Open Science and Feminist Ethics: Promises and Challenges of Open Access

Open science advocates argue that making data sets, studies, methodologies, and other aspects of research free from publication fees and available to scholars will increase collaborations, access, and dissemination of knowledge. In this article, I argue that open access policies and practices raise both feminist and ethical issues. I reflect on the five themes of feminist ethics identified 20 years ago by a task force of the Society for the Psychology of Women. I update the themes with recent scholarship of feminist philosophers and ethicists, and I use the themes to raise questions about the promises and challenges of open access. Throughout, I offer suggestions for all who seek to make knowledge of human psychology more complete and more accessible to more people. I conclude by offering recommendations informed by feminist ethics to those building the policies and practices of open access.

El objetivo de este trabajo consiste en analizar los principios teórico-metodológicos relacionados con la descripción de los datos de investigación. Se realizó un análisis sobre el estado de la cuestión de los datos de investigación, en cual se abordan aspectos de su citación, descripción y sistematización. Se identificaron y analizaron los elementos de metadatos para la descripción de conjuntos de datos de investigación que se incluyen en el DataCite Metadata Schema, con el propósito de crear una propuesta de perfil descriptivo aplicable a estos conjuntos. Se estima que, si los datos de investigación se encuentran debidamente descritos, entonces se fomentará en mayor grado su accesibilidad y reutilización. Para ello, es necesario que las instituciones académicas y de investigación participen en la generación de políticas de acceso abierto a sus datos de investigación. The objective of this work is to analyze the theoretical-methodological principles related to the description and accessibility of research data. Hermeneutics and discourse analysis were applied to literature specialized in: research data; access and description of research data; data repositories. Metadata elements for the description of research datasets that are included in the DataCite Metadata Schema were identified and analyzed, in order to create a descriptive profile proposal for research data sets, which can be applied in the data repositories. If the research data is properly described, then its accessibility and reuse will be further promoted. To do this, it is necessary for academic and research institutions to participate in the generation of open access policies for their research data.

This paper analyses the set of scientific publications in open access, other than journals (monographs, conferences proceedings, teaching materials and grey literature), published by Spanish public universities, studying their volume, documentary typology, level of description and open access policies with the aim of measuring their degree of incorporation and compliance with the principles of Open Science. An exhaustive review of the disposed material in open access by these publishers has been carried out, which has allowed to make a diagnosis of their level of open access publishing. Grey literature is the most common documentary type followed by the monograph, in the open publication of these publishers that does not reach even 5% of the average editorial production. The results allow us to conclude that the academic publishing, and more specifically the academic books in open access, still has a very reduced presence within the editorial production of these institutions. Resumen Este trabajo analiza el conjunto de las publicaciones científicas en acceso abierto, distintas de las revistas científicas (monografías, actas de congresos, materiales didácticos y literatura gris), dispuestas para su consulta por las editoriales universitarias públicas, estudiando su volumen, tipología documental, nivel de descripción y políticas de acceso abierto con el objetivo de medir el grado de incorporación y cumplimiento de los principios de Ciencia Abierta. Se ha llevado a cabo una exhaustiva revisión del material publicado en acceso abierto por estas editoriales que ha permitido establecer un diagnóstico de su nivel de edición en acceso abierto. La literatura gris es el tipo documental más frecuente seguido de la monografía, en la publicación en abierto de las editoriales universitarias que no alcanza ni el 5% de la producción editorial universitaria. Los resultados permiten concluir que la publicación académica, y más concretamente el libro en acceso abierto, sigue teniendo una presencia muy reducida dentro de la producción editorial de estas instituciones.

This paper addresses the integration of a Named Entity Recognition and Disambiguation (NERD) service within a group of open access (OA) publishing digital platforms and considers its potential impact on both research and scholarly publishing. The software powering this service, called entity-fishing, was initially developed by Inria in the context of the EU FP7 project CENDARI and provides automatic entity recognition and disambiguation using the Wikipedia and Wikidata data sets. The application is distributed with an open-source licence, and it has been deployed as a web service in DARIAH's infrastructure hosted by the French HumaNum. In the paper, we focus on the specific issues related to its integration on five OA platforms specialized in the publication of scholarly monographs in the social sciences and humanities (SSH), as part of the work carried out within the EU H2020 project HIRMEOS (High Integration of Research Monographs in the European Open Science infrastructure). In the first section, we give a brief overview of the current status and evolution of OA publications, considering specifically the challenges that OA monographs are encountering. In the second part, we show how the HIRMEOS project aims to face these challenges by optimizing five OA digital platforms for the publication of monographs from the SSH and ensuring their interoperability. In sections three and four we give a comprehensive description of the entity-fishing service, focusing on its concrete applications in real use cases together with some further possible ideas on how to exploit the annotations generated. We show that entity-fishing annotations can improve both research and publishing process. In the last chapter, we briefly present further possible application scenarios that could be made available through infrastructural projects.

