China in the Shadow of Russia: Covert Tools for Expanding China’s Influence over Kyrgyzstan’s Security

The article examines the set of tools that China is using to expand its influence in Kyrgyzstan’s security sphere and the relationship of these actions to Russia’s traditional role in the region. Through in-depth interviews with experts in the military field, the authors conclude that Beijing is gradually ‘maximising power’ in relation to Russia, which still occupies a leading position in Central Asia (including education and the supply of weapons), in a manner that is non-aggressive and covert. These actions are reflected in the non-institutionalised nature of China’s interactions with countries in the region, which are more beneficial, in contrast, to institutionalised mechanisms. Beijing is betting on its ‘safe city’ system in Central Asia, which will allow the country to solve its own internal problems (Uyghur separatism, terrorism) while also strengthening Chinese influence in the security sphere by permitting it access to the data of Kyrgyz citizens and by making Kyrgyzstan more financially dependent on China; its educational programs for security service employees in Central Asia, which will, in turn, prepare the ground for the legalisation of the activities of Chinese PMCs (military contractors or ‘private military companies’).

There is a considerable amount of literature on leadership, particularly as it relates to organizations, government, and the military. However, educators and psychologists know considerably less about early precursors of leadership, how leadership develops in youth, possible gender differences, and the relationship of leadership, intelligence and creativity. A global consensus exists that leaders are needed and that we shouldn't delay the early development of leadership skills. The authors propose a model to enhance creative leadership and introduce a teacher-completed rating scale, the Gifted Rating Scales to help accomplish this. As demonstrated, there are possibilities to detect early creative and intellectual giftedness among children and youngsters in the classrooms and expectations to move from a basic level of competence to reach an elite or expert level in any field, facilitating the emergence of leadership.

The purpose of this paper is to provide an overview of the differences in the strength of social capital that is bonding and bridging two community groups, namely land-dwellers and Sama Bajo boat-dwellers in three islands in Wakatobi Marine National Park. This study used a post-positivistic research paradigm, and the primary data were collected by using a questionnaire to 240 respondents who represented the group of land-dwellers and Sama Bajo boat-dwellers on the islands of Wangi-wangi, Kaledupa, and Tomia. This research was also supported by qualitative data through in-depth interviews from several informants and desk studies. The results showed that bridging social capital relations tend to be weak in the two forms of interactions between the Sama Bajo and the land-dwellers on Wangi-wangi Island and Kaledupa Island, while bridging social capital tend to be secured in Tomia Island. We found that the social context through the historical links in the past and identity played a role in the relationship of bridging social capital and bonding social capital in the three communities as an analytical unit of this research.

This chapter considers the relationship of Early Buddhism to Chinese thought during the Warring States period (ca. 450 BC–221 BC). Chinese thought was in a nearly constant state of flux, if not turmoil, during the Warring States period, which began shortly after the death of Confucius. Ideas related to the Early Buddhism attested in the fragments of Pyrrho and Megasthenes are clearly present in Warring States writings, especially Early Taoist texts, including the Laotzu, the Chuangtzu, as well as the anonymous Jade Yoga Inscription. Some of the Early Taoist material is approximately contemporaneous with Pyrrho and Megasthenes. It seems that this material's appearance in China is connected to the fact that Central Asia, including Bactria and Gandhāra, was part of the Achaemenid Persian Empire down to Alexander's invasion and conquest of the region in 330–325 BC.

Modernization and globalization have spread the ideology of capitalism and materialistic rationalism throughout the world. It has created transformation not only in the socio-cultural and economic aspects, but also in religion practice. One of the Hindu’s practice phenomenon that prevails nowadays in Denpasar is a certain dynastic lawsuit against shiva-sisya relationship (patron-client), which became a tradition in Hindu’s practice in Bali.The purpose of this study is to understand and explain the background of the shifting in shiva-sisya (patron client) relationship and the implications of this shift within Hindu’s practice or religiosity in Denpasar city. To answer the purpose of this study cultural studies approach was used with qualitative analysis. Techniques for collecting data were through in-depth interviews, observations and analysis of the related documents. This study used theories: Patron-Client by James Scott, Structuration by Giddens and Modernization/social change of Marx. Based on the analysis of the collected data, this study has found that the underlying shift in the relationship of shiva-sisya (patron-client) within Hindu’s practice in Denpasar city was the appearance of the religious power decentralization, the strengthening of the market ideology within Hindu’s practice and structured social relations. The implications of that shift, which happen to be the religion privacy and the emergence of Hindu’s internal friction in religious practice in Denpasar city.

