Disaggregating Development: A Critical Analysis of Sino-African Megaprojects

The emergence of Sino-African megaprojects has become a major topic of discussion in recent years. Developments such as the Addis Ababa-Djibouti Railway, Merowe Dam and Nova Cidade de Kilamba are among the most visible linkages between China and Africa and have substantive effects on both bilateral relations and host-country economies. Although Sino-African megaprojects are heterogeneous in terms of framing, objectives and outcomes, certain threads (e.g., drivers, imperatives and policy mechanisms) bind them together within the constellation of overseas Chinese-backed projects. This research systematically examines the diversity of Chinese-backed megaprojects that has sprung up on the continent over the last several decades to construct a framework that categorizes and connects them. In doing so, the article attempts to add form to the growing literature on Sino-African megaprojects.

Abstract This study examines the opaque reproduction of racism in an online, anti-racist campaign officially aiming to denounce hate speech and challenge widespread stereotypes concerning migrants. In particular, we investigate the video clips of the #StopMindBorders campaign launched by the Greek branch of the International Organization for Migration. We specifically concentrate on the liquid racism attested in these video clips, namely a highly ambivalent form of racism encouraged in the mass media and usually hard to detect, as it involves multiple interpretations, some of which may not be assessed as racist (Weaver 2016). The multimodal critical analysis of the representation of migrants reveals that these video clips tacitly promote migrants’ linguocultural assimilation as a prerequisite for their acceptance in the host country. In this sense, although the anti-racist campaign under scrutiny attempts to refute discourses of aggression and mainstream stereotypes against migrants, it ends up naturalizing hate speech and reproducing assimilative and monoculturalist ideologies.

AbstractA lot of children in the world suffer from untreated mental health problems. The global burdens of childhood mental disorders are increasing but mental health care services are neglected in most countries. The objective of this critical analysis was to realize the access to mental health service and mental problems among orphan and vulnerable children in Addis Ababa, Ethiopia. To achieve the purpose of the analysis, the method was based on the critical analysis of the recent research literature from Pub-Med, Global Health, Google Scholar, Ethiopian Universities, Psych-Info, and WHO data sources. Thirty-six journals published after 2001 were identified and critically analyzed based on scientific inclusion and exclusion criteria as well as analyzed in a systematic manner. The orphan and vulnerable children face a prospect of a persistent effort for physically continued existence, for fundamental needs, education, love and affection, and protection against exploitation violence and bias. The problem of meeting these desires of the children corresponds to a major new challenge that requires an in-depth research, future interventions, and policy plans in tackling the problem. In light of the problem in Ethiopia, researches regarding the mental health care services of the orphan and vulnerable children in Addis Ababa are extremely inadequate.

