Risks of Arrest across Drug Markets: A Capture-Recapture Analysis of “Hidden” Dealer and User Populations

Capture-recapture methodologies have been used to estimate the size of the hidden population of active offenders on the basis of the observed properties of the truncated distribution of arrested offenders. We use this approach to estimate the odds of arrest of marijuana, cocaine, crack, and heroin dealers and users in one Canadian province (Quebec). Findings indicate that risks of being arrested are much higher for sellers than for consumers and that this gap widens for the more harmful drugs. Findings also show, however, that vulnerability to arrest was significantly higher for marijuana users than for others users and that dealers in the smaller but more harmful drug markets (crack and heroin) manage to experience lower aggregate risks of arrest than cocaine or marijuana dealers.

Methods are described for deriving personal and family histories of birth, marriage, procreation, ill health and death, for large populations, from existing civil registrations of vital events and the routine records of ill health. Computers have been used to group together and »link« the separately derived records pertaining to successive events in the lives of the same individuals and families, rapidly and on a large scale. Most of the records employed are already available as machine readable punchcards and magnetic tapes, for statistical and administrative purposes, and only minor modifications have been made to the manner in which these are produced.As applied to the population of the Canadian province of British Columbia (currently about 2 million people) these methods have already yielded substantial information on the risks of disease: a) in the population, b) in relation to various parental characteristics, and c) as correlated with previous occurrences in the family histories.

From 2011 to 2014 fossil fuel corporations trucked tar sands processing machinery along rural Idaho highways. The machinery was bound for the world's largest deposits of tar or oil sands, a heavy crude oil substance called bitumen, located in the western Canadian province of Alberta. These loads of machinery, what became known as megaloads, encountered much resistance. Throughout Idaho and the surrounding region, a network organized opposition. Neighbors, grassroots organizations, nonprofits, and the Nez Perce and other tribes all collaborated. They held information sessions, protested, waged legal battles, monitored the loads, and blockaded highways. What oil companies hoped would be a cost-effective solution for transporting their megaloads became a David versus Goliath, Coyote versus the Monster—to reference the Nez Perce creation story—struggle to protect rural and indigenous ways of life and sovereignty, and the planet.