The Tamil Hindu ethnic community is spread across Indonesia, the majority live in Medan North Sumatra. Obiyem ritual is a religious activity believed by the Tamil Hindu ethnic community. The ritual has existed since the time of Bharatayudha and it is believed to eliminate bad karma for anyone who participates and performs the ritual. This ritual also obliges the devotees to make offerings to the Gods and Goddesses as a form of gratitude for giving abundance, maintain and protecting the universe. With the existence of ritual communication, the Tamil Hindu ethnic community in Medan can communicate and relate to the creator through the Obiyem ritual. This tradition is still carried out by the Tamil Hindu ethnic community to this day. The purpose of this study is to find out how the ritual communication is at the ceremony to the Tamil Hindu ethnic in Medan and what preparations are needed when the ritual is performed. Theories used in this research are communication theory, ritual communication and transcendental communication.The research method used was a phenomenological method with a qualitative descriptive approach. The data were obtained from in-depth interviews with three sources who understood about the ritual of Obiyem. The conclusion of this study is the ritual of Obiyem is a media used to communicate between humans and the Creator so that all bad karma is eliminated. It is also strengthen the relationship of Tamil Hindu ethnic society.Masyarakat etnis Tamil Hindu di Indonesia mayoritas berada di kota Medan, Sumatera Utara. Ritual Obiyemmerupakan kegiatan keagamaan bagi etnis Tamil Hindu. Ritual Obiyemsudah ada sejak zaman Bharatayudha. Ritual ini dipercaya bisa menghapuskan karma buruk bagi siapapun yang ikut serta dan melakukan ritual ini. Ritual ini juga mewajibkan para jemaah untuk memberikan persembahan kepada para dewa dan dewi sebagai bentuk terima kasih karena sudah memberi kelimpahan, memelihara dan menjaga alam semesta. Dengan adanya komunikasi ritual masyarakat etnis Tamil Hindu di Medan dapat berkomunikasi dan berhubungan dengan sang pencipta melalui ritual Obiyem. Ritual ini masih dilaksanakan oleh masyarakat etnis Tamil Hindu sampai saat ini. Penelitian ini ingin mengetahui bagaimana  komunikasi ritual Obiyempada etnis Tamil Hindu di kota Medan dan apa saja persiapan yang dibutuhkan pada saat ritual Obiyem dilakukan. Teori yang digunakan dalam penelitian ini adalah teori komunikasi, komunikasi ritual dan komunikasi transendental. Penelitian ini menggunakan metode fenomenologi dengan pendekatan deskriptif kualitatif. Data diperoleh dari hasil wawancara mendalam dengan narasumber yang mengetahui ritual Obiyem. Kesimpulan dari penelitian ini adalah ritual Obiyemmerupakan media yang digunakan untuk berkomunikasi antara manusia dan sang pencipta untuk menghapuskan karma buruk. Komunikasi ritual ini juga dilakukan untuk mempererat hubungan masyarakat etnis Tamil Hindu.

