At present, the allocation efficiency of regional scientific and technological resources is low, and there are few research studies on social equity and economic efficiency. Therefore, this paper puts forward the allocation method of regional scientific and technological resources based on rationality. With the support of rationality perspective, the evaluation model of reform path of regional scientific and technological resource allocation is constructed to analyze the economic benefits and equity benefits of regional scientific and technological resource allocation. According to the principle of optimum allocation of regional science and technology resources, three-dimensional structure is constructed to maximize national investment and benefit and determine the optimal Pareto of resource allocation to measure the efficiency of resource allocation. The evaluation index system of the reform path of resource allocation is constructed by selecting the evaluation index of the reform path of resource allocation. The benchmark platform of big data was selected to generate data sets to be processed, and the spark on yam platform was used to submit jobs and generate spark job running data sets. The operation performance prediction model was established to optimize the configuration parameters of regional science and technology resources. The analysis results show that the designed method has high configuration capability and good effectiveness.

Based on the analysis of several main evaluation index systems of regional science and technology (S&T) progress in-country and overseas, and refer to the idea of system dynamics and balanced scorecard, this paper explored the causality and dynamical structure of subjective and factor in index systems of regional S&T progress, probed its rules and relationship. After examined and reconstruction the statistical monitoring index system of S&T progress designed by Ministry of S&T in China, this paper putted forward a new framework of evaluation index system of regional S&T progress.

Through the establishment of a comprehensive evaluation index system, this paper analyzes the allocation of science and technology resources in the Yangtze River Delta urban agglomeration from 2014 to 2020, evaluates the allocation efficiency of science and technology resources from the perspective of multi input and output, and understands the advantages and disadvantages of regional resource allocation. The research results show that: (1) under the guidance of the national strategic policy of actively promoting the development of world-class urban agglomerations, the allocation efficiency of science and technology resources in various provinces and cities of the Yangtze River Delta continues to optimize, and the allocation level of some regions shows a rapid development trend; (2) R&D personnel and R&D funds are the core factors that affect the efficiency of science and technology resource allocation; (3) the marketization of resource allocation is helpful to improve its allocation efficiency; and (4) improving the transformation rate of scientific and technological achievements, opening up the channel for innovative products, technologies, and services to enter the market, and enabling innovative enterprises to make profits can provide strong and lasting incentives for the improvement of scientific and technological resource allocation efficiency. Based on the research conclusions, this paper puts forward countermeasures and suggestions to improve the allocation efficiency of scientific and technological resources in the Yangtze River Delta urban agglomeration from the aspects of human resources and material resources, and provides a theoretical reference for the coordinated and sustainable development of the Yangtze River Delta City Group under the background of the implementation of the urban agglomeration strategy and the construction of a scientific and technological infrastructure platform.

In order to build a scientific pre-evaluation system for the industrialization of local science and technology (sci-tech) achievements, based on the analysis of the characteristics and laws of the industrialization projects of sci-tech achievements, the pre-evaluation of the industrialization projects of sci-tech achievements at home and abroad, the importance of the pre-evaluation of the industrialization projects of local sci-tech achievements and the research methods, the pre-evaluation index system of industrialization projects of local sci-tech achievements has been established from six aspects: policy environment, technical performance, economic benefits, resource guarantee, organizational guarantee, and social benefits. The research took the smart manufacturing project in Xiqing District of Tianjin as the object of empirical analysis and applied the fuzzy analytic hierarchy process (FAHP) to comprehensively evaluate the project. The overall score of the smart manufacturing project was 87.639, and the evaluation result was good and in accordance with the actual situation. The feasibility and validity of the evaluation index system and the evaluation model are verified, the risks of economy and policy in the industrialization of sci-tech achievements are reduced, and the optimization rate of the industrialization project is improved, which provide a reliable basis for local governments to realize the industrialization of sci-tech achievements.

Considering the impact of science and technology resource allocation on regional innovation output, based on the inter-provincial panel data of 30 provinces in China from 1998 to 2017, this paper establishes a regional innovation output growth model, including science and technology resource input and science and technology resource allocation, and investigates the spatial relationship between regional innovation output and the allocation of science and technology resources, the effect of the inter-subjective configuration structure and inter-regional space re-allocation on regional innovation output. The research results show that there are obvious spatial autocorrelation agglomeration characteristics of China’s regional innovation output and science and technology resource input. The efficiency of the allocation of science and technology resources in the region is relatively low. The application-oriented research subjects with enterprise-oriented research are more efficient in investing in science and technology resources, and the promotion of regional innovation output is more significant. The investment in science and technology resources in neighboring provinces will have a significant inhibitory effect on the province’s innovation output. The regional mobility of science and technology resources has a significant role in promoting regional innovation output growth. The effect of science and technology personnel mobility on regional innovation output is better than that of technology capital flows.

Structurally-oriented biologists examine cells, tissues, organelles and macromolecules in order to gain insight into cellular and molecular physiology by relating structure to function. The understanding of these structures can be greatly enhanced by the use of techniques for the visualization and quantitative analysis of three-dimensional structure. Three projects from current research activities will be presented in order to illustrate both the present capabilities of computer aided techniques as well as their limitations and future possibilities.The first project concerns the three-dimensional reconstruction of the neuritic plaques found in the brains of patients with Alzheimer's disease. We have developed a software package “Synu” for investigation of 3D data sets which has been used in conjunction with laser confocal light microscopy to study the structure of the neuritic plaque. Tissue sections of autopsy samples from patients with Alzheimer's disease were double-labeled for tau, a cytoskeletal marker for abnormal neurites, and synaptophysin, a marker of presynaptic terminals.
