The Information and Communication Technology and Electoral Modernization: Lessons from the Philippines

This essay examines the history of electoral modernization in the Philippines from its beginning in the early 1990s to the present. The essay identifies the problems the country has encountered and accomplishments it has achieved and draws lessons from these experiences which may be useful for electoral modernization in other countries with similar socioeconomic conditions. It will become clear that not only the characteristics of the technologies but also political, legal, administrative, economic, and even socio-cultural factors have significant influence, both positive and negative, on the modernization process.

The new sources of light (laser and led) that have been invented and developed during the last fifty-sixty years have given origin to a true scientific and technological revolution. This article synthetically follows the main steps of the history of light, which started by studying the properties of solar emission, and introducing the concept of electromagnetic wave. At the end of the 19th century there was experimental evidence that it was necessary to complicate the approach by introducing the assumption that the electromagnetic energy is a discrete, and not continuous, quantity. The new concept led to design and realization of the laser and the led. Through the utilization of these sources fundamental progress was achieved in both science and technology, by deepening the description of wave-particle dualism and of the coherence concept, by putting on a completely new basis information and communication technology, and by giving new tools to industrial and biomedical sensing.

This paper presents some sociological debates involved in the new field of life sciences at the end of 20th century. From a bibliographic review concerning history of science and Social Studies of Science, it will be presented some particular sociological issues of the research on molecular biology and its historical evolution – the formation of speeches and legitimization; institutional arrangements and alliances in post-war period. We will focuses on the emerging systems of information and communication technology, ICTs. and how it transformed the biomedical research. The goal is to show briefly how molecular biology was built, from the post-war period to the end of the 90’s, and what was the main proceedings of interdisciplinary associations and technoscientific interactions in the life sciences agenda.

Information and communication technology is a set of tools or technology which in terminology includes all technical tools for processing and also disclosing informationInformation and communication technology, including media technology, has been growing in the era of globalization. The development of this technology has an impact on changes in people's behavior in the use of mass media and in the end also changes the pattern of effective community development in the digital era as it is today. The development of information and communication technology has brought many changes to human life in the world. Humans are able to penetrate time and space by using technology based on information and communication technology. This study uses secondary data obtained from the World Bank Indocator and the International Telecommunication Union. The method used is a quantitative method with panel data regression from 2010-2019 in eight Southeast Asian countries namely Brunei, Cambodia, Indonesia, Malaysia, Singapore, Philippines, Thailand and Vietnam. The variables used in this study are Economic Growth, ICT Trade Export, ICT Trade Import, Landline Telephone, Mobile Phone, Internet Users, Internet Secure Servers, Fixed Broadband, and Foreign Direct Investment. This study forms three models, namely model 1 for research on Trade Export of ICT, model 2 for research on Trade Import of ICT and model 3 for research on Economic Growth and ICT. The results showed that model 1 found only Fixed Broadband which had a significant influence on ICT exports. In model 2 there are Mobile Phone and Fixed Boradband which have a significant influence on the import of ICT. While in model 3 only Foreign Direct Investment has a significant influence on economic growth.

Aims: The study generally assessed the Technical Vocational Education Program of Davao del Sur School of Fisheries. Study Design: Quantitative-descriptive correlation. Place and Duration of Study: The study was conducted at the Davao del Sur School of Fisheries in Davao del Sur, The Philippines. The study was conducted for 10 months. Methodology: This study used the universal sampling for both sets of respondents; the teachers of TVE program and the Grade 10 students. There were 32 teachers and 322 students participated in the study. The Technical Vocational Education program was assessed in terms of library facilities and internet connectivity, Science laboratory facilities, TVE laboratory facilities and the use of information and communication technology. These were correlated to the academic performances of the students. Results: The findings of the study showed that in terms of population, 322 students were enrolled in the TVE program; majority of these students took the food processing technology course that comprised 39.45%. In terms of teachers’ qualification, 32 were Bachelor of Art or Bachelor of Secondary Education graduates. There were 18 out of 32 teachers who were teaching in TVE programs and the rest taught in other related courses. For qualification to teach in the Program, one- third of the total faculty was handling fish culture, while two third was teaching outside the flagship courses. In the assessment of the support learning facilities, the library, internet connectivity, science and laboratory facilities were described as “moderately adequate”; the TVE laboratory facilities was described as “very adequate”. In the assessment of the ICT in instruction, it was described as “very effective”. The study found significant relationship between the academic performance of the TVE students and the support learning facilities and between the academic performance of the TVE students and the used of information and communication technology (ICT) in learning. Conclusion: The school needs to maintain its support learning facilities and information and communication technology so that it can produce more competent TVE students. However, the school may look into industry partners so that actual application of students’ theoretical knowledge may be put into action. Moreover, tracer study may also be conducted to find the competitiveness and employability of the graduates.

Transportation is an essential part of human activity that allows people to move from one place to other places. Modern transportation systems refer to intelligent transportation systems (ITS). It has been proven that information and communication technology (ICT) has a significant role to improve the quality and security transportation services. ITS can be described as an integration of computer, electronics, and communication technologies and management strategies that can increase the efficiency and safety of transportation. The application is a platform that manages the vehicles, drivers, passengers, road operators, and managers in an environment that is suitable for everyone to communicate and interact. This chapter presents the history of transportation systems and the role of ICT to bring ITS in different transportation modes. The main motivation of the chapter is to survey the various technology-enabled ITS systems that have been in place, analyzing their strengths and providing recommendations for such ITS systems in developing countries to improve the governance.