Animal husbandry in Indonesia is one way to meet food needs in Indonesia. The people's farm school program has now become a national program known as the people's livestock center. . One of the results of cattle raising is to increase family income. The research aims to produce an analysis of the level of participation of members in activities, analysis of the level of income of members, and analyze the relationship of the level of participation with the level of income of SPR members Muara Tigo Manunggal. The study uses survey methods with quantitative data in the form of questionnaires which are supported by qualitative data in-depth interviews with DPPT members. The number of respondents in the study was 34 people by taking 20 percent of the population. The results showed the level of member participation in SPR activities was still relatively low, the level of farmers' income was moderate, and there was a relationship between the level of participation and income level. Keywords: animal husbandry, food needs, income levels, participation, sekolah peternakan rakyat ABSTRAK Peternakan di Indonesia merupakan salah satu cara untuk pemenuhan kebutuhan pangan di Indonesia. Program sekolah peternakan rakyat sekarang telah menjadi program nasional yang dikenal dengan sentra peternakan rakyat. . Hasil dari ternak sapi salah satunya adalah untuk meningkatkan pendapatan keluarga. Penelitian bertujuan untuk menghasilkan analisis tingkat partisipasi anggota dalam kegiatan, analisis tingkat pendapatan anggota, serta menganalisis hubungan tingkat partisipasi dengan tingkat pendapatan anggota SPR Muara Tigo Manunggal. Penelitian menggunakan metode survei dengan data kuantitatif berupa kuesioner yang didukung oleh data kualitatif wawancara mendalam dengan anggota DPPT. Jumlah responden dalam penelitian adalah 34 orang dengan cara mengambil 20 persen dari populasi. Hasil penelitian menunjukkan tingkat partisipasi anggota dalam kegiatan SPR masih tergolong rendah, tingkat pendapatan peternak tergolong sedang, dan terdapat hubungan antara tingkat partisipasi dengan tingkat pendapatan.Kata Kunci: kebutuhan pangan, partisipasi, peternakan, sekolah peternakan rakyat, tingkat pendapatan

In order to meet the military requirements of the fuze, such as precision strike, efficient mutilates ability and low collateral damages, the microminiaturization is an inevitable trend of secure system. Based on the silicon-based MEMS S&A device designed by our term, the design principles of each module and fabrication process are introduced. The average fracture strength and Young's modulus of the silicon are 726 MPa and 175 GPa from the tensile test, respectively. From Hopkinson impact experiment, we can get the threshold-value judging mechanism being safety under the impact overload of 20526 g, and this value is much more than the standard of the drop overload 12000g; the arming value under the centrifugal overload obtained from theory, simulation and experiment is at the range of 28200 g and 32000 g, it shows that the threshold-value judging mechanism can be arming compared with the value 35951g of design principle. Therefore, the threshold-value judging mechanism can meet the design requirements of overload. Furthermore, the relationship of fracture threshold-values obtained by different theories is found out through parametric design method, as shown in Figure 14, it provides the theory evidence to the follow parametric design.

An inevitability that natural disasters such as earthquakes will be perceived differently by different individuals within a community, some may perceive earthquakes as a natural occurrence plain and others perceive in transcendental meaning (the relationship of creatures and their Lord), namely the relationship causality between human behavior on the one hand as the cause and the punishment of God through the natural disaster on the other side as a result. This study aims to (1) determine how the perception of Gili Trawangan people to the cause of earthquake that has ever happened, (2) to determine the factors that affect the perception of Gili Trawangan people to the cause of earthquake. This research is down with qualitative paradigm, and case study research as design. Then, the technique of purposive samping and snow ball sampling are used to determine some key informans and support informans.  As for in-depth interviews, observation, and documentation are some of the data collection techniques. The research showed that the majority of Gili Trawangan people (71%) perceive that all behaviour and activity of Gili Trawangan community, then the type of tourism business that correlate to party activity, promiscuity, alcohol, as the cause of the earthquake. As for the small percentage (16%) of Gili Trawangan people who are the owner of tourism business perceiving that the earthquake is a natural phenomenon that occurs naturally due to the cyclical annual. As for those who perceive ambiguously are their backgrounds as tourism workers, such as waiters, porters, coachman of horse cart, and others, the amount are 14%. Perception ambiguous question in this research is at one time informants perceive that the cause of the earthquake transcendentally based on religious beliefs but at the same time agree well with the perception that the earthquake is a natural annual cycle. The factors that influence the perception of the above is the level of education, various professions, understanding delivered by preachers and religious leaders, and presentation of information from the mass media.
