Studying the impact of the high-speed railway (HSR) on economic growth has important practical significance and can provide a theoretical basis for government investment in infrastructure. In this study, the adoption of HSR was used for natural and rigorous exploration. Based on the panel data on counties in Hubei Province of China from 2001 to 2017, a synthetic control method was used to analyse the impact of HSR on the economic growth of county-level areas with different economic bases. The results showed that HSR had different influences on the economic development of county-level cities with different economic bases in the short term. The Wuhan-Guangzhou HSR had significantly promoted the gross domestic product (GDP) growth of Chibi City with a good economic foundation. The robustness test results revealed that the promoting effect was significant at a level of 3.7%. The Hefei-Wuhan section of the Shanghai-Wuhan-Chengdu HSR had significantly inhibited the GDP growth of Hong’an County by developing on a weak economic foundation. The robustness test results revealed that the inhibitory effect was significant at the level of 2.8%. However, the Hefei-Wuhan section had a stable and promoting effect on Macheng City. Based on the abovementioned conclusions, each county-level city should focus on long-term economic development, invest in HSR construction based on local conditions instead of blind expansion, make use of HSR to vigorously develop characteristic industries, and implement talent retention and introduction policies.

High-speed railway has an essential impact on the economic and social development of the regions along the line. Based on the Beijing-Shanghai high-speed railway, this paper constructs the DID model and analyzes the impact of Beijing-Shanghai high-speed railway on the economic development of prefecture-level cities along the route from the empirical perspective. The empirical analysis results show that the BeijingShanghai high-speed railway has a significant negative impact on the per capita GDP of prefecture-level cities along the line in the short term, mainly because the agglomeration effect is greater than the diffusion effect. Therefore, small cities should actively think about how to deal with the agglomeration effect caused by the construction of high-speed rail.

AbstractThis paper analyzes the impact of citizenship laws on economic development. We first document the evolution of citizenship laws around the world, highlighting the main features of jus soli, jus sanguinis as well as mixed regimes, and shedding light on the channels through which they could have differentiated impact on economic development. We then compile a data set of citizenship laws around the world. Using cross-country regressions, panel-data techniques, as well as the synthetic control method and subjecting the results to a battery of tests, we find robust evidence that jus soli laws—being more inclusive—lead to higher income levels than alternative citizenship rules in developing countries, though to a less extent in countries with stronger institutional environment.

Abstract The development course of high-speed railway indicates that it not only changes the composition of traffic modes when competing with other modes of transportation, but also plays an important role in spurring the economic growth of the cities along the line and the evolution of regional spatial structure. Taking Beijing-Shanghai high-speed railway as an example, this paper constructs the first-level panel data of the cities along the Beijing-Shanghai high-speed railway and its surrounding cities from 2007 to 2016, and uses the difference-in-differences estimation to study the impact of high-speed rail opening on economic development. The research results show that it has significantly jump-started the economy of cities along the line. The Beijing-Shanghai high-speed railway will become a crucial axis for regional economic development along the Beijing-Shanghai railway, as it has remarkably advanced the economic development of the cities along the route.

The carbon intensity of China’s resource-based cities (RBCs) is much higher than the national average due to their relatively intensive mode of development. Low carbon transformation of RBCs is an important way to achieve the goal of reaching the carbon emissions peak in 2030. Based on the panel data from 116 RBCs in China from 2003 to 2018, this study takes the opening of high-speed railway (HSR) lines as a quasi-experiment, using a time-varying difference-in-difference (DID) model to empirically evaluate the impact of an HSR line on reducing the carbon intensity of RBCs. The results show that the opening of an HSR line can reduce the carbon intensity of RBCs, and this was still true after considering the possibility of problems with endogenous selection bias and after applying the relevant robustness tests. The opening of an HSR line is found to have a significant reducing effect on the carbon intensity of different types of RBC, and the decline in the carbon intensity of coal-based cities is found to be the greatest. Promoting migration of RBCs with HSR lines is found to be an effective intermediary way of reducing their carbon intensity.

