Post-war property reforms in transitional Cambodia plunged the country into new conflict: a war of land. Under the guise of ‘beautification’, 11% of the capital’s residents have been displaced in under two decades in a wave of violent gentrification, enacted through forced eviction and dispossession. Mounting resistance shows signs of taking effect, however, evincing a turning point in state–society relations. Here, the government has trialled a new approach, moving from techniques of violent expropriation towards a conciliatory method, built on dialogue, consultation and negotiation. Responding to calls for more work on resistance to gentrification and success in the fight to stay put, in this paper, I investigate these claims, bringing the literatures on gentrification and post-politics to bear on the evictions crisis in Cambodia. Drawing on testimony of former residents and media analysis, I examine techniques of removal and resistance in a case study of the eviction and demolition of Cambodia’s White Building (1963–2017). I argue that recent shifts are not an abandonment of the state’s compulsion to expropriation, exclusion and expulsion but a subtle modification of its gentrification strategy: away from the naked coercion associated with its own kleptocratic variant of authoritarian neoliberalism towards the post-political manufacture of hollow consent.

Egypt as a developing country aims to promote sustainability among its various sectors. Noticing the need for promoting better life among local communities, as the corner stone for promoting sustainable development, the government has initiated a number of private and public attempts that aimed for utilizing the local communities as a catalyst for promoting sustainability. After 3 decades of real attempts for promoting local sustainability approaches most of the attempts has failed to achieve its objectives. The research aims to introduce an innovative practical approach that would have the ability to overcome the defined deficiencies of the existing approaches and to practically promote sustainability among local communities. The research methodology will depend on an analytical comparative analysis of the existing sustainability local communities frameworks based on which the deficiency and contributions of the current situation can be defined. Then based on theoretical analysis the research is to innovate and introduce a new approach for promoting local sustainable communities, ’Foundation and Pillars for Sustainable local communities’ (FPSLC). The developed framework was then applied to Damietta Governorate as a case study where it was tested and proven. The research developed frame work is requested by the development agencies in Egypt to enable the achievement outputs and result of this research can be summarized in the formulation of the conceptual framework for sustainable development and mechanisms leading to realizing self sufficiency within the competitive industries through the introduced pillars of development.

In this contribution, I use the breakup – just short of the 2017 General Election – of Japan’s former second biggest political party, the Democratic Party of Japan (DPJ), as a case study so as to assess the practical implications of splits and realignments in the most relevant party split in Japan since the DPJ was ousted from government in 2012. First, I examine DPJ’s origin as an umbrella for ideologically diverse groups that opposed the conservative Liberal Democratic Party (LDP) – the government party in Japan throughout most of its post-war history, its tendency to factionalism, and the oftentimes damaging role the factional dynamics played in the party’s decision-making process throughout the years. In the case study, it is understood that the creation of the Party of Hope – a split from the LDP, and the salience of constitutional issues were exogenous factors particular to that election, which helped causing the DPJ split.

Sri Lanka saw an unprecedented degree of anti-Muslim sentiment followed by violence perpetrated by certain extremist elements in recent years. This article primarily examines the implications of anti-Muslim violence that occurred from Aluthgama to Digana and the causes behind the violence. The article shows that anti-Muslim sentiment is manifested in several dimensions: campaigns against Halal, Muslim attire, cattle slaughter, and attacks on mosques and Muslim-owned businesses. This manifestation has resulted in violence against Muslims, causing massive damages to their properties. The study argues that fear of growing Muslim population, economic competition with Muslims, Mahavamsa mentality, and exceptionalism to Buddhist clergies, fear of Islam, and formation of ethnic-based political parties are the causes of anti-Muslim sentiment which later culminated in the form of violence. Therefore, the government needs to enforce law and order equally on all citizens and ensure a policy of multiculturalism and tolerance is strictly maintained.

This paper looks at the difficulties experienced by both government and industry with the imposition of an accelerated defence programme in the early 1950’s. Shortages in manufacturing capacity, labour and resources forced government to interfere in industry at a time when it was believed that in order to regenerate Britain’s export potential industry had to be freed from the legacy of wartime controls. The impact was not, however, evenly spread but tended to cluster around the engineering industries. Apart from the obvious damage that this would cause to the export drive there was the added and less easily quantifiable problem that directing defence manufacturing to these industries rigidified a regional industrial structure despite government’s realisation of the need for a reevaluation of Britain’s industrial/regional heritage. This paper questions the thesis that the impact of the defence programme was marginal. While accepting the evidence that industry was at times reluctant to observe direction from Government and that indeed much of the programme was not fulfilled, examination of material from the government departments concerned with the programme shows that a confusion of aims may well have helped to undermine industry’s development in this crucial phase of post-war reconstruction.

The role of state actor in refugee protection is seriously limited by the “nationalism” nature of a nation-state. In particular, there has been a lack of attention from Indonesia as implied by non-ratifying choice taken by the government. The problem here with this approach is, refugee’s rights are viewed as entitlement from state and should conform with the state’s interest. Thus, there needs to be a new approach in pursuing a refugee protection regime. This paper shifts the focus from the role of state to the roles played by other actors. This paper gives a particular focus on Refugee Community Housing in Sewon, Daerah Istimewa Yogyakarta. The Community Housing is an initiative from International Organization for Migration (IOM) which provides temporary settlement as well as living allowance for refugees. Our preliminary study found that the coordination among IOM, Jesuit Refugee Service (JRS)–an international NGO working to assist refugees, and Immigration Office of Yogyakarta—has to some extent demonstrated a better service and treatment to refugees than state’s philanthropy in general. Some limitations remains exist, but overall, community housing provides a foundation for a civil society-based refugee protection.

Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Building on the picture of post-war Anglo-Danish documentary collaboration established in the previous chapter, this chapter examines three cases of international collaboration in which Dansk Kulturfilm and Ministeriernes Filmudvalg were involved in the late 1940s and 1950s. They Guide You Across (Ingolf Boisen, 1949) was commissioned to showcase Scandinavian cooperation in the realm of aviation (SAS) and was adopted by the newly-established United Nations Film Board. The complexities of this film’s production, funding and distribution are illustrative of the activities of the UN Film Board in its first years of operation. The second case study considers Alle mine Skibe (All My Ships, Theodor Christensen, 1951) as an example of a film commissioned and funded under the auspices of the Marshall Plan. This US initiative sponsored informational films across Europe, emphasising national solutions to post-war reconstruction. The third case study, Bent Barfod’s animated film Noget om Norden (Somethin’ about Scandinavia, 1956) explains Nordic cooperation for an international audience, but ironically exposed some gaps in inter-Nordic collaboration in the realm of film.

There are several International Olympiads for secondary school students (for example, mathematics, physics, chemistry, biology and informatics). These Olympiads are not just a science competition, but a means to care for talent in the particular science. The goal of this paper is to identify the necessary topics important for good results at these international contests, and to compare the contest systems for the countries in South Eastern Europe, in the field of Informatics (Computer Science), as a region that is one of the prominent world regions in the context of high results in the international competitions. Here, we provide comparison through detailed analysis of several countries, and further we present a new approach that may be used to compare the achievements of the countries based on the results that students achieved at these competitions. Finally, we present an application of this approach on the results of some of the discussed countries compared to Macedonia. We strongly believe that the paper will provide a valuable content and approach for the entities involved in the organization of the contests, to measure their results compared to other countries, to use the information for improvement, and to use their achievements to raise awareness among the government institutions and companies in order to get support from them.
