the largest strains arising in successive earthquakes is determined together with the associated probability distribution. It appears that the chances of finding a strain value greater than twice the mean are very small.

In this paper, we introduce a new hub-and-spoke structure for service networks based on round-trips as practiced by some transport service providers. This problem is a variant of Uncapacitated Hub Location Problem wherein the spoke nodes allocated to a hub node form round-trips (cycles) starting from and ending to the hub node. This problem is motivated by two real-life practices in logistics wherein  runaway  nodes and  runaway  connections with their associated economies of scale were foreseen to increase redundancy in the network. We propose a mixed integer linear programming mathematical model with exponential number of constraints. In addition to the separation routines for separating from among exponential constraints, we propose a hyper-heuristic based on reinforcement learning and its comparable counterpart as a variable neighborhood search. Garbage collection is an important part of municipal engineering. An effective service network design can help to reduce the municipal operation cost and improve its service level. In this paper, we propose an optimization model for the network design of municipal solid waste (MSW) collection in the Nanjing Jiangbei new area. The problem was formulated as a mixed integer nonlinear programming (MINLP) model with an emphasis on minimizing the annual operation cost. The model simultaneously decides on the optimal number of refuse transfer stations (RTSs), determines the relative size and location for each RTS, allocates each community to a specific RTS, and finally identifies the annual operation cost and service level for the optimal scenario as well as other scenarios. A custom solution procedure which hybrids an enumeration rule and a genetic algorithm was designed to solve the proposed model. A sensitivity analysis was also conducted to illustrate the impact of changes in parameters on the optimality of the proposed model. Test results revealed that our model could provide tangible policy recommendations for managing the MSW collection.