In 2014, the most prominent anti-corruption investigation in Latin America called Lava Jato, exposed a Brazilian corruption scheme with reverberations in 61 countries, resulting in legal judgments for nearly 5 billion USD in reimbursements thus far. This article applies the synthetic control method on data from 135 countries (2002–2018) to test the hypothesis that Lava Jato impacts the Worldwide Governance Indicators in Brazil. The findings reveal that Lava Jato negatively affects control of corruption, the rule of law, and regulatory quality. There are signs of possible improvement in at least the corruption and the rule of law measures. This paper brings value to the criminological body of literature, notably lacking in the Global South.

AbstractIn some applications, researchers using the synthetic control method (SCM) to evaluate the effect of a policy may struggle to determine whether they have identified a “good match” between the control group and treated group. In this paper, we demonstrate the utility of the mean and maximum Absolute Standardized Mean Difference (ASMD) as a test of balance between a synthetic control unit and treated unit, and provide guidance on what constitutes a poor fit when using a synthetic control. We explore and compare other potential metrics using a simulation study. We provide an application of our proposed balance metric to the 2013 Los Angeles (LA) Firearm Study [9]. Using Uniform Crime Report data, we apply the SCM to obtain a counterfactual for the LA firearm-related crime rate based on a weighted combination of control units in a donor pool of cities. We use this counterfactual to estimate the effect of the LA Firearm Study intervention and explore the impact of changing the donor pool and pre-intervention duration period on resulting matches and estimated effects. We demonstrate how decision-making about the quality of a synthetic control can be improved by using ASMD. The mean and max ASMD clearly differentiate between poor matches and good matches. Researchers need better guidance on what is a meaningful imbalance between synthetic control and treated groups. In addition to the use of gap plots, the proposed balance metric can provide an objective way of determining fit.

Purpose The purpose of this paper is to analyse the impact of high-speed railway (HSR) on industrial pollution emissions using the data for 285 prefecture-level cities in China from 2004 to 2016. Design/methodology/approach The research method used in this paper is the multi-period difference-in-differences (DID) model, which is an effective policy effect assessment method. To further address the issue of endogeneity, the DID integrated with the propensity score matching (PSM-DID) approach is employed to eliminate the potential self-selection bias. Findings The results show that the HSR has significantly reduced industrial pollution emissions, which is validated by several robustness tests. Compared with peripheral cities, HSR exerts a greater impact on industrial pollution emissions in central cities. In addition, the mechanism test reveals that the optimised allocation of inter-city industries is an important channel for HSR to mitigate industrial pollution emissions, and this is closely related to the location of HSR stations. Originality/value Previous studies have paid more attention to evaluating the economic effects of HSR, however, most of these studies overlook its environmental effects. Consequently, the impact of HSR on industrial pollution emissions is led by using multi-period DID models in this paper, in which the environmental effects are measured. The results of this paper can provide a reference for the pollution reduction policies and also the coordinated development of economic growth and environmental quality.

Automatic train operation (ATO) systems are fast becoming one of the key components of the intelligent high-speed railway (HSR). Designing an effective optimal speed trajectory for ATO is critical to guide the high-speed train (HST) to operate with high service quality in a more energy-efficient way. In many advanced HSR systems, the traction/braking systems would provide multiple notches to satisfy the traction/braking demands. This paper modelled the applied force as a controlled variable based on the selection of notch to realise a notch-based train speed trajectory optimisation model to be solved by mixed integer linear programming (MILP). A notch selection model with flexible vertical relaxation was proposed to allow the traction/braking efforts to change dynamically along with the selected notch by introducing a series of binary variables. Two case studies were proposed in this paper where Case study 1 was conducted to investigate the impact of the dynamic notch selection on train operations, and the optimal result indicates that the applied force can be flexibly adjusted corresponding to different notches following a similar operation sequence determined by optimal train control theory. Moreover, in addition to the maximum traction/braking notches and coasting, medium notches with appropriate vertical relaxation would be applied in accordance with the specific traction/braking demands to make the model feasible. In Case study 2, a comprehensive numerical example with the parameters of CRH380AL HST demonstrates the robustness of the model to deal with the varying speed limit and gradient in a real-world scenario. The notch-based model is able to obtain a more realistic optimal strategy containing dynamic notch selection and speed trajectory with an increase (1.622%) in energy consumption by comparing the results of the proposed model and the non-notch model.