One of these  components would be open repositories based on open source software  with free access to researchers. Open access policies are essential, as are open infrastructures and open contents. Repositories can support this openness by offering open licenses, open metadata , the possibility to use open formats  and open thesauri.  Another principal point is transparency. Open peer review should be possible, and the description of processes should also be transparent. Of course, an open license should provide all data types and metadata as well.It is important to help researchers to make their results visible and accessible and to encourage them to publish in OA-Journals and use repositories for the underlying data. Open Access Policies are supporting these efforts. Open data can be freely used, modified, and shared by anyone for any purpose. In order to do so, Open Licenses are required.Also Metadata are important components of the Way  to Open Science. Metadata are data about data which should be free of all restrictions on access, structured and based on standards.Open formats are defined by a published specification and are not restricted in their use. They are mainly used by open-source software. Open Thesauruses are freely accessible for everyone without costs and with a free license.Open Processes should be documented, transparent, repeatable and reusable.An open peer review process is also  a step  forward to Open Science. Authors and referees are no longer anonymous. The whole process and the decision letters are open.Of course Open licenses allow the reuse of any work or data without any restrictions.The lecture will deal with various aspects of open science and focus on the role of repositories – with all chances and challenges.

The traditional route of publishing an article and moving on to the next project is changing, where authors need to consider making their research more open. Open access (OA) is one open science concept that is often put forward as an approach that should be adopted to make research freely available to the public. However, while different entities can offer guidance, help, and nudges to authors to try and promote the practice of OA, it will not become a norm until the authors themselves adopt it into their own practices. Um recurso imprescindível ao desenvolvimento da Ciência Aberta é ter padrões mínimos de informação sobre Política de Acesso Aberto nas instruções aos autores. Foram analisadas n=93 instruções aos autores de periódicos de Ciências da Saúde da Coleção SciELO Brasil.  Observou-se que os periódicos estão disponíveis na Web, possuem ISSN Versão online, não contemplam informações divulgação em recursos digitais, refletem o modelo impresso em suas diretrizes, não informam sobre a disseminação da produção científica por meio de redes sociais, revistas secundárias e repositórios institucionais ou temáticos.  A ausência de tais estímulos nas instruções aos autores não apoia as Políticas de Acesso Aberto. INSTRUCTIONS TO AUTHORS CAN ENCOURAGE THE OPEN ACCESS IN BRAZIL?AbstractAn essential resource for the development of the Open Science is to have minimum standards of information about Open Access Policy in the guidelines. Were analyzed n = 93 instructions to journal authors of Health Sciences Collection SciELO Brazil. It was observed that the journals are available on the web, have ISSN online version, does not include disclosure information in digital resources, reflect the printed pattern in its guidelines, do not report on the dissemination of scientific production through social networks, secondary journals and repositories institutional or thematic. The absence of such stimuli in the guidelines does not support the Open Access Policies.

Watch the VIDEO of the presentation.To support the transition to Open Access (OA ), the Royal Society of Chemistry introduced the Gold for Gold initiative in 2012, rewarding all institutions subscribing to RSC Gold with voucher codes to make papers available via OA, free of charge.The ‘Gold for Gold’ scheme started as a pilot for the UK only and was rolled out to universities and research institutes in the rest of the world in 2013. In 2015 more than 700 customers qualified for this project and over 10,000 voucher codes were issued.We will provide background information and figures about the usage of the vouchers and acceptance of the project. We will review if there is a traceable record of success,  what effect the Gold for Gold project has on the RSC publications, if there is any measurable global impact; and finally what changes to expect in the future.With this presentation we want to support and add to the discussion around transition to Open Access, to promote Open Science and encourage further development of open access policies.