Resumen: En este artículo presentamos los análisis, aún preliminares, de los movimientos contestatarios experimentados por el Trabajo social en España en el período de 1960 a 1980, y que mantienen una relación indisociable con el movimiento macro societario interno de la sociedad española, y externamente, a partir del ingreso del Estado Español en los mecanismos de las políticas internacionales desarrollados especialmente por los Estados Unidos desde los años 1950. Dentro de ese período, el Movimiento de Reconceptualización Latinoamericano fue conocido entre los trabajadores sociales españolas, pero su influencia no se generalizó, apareciendo en segmentos de la profesión con posiciones politizadas más progresistas, reconociendo su importancia y buscando una producción teórica e intervencionista de la profesión adaptada a la realidad española. Palabras-clave: movimiento de reconceptualización; trabajo social en España; movimientos contestatarios; agente de cambio; análisis crítico. Abstract – In this article we present the preliminary analysis of the contestatory movements experimented by social work in Spain in the period of 1960-1980, which is inseparable from, internally, the Spanish macro-society movement, and externally, the adoption by Spain of international policy mechanisms developed especially by the United States since the 1950s. In this period, the Latin American reconstruction movement was known among Spanish social workers, but its influence was not generalized, appearing in segments of the profession with politicized and more progressive stances. These segments recognized its importance, but also sought a theoretical and interventionist production of the profession adapted to the Spanish scenario. Eastern Europe has witnessed an influx of Chinese newcomers. Yet this region is often-overlooked by scholars of overseas Chinese. Similarly, the Chinese remain largely absent from European migration studies. In the work that has been done, the Chinese are often depicted as a community that keeps to itself. I examine this claim by highlighting the results of surveys conducted in Bulgaria, Croatia, and Hungary. These surveys, the largest ever done in each country, focus on three broad explanations for why the Chinese seem to be isolated, which I summarize as “need not, want not, and cannot.” The results identify significant differences between the three communities — but not because of want. Instead, the community in Hungary is the least isolated because it needs to interact with the locals; conversely, the community in Bulgaria is the most isolated because of the barriers its members face in the host country. This essay calls attention to the Chinese in European migration studies and to the region of Eastern Europe among overseas Chinese scholars.近年来,东欧已然成为华人移民的新大陆,此区域却普遍被海外华人学者所忽略;而华人移民议题亦不是欧洲移民研究的重心,现有的研究更常将华人描绘成一个与世隔绝的社群。在此研究中,笔者将透过分析保加利亚、克罗地亚以及匈牙利三国史上最大规模的调查资料来检视此一主张。这些调查为华人移民社群的孤立现象提供了三种解释:不需要、不想要、以及无法融入当地社群。分析结果显示,虽然三个华人社群的隔离因素有显著差异,但「不想要」与华人社群孤立现象并无因果关系。三国之中,以匈牙利的华人社群因需要和当地人互动因而孤立程度最低;保加利亚的华人社群则由于重重障碍导致孤立程度最高。本文建议欧洲移民研究应多关注华人移民议题,海外华人学者亦应多聚焦于东欧区域的移民问题。This article is in English.

<p><em>The paper evaluates various aspects of Anglo-Nigerian relations during 25 years of Nigeria’s independence. The analysis is meant to put us in a better position to fully understand the nature and trends of the bilateral relations even after the first 25 years of Nigeria’s independence. The analysis is supported by an avalanche of extant literature that abounds on Anglo-Nigerian relations since 1960 when Nigeria became politically independent.</em><strong><em></em></strong></p><em>The unraveling of the literature is illuminating. One, the trend of Anglo-Nigerian relations has remained largely unchanged even in the 21<sup>st</sup> century. Two, although there have been occasional outbursts of misunderstanding and disagreements between both countries, such disagreements have never been allowed to go to the extent of causing protracted diplomatic rupture between them. Three, the prospects of improved relations between the two countries remain ever bright. In the final analysis, it is recommended that Anglo-Nigerian relations should be improved, nurtured and strengthened for the mutual benefits of both countries.</em>

Global tourism is based on the movement of people from their usual environment, which makes interaction between people possible. It creates a mutual impact on tourists and the host community by bringing together people of different races, languages, and beliefs. Global tourism leads to a beneficial economic impact on the host country and it also increases the socio-cultural exchange between the host and tourist countries. In this respect, the current paper presents the analysis of tourism as a socio-cultural phenomenon. It presents a critical analysis of earlier findings on the evolution of tourism as a concept and sheds light on cultural and social factors leading to tourism in its present state as well as its social and cultural impacts, positive and negative. Furthermore identifies some sociological and cultural factors that shape the characteristics of tourists and highlights the role of socio-cultural motivations of tourists.

This concluding chapter describes how the ebb and flow of diplomatic relations affected the lives of ordinary overseas Chinese in three ways. Overall, the Chinese, loathed for their perceived dominance in commerce, became easy targets for violence during times of political instability and economic downturn. First, discord in bilateral relations usually amplified antagonism toward the ethnic Chinese. Second, anti-Chinese riots persisted even when bilateral relations were cordial. Third, diplomatic frictions implicated both Indonesian citizens of Chinese descent and Chinese nationals living in Indonesia. Notwithstanding the changing status of diplomatic relations, there had always been pribumi groups that accused all ethnic Chinese of being pawns of a foreign power irrespective of their citizenship status and ideological inclination. Stemming from long-standing social, economic, and political circumstances in Indonesia, this prejudice was also influenced by the way the Chinese Nationalist and Communist governments conducted diplomacy in Indonesia. Both governments instrumentalized the overseas Chinese to advance their respective foreign policy objectives.
