Neighborhood Context and Juvenile Recidivism: A Spatial Analysis of Organizations and Reoffending Risk

Leveraging point-level spatial data from the Phoenix area, we consider the role of nearby organizations as contextual factors that amplify or reduce reoffending risk among juvenile offenders after court completion. Using survival models, we examine whether residential proximity to seven types of organizations impacts risk of recidivism, net of neighborhood disadvantage and offender characteristics. Aggregate neighborhood disadvantage was not associated with reoffending risk and organizational findings were mixed. Low-level offenders with more total organizations nearby had a higher risk of new property offenses, while the risk of drug and violent reoffending nearly doubled for diversion youth residing near police facilities or detention centers. Individual demographics and prior offense histories remained the strongest, most consistent predictors of juvenile recidivism.

Little research has been done on the issue of fear and anxiety as critical motivators in an individual’s behavior as a juvenile in detention. This research studies adolescents who are serving sentences in juvenile detention centers and study at penitentiary schools, based on E. Hussliein’s projective method “School Fear Test” (School Angs Test or SAT). The data, through studied school situations, is obtained in a method free from conscious protection and organized according to the form and intensity of the subjects' fears and their fear-inducing stimuli. The case study involves a comparison of 50 male juveniles aged 14-18, half of whom were incarcerated, with the other half randomly chosen from a pool of boys who have never been incarnated. The research studies specific emotional-motivational characteristics emanating from the subjects’ school perceptions to assess the behavioral risks related to mental health and the internal psychological problems of juvenile offenders. The obtained data revealed that while there is a higher rate of physical manifestation of fear, there is a lower rate of future-oriented fear. This combination of affective and emotional traits makes adolescents more likely to engage in careless behaviors, which increases their risk of delinquency. Also, for imprisoned juveniles, a teacher’s personality is the most potent catalyst for inducing fear through demanding achievement in school situations. This data is important for educational settings and schools in penitentiary institutions to understand better the role of a teacher and their use of resources to prevent antisocial behavior and recidivism in adolescents. Mountains have distinct geography and are dynamic in nature compared to the plains. 'Verticality' and 'variation' are two fundamental specificities of the mountain geography. They possess distinct temporal and spatial characteristics in a unique socio-cultural setting. There is an ever increasing need for spatial and temporal data for planning and management activities; and Geo Information (GI) Science (including Geographic Information and Earth Observation Systems). This is being recognized more and more as a common platform for integrating spatial data with social, economic and environmental data and information from different sources. This paper investigates the applicability and challenges of GISscience in the context of mountain geography with ample evidences and observations from the mountain specific publications, empirical research findings and reports. The contextual explanation of mountain geography, mountain specific problems, scientific concerns about the mountain geography, advances in GIScience, the role of GIScience for sustainable development, challenges on application of GIScience in the contexts of mountains are the points of discussion. Finally, conclusion has been made with some specific action oriented recommendations.

