What Coalition Factors Foster Community Capacity? Lessons Learned From the Fighting Back Initiative

Coalitions build community capacity by encouraging local organizations to expand services, programs, or policies (i.e., organizational capacity). The aim of the study was to identify coalition factors—resources, lead agency, governance, and leadership—that foster organizational capacity. Thirteen coalitions funded by Robert Wood Johnson Foundation's Fighting Back (FB) Initiative were examined in a multiple-site case study where coalition served as the unit of analysis. Organizational capacity was measured by creating a scale for each community based on changes in programs, services, or policies among eight types of organizations. Both qualitative and quantitative analyses were conducted to identify relationships among organizational capacity and coalition factors. FB sites with greater organizational capacity shared seven characteristics: received more funds for coalition building; delayed establishing new lead agencies; were housed in agencies supportive of FB; maintained stable, participatory decision-making bodies; cultivated active involvement of local government; practiced collaborative leadership; and had effective, long-serving project directors.

In regional Australia there is a growing interest and investment in community capacity building and this is beginning to be formalised in a desire to integrate information communications technology opportunities with other forms of community development. This paper explores the opportunity for greater social integration based on the formation of community-based information communication technology (ICT) driven organizations, using a case study approach.  It is suggested that whether disseminating information, collaborating with other communities, assisting the development of new industries, or simply by sharing the lessons learned along the way, community-based IT can assist and support a community’s economic and social development.  Further, the paper supports the view that, where understanding and developing new forms of information technology through community informatics is accepted as an integral part of such development, communities will not just ‘improve the old’ but will more radically restructure themselves towards a knowledge-based future. The case study that underpins these observations is that of the development of Bay Connect, a community-based Internet development and training project, begun in Hervey Bay with Networking the Nation support, and which is now expanding into the adjacent Maryborough and surrounding Shires. It is also supported by the University of Southern Queensland’s Wide Bay and has an emergent role in supporting new and existing IT businesses, Bay Connect and the Hervey Bay City Council, in the creation and nurturing of an IT skills base within the region.

Purpose – The purpose of this paper is to describe the case of Buurtzorg Nederland as a good practice example of integrated care, focussing in particular on the organizational aspects of its innovation. As the field of integrated care is still in many ways in its infancy, it is hoped that lessons learned could help other agencies and other systems seeking to reform community-based care. Design/methodology/approach – Drawing on a grounded approach, this case study is based on individual interviews with 38 respondents comprising staff, founder, co-founders, coaches, nurses, clients and a trainer and analysis of internal company reports. Findings – Based on the case study the authors suggest an integrated approach as the main explanation of the good practice at Buurtzorg rather than a focus on one single concept such as management structure, information and communication technology, community-based care or a patient focus. Next to the multi-level approach it furthermore shows a multi-dimensional approach as explanation for its success. In this perspective the primary process is the leading process but fully supported by the secondary process containing support facilities from a head office of the organization. Practical implications – Buurtzorg Nederland has been awarded with several prizes for its good management practice in integrated care and attention internationally is growing. Originality/value – This paper provides the first case study write-up of the Buurtzorg model for an international audience, based on extensive research to be published in an international book.

The Turtle Lodge International Centre for Indigenous Education and Wellness in Sagkeeng First Nation, Manitoba, is leading the way in exemplifying and cultivating sustainable self-determination. This is a holistic concept and process that recognizes the central role that land and culture play in self-determination, and the responsibility to pass these teachings on to future generations. This article links theory and practice in the emerging scholarship on sustainable self-determination and examines how Turtle Lodge embodies sustainable self-determination through traditional governance and laws, respectful and reciprocal relationships, cultivation of cultural revitalization and community well-being, and efforts to inspire earth guardianship. Turtle Lodge’s experience underscores the importance of understanding sustainable self-determination as a flexible, community-based process. This case study fits within recent calls in the literature for a shift from a rights-based to responsibility-based self-determination discourse and demonstrates some of the challenges and lessons learned that might support other communities pursuing similar actions.

This case study presents and discusses the psychosocial support program (PSP) that was conducted in the Republic of Maldives following the 2004 Indian Ocean tsunami disaster. The PSP intervention included providing psychological first-aid training to counsellors and teachers, modifying a teacher's manual and training teachers to share its contents with peers, and conducting a training workshop so that professionals could take over the implementation of the PSP. This article also examines the five strategies involved in general PSPs, which include: using a community-based approach; ensuring that interventions are contextually, culturally, and linguistically appropriate; empowerment; community participation; and active involvement. This review found that PSPs were effective during the emergency and reconstruction phases of disasters. It also underscores the importance of community involvement, and ensuring that PSPs are contextually and culturally appropriate.

We consider how various coalitions influence redevelopment projects in cities, especially as communities demand more inclusion in the development process. Based on qualitative research, we investigate the approval process for the 235-acre megadevelopment project at Port Covington in Baltimore, Maryland, and how stakeholders, including developers, community-based organizations, politicians, and impacted community members view the project, the tax increment financing (TIF) granted by the city, and community benefits agreements (CBAs). Community leaders leaned hard on the development corporation, demanding community and city-wide benefits before a TIF could be approved. We analyze the processes of the Port Covington CBA within the context of the political and economic dynamics of Baltimore. This case study adds to our understanding of how communities respond to corporate-led developments through coalition building, effectively gaining power in how elite governing regimes dictate development in cities.

With mental health services shifting to community-based settings, community mental health (CMH) organizations are under increasing pressure to deliver effective services. Despite availability of evidence-based interventions, there is a gap between effective mental health practices and the care that is routinely delivered. Bridging this gap requires availability of easily tailorable implementation support tools to assist providers in implementing evidence-based intervention with quality, thereby increasing the likelihood of achieving the desired client outcomes. This study documents the process and lessons learned from exploring the feasibility of adapting such a technology-based tool, Centervention, as the example innovation, for use in CMH settings. Mixed-methods data on core features, innovation–provider fit, and organizational capacity were collected from 44 CMH providers. Lessons learned included the need to augment delivery through technology with more personal interactions, the importance of customizing and integrating the tool with existing technologies, and the need to incorporate a number of strategies to assist with adoption and use of Centervention-like tools in CMH contexts. This study adds to the current body of literature on the adaptation process for technology-based tools and provides information that can guide additional innovations for CMH settings.

In this chapter, the authors provide a case study and autoethnographic account of a youth-led, social justice-oriented, community-based participatory action research (CBPAR) project in Washington, DC. After providing background of action research, university-community partnerships, and the context of the partnership, the authors describe the three phases of the collaborative project that took place from Fall 2019 to Spring 2021. During this time, in the midst of a global pandemic, high school and college students, with support from teachers, implemented a mixed methods CBPAR project on making Black Lives Matter in schools. This chapter describes the steps taken and the lessons learned, with the intent of assisting the reader in potentially implementing something similar in their community or at their university.
