Integrating Power and Gradual Institutional Change in Public Relations History: The Case of the People’s University in North Carolina After the Civil War

Drawing on the theory of gradual institutional change, this study analyzed the post-Civil War college reform efforts in North Carolina, integrating power with public relations history. Reformers worked under harsh institutional circumstances where resident elites held high veto power, while reformers had a low level of discretion for interpreting college education. Notwithstanding, reformers adopted layering tactics, introducing new rules of education for all alongside existing ones of education as legacy, for gradual institutional change. Specifically, reformers maintained a calm and objective tone, focusing on the universal value of education, both publicly and through anonymous publications in hostile press venues.

Two low-level armed conflicts, Indonesia’s East Timor and Ivory Coast’s post-2010 election crises, provide detailed qualitative evidence of highly structured intergovernmental organizations (IGOs) engaging in effective civil warpreventing activities in member-states. Highly structured IGOs threatened and sanctioned each of these states and offered (long-term) benefits conditional on successful crisis resolution. The governments were aware of and responded to these IGOs’ concerns, as did the rebels in these respective cases. The early stages of the conflict in Syria in 2011 provide a counterpoint. With Syria’s limited engagement in only few highly structured IGOs, the Syrian government ignored international calls for peace. And, without highly structured IGOs’ counterweight to curtail the government, the rebels saw little reason to stop their armed resistance. The result was a brutal and deadly civil war that continues today.

This article uses the R. G. Dun and Company credit ratings to analyze North Carolina black businessmen and their firms in the fifteen years following the Civil War. When combined with data in local histories and in the federal census, the credit ratings reveal how the postbellum black business community, especially the mulatto population, was significantly shaped by antebellum emancipation. Blacks who shared the advantage of prewar freedom employed their superior financial resources and business experience to dominate their local economies after the war. Further, both as individuals and collectively, blacks used their newly acquired political power to foster economic opportunities in ways hitherto unrecognized by both political and business history scholars.