В статье исследуются вопросы попечительства в отношении несовершеннолетних, отбывающих наказание в виде лишения свободы. Проблема, поднимаемая автором настоящей статьи, многогранна, касается различных аспектов отбывания наказания несовершеннолетними в воспитательных колониях и требует комплексного исследования, способного ответить на определенно значимый вопрос: является ли колония законным представителем находящихся в ней несовершеннолетних со всеми вытекающими из статуса законных представителей последствиями. При этом необходимо обращать внимание на специфику правового статуса лиц, отбывающих наказание в воспитательных колониях, которые, во-первых, являются несовершеннолетними, то есть не обладают дееспособностью в полном объеме и нуждаются в особой заботе, защите и представительстве, а во-вторых, осуждены за совершение тяжкого или особо тяжкого преступления, влекущего изоляцию от общества и определенные ограничения и лишения. Отечественное законодательство достаточно детально регламентирует особенности режима отбывания наказания в виде лишения свободы несовершеннолетними, не определяя при этом статуса воспитательных колоний, кем они являются: воспитателями, попечителями или исключительно учреждениями исполнения наказаний. Между тем правильное понимание значения и роли воспитательной колонии в жизни находящихся в ней несовершеннолетних преступников, по мнению автора, поможет избежать ряда проблем, объективно складывающихся в учреждениях подобного рода. С этой точки зрения предлагаемая тема представляет интерес не только для ученых-теоретиков, но и для практиков - сотрудников соответствующих учреждений. Особо следует подчеркнуть, что исследований по данной тематике в специальной литературе нет. Отдельные исследования, встречающиеся в современной литературе, касаются исключительно общего гражданско-правового статуса несовершеннолетних осужденных. Однако это обстоятельство может свидетельствовать только о новизне данной темы, но никак не об отсутствии самой проблемы. The article analyzes the issues of the status of educational colonies as guardians of minors serving a sentence of imprisonment. In fact, the problem raised by the author of this article is multifaceted, concerns various aspects of the serving of punishment by minors in educational colonies and requires a comprehensive study that can answer, it seems, a definitely significant question: whether the colony is the legal representative of the minors in it with all the consequences arising from the status of legal representatives in the form of duties and responsibilities. At the same time, it seems, it is necessary to pay attention to the specifics of the legal status of citizens serving sentences in educational colonies, who, firstly, are minors, i.e. do not have full legal capacity and need special care, protection and representation, and, secondly, are convicted of committing a serious or particularly serious crime, entailing isolation from society and certain restrictions and deprivation. Domestic legislation regulates in sufficient detail the peculiarities of the regime of serving sentences in the form of deprivation of liberty by minors, without determining the status of educational colonies. Who are they: educators, Trustees or only institutions of execution of punishments. Meanwhile, the correct understanding of the importance and role of the educational colony in the life of juvenile offenders in it, according to the author, will help to avoid a number of problems that objectively develop in institutions of this kind. From this point of view, the proposed topic is of interest not only for theoretical scientists, but for practitioners-employees of relevant institutions. It should be emphasized that there are no studies on this subject in the special literature. However, this circumstance can testify only about novelty of the given subject, but in any way about absence of the problem. It seems that the relevance and importance of a problem is not always measured by the number of studies devoted to it. Sometimes these its traits are manifest only under particularly careful consideration.

The article focuses on a less-discussed issue of social marginalization of people leaving penitentiaries, which is the prevalence of multifaceted health problems experienced by people in this category. It includes poor health status, resulting from, among others, poor housing conditions, harmful or risky lifestyle, and lack of access to medical services. Data from the District Inspectorate of the Prison Service in Lodz, Poland on the health conditions of inmates was accessed. These data were supplemented by qualitative research conducted in 21 juvenile detention centers and 8 prisons across the country, conducting direct observations and In-Depth Interviews (IDI). A total of 198 IDIs were conducted with incarcerated (72) and released (30) juvenile offenders, and incarcerated (68) and released (28) adult offenders. These were complemented by IDIs with experts (50) and Focus Group Interviews (FGIs; 8) with male and female inmates in 4 Polish prisons. The study revealed that mental and physical health is a serious obstacle to social reintegration of ex-prisoners. It is rarely addressed by state institutions. There are strong associations between neglect of health issues in the prison population and increasing social exclusion after leaving prison. As Poland has a restrictive penal policy, former prisoners remain a group with social stigma and little support.

The current study proposed to determine whether adolescent emotion regulation is predictive of the amount and type of crime committed by adolescent juvenile offenders. Despite evidence in the literature linking emotion regulation to behaviour problems and aggression across the lifespan, there is no prior longitudinal research examining the predictive role of emotion regulation on adolescent recidivism, nor data regarding how emotion regulation relates to the occurrence of specific types of crimes. Our primary hypothesis was that poor emotion regulation would positively and significantly predict re-offending among adolescents. We tested our hypothesis within a binary logistic framework utilizing the Pathways to Desistance longitudinal data. Exploratory bivariate analyses were conducted regarding emotion regulation and type of crime in the service of future hypothesis generation. Though the findings did not indicate a statistically significant relation between emotion regulation and reoffending, exploratory findings suggest that some types of crime may be more linked to emotion regulation than others. In sum, the present study aimed to examine a hypothesized relation between emotion regulation and juvenile delinquency by identifying how the individual factor of dysregulated emotion regulation may have played a role. This study’s findings did not provide evidence that emotion regulation was a significant predictor of recidivism over time but did suggest that emotion regulation is related to participation in certain types of crime one year later. Directions for future research that build upon the current study were described. Indeed, identifying emotion regulation as a predictor of adolescent crime has the potential to enhance current crime prevention efforts and clinical treatments for juvenile offenders; this is based on the large amount of treatment literature, which documents that emotion regulation is malleable through treatment and prevention programming.
