Significant variations in infection, testing, and mortality rates have exposed key differences in the initial COVID-19 response by Indian states. At the onset of the pandemic, states like Gujarat, known for its large economic output, suffered high COVID-19 case fatality rates, a disorganized response, and poor access to healthcare. In contrast, Kerala, a less industrialized state on India’s southwestern coast, experienced low infection rates and fatalities. The low case fatality rate was accompanied by widespread access to care, extensive testing, and an organized response by the state. The emergence of the COVID-19 pandemic provides an opportunity to compare how the Gujarat and Kerala models performed. Since 2000, the Gujarat model has emphasized industrialization and economic development, often at the expense of social development. In contrast, the Kerala model emphasizes social development, often at the expense of economic development. This article analyses the initial response to COVID-19 by Kerala and Gujarat and finds that the Kerala model and its emphasis on social development helped the state respond more effectively to the first wave of the pandemic compared to Gujarat.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

Problem setting. On the way to the realization of Ukraine’s European integration aspirations, there are many unresolved problems related to the improper implementation of reforms that slow down the processes of economic development and social security of the population. Ukraine needs proper governmental guidelines, capable of promoting proper socio-economic development of society with the help of methods adopted in the civilized world.Recent research and publications analysis. Features of public administration in the field of socio-economic development are the subject of research by many scholars. In particular, it is necessary to mention such scientists as A. Antonenko, D. Babych, V. Bazylevych, V. Besedin, N. Voronina, V. Geiets, Z. Gerasymchuk, B. Danylyshyn, V. Kutsenko, I. Mikhasyuk, V. Myagkyi, Y. Pakhomov, O. Panukhnyk, V. Savchenko, M. Sokolov and others. These researchers study issues related to public administration and the formation of effective public policy in the field of socio-economic development, focus on the need to implement government functions with maximum effect.Highlighting previously unsettled parts of the general problem. Despite the large number of publications on the peculiarities of economic and social development of the state and public administration of these processes, there is still a need for in-depth scientific research related to the implementation of European integration aspirations of the Ukrainian state. Ukraine’s intention to be a full member of the European Union requires radical transformational changes in the field of socio-economic development and increasing the efficiency of the state’s implementation of its management functions.Paper main body. The fundamental legal framework of Ukraine provides grounds for talking about the close relationship and harmonious combination of social and economic development and determines the overall strategic course of public policy as a whole. Based on this, it is safe to say that the outcome of the functioning of economic entities in the economy of Ukraine directly depends on what are the management actions of public authorities authorized to regulate, coordinate, evaluate and control the actions of these entities and affect the welfare of life population as a whole. Thus, the state performs its functions in all spheres of socio-economic life of the country.Effective economic policy of the state directly affects the social development and well-being of citizens. Increasing the level of welfare, social protection, ensuring equal rights and opportunities for all citizens, the right to property, work and earnings, decent social security, education, health care, etc. are the result of effective management of economic processes in the country. Accordingly, it makes it possible to implement such basic tasks of social policy as improving the quality of life of the population; increasing its employment; providing an opportunity for every citizen to realize his potential to meet his needs for the development of his personality; improving the remuneration of employees in all areas; ensuring the availability of a sufficient number of social infrastructure facilities in the state.Standards of socio-economic development in Ukraine differ from their counterparts in developed European countries. Given the European integration aspirations of the Ukrainian state, it is necessary to ensure continuous and effective transformational transformations that affect this area, and to improve the institutional support of this process, which would correspond to the basic principles, standards and norms of the European Union.At present, it is difficult to talk about the adequacy of public administration actions in the field of socio-economic development of the Ukrainian state, which would meet European standards. Evidence of this is the inefficiency of public finance management, incomplete decentralization transformations, imperfection of regulatory and legal support of processes in the economic and social spheres. Conclusions of the research and prospects for further studies. Socio-economic development of the Ukrainian state has sufficient legal support, but to implement the European integration vector of Ukraine it is necessary to provide a number of tasks: to develop an effective mechanism on the basis of which will systematically and purposefully implement the strategy of socio-economic development; to unify institutional support in the field of development and implementation of strategic plans in the field of socio-economic development; to form new and improve existing approaches to the development of strategic plans for the short, medium and long term at the national and regional levels; to provide a system of monitoring and control over the implementation of those tasks that are set in the implementation of the strategy of socio-economic development; to determine the criteria for analyzing the effectiveness of the implemented measures within the strategy of socio-economic development, which will allow to assess the degree of achievement of the strategic goal. An integrated approach to the implementation of these tasks will allow to take the socio-economic development of Ukraine to a qualitatively new level and to increase the welfare of the population as a whole.

The importance of the supporting universities in each region is quite high, because the main purpose of creating them is to provide an efficient cooperation between the region and the system of higher education. Through the supporting universities it is possible to solve the most pressing problems facing not only regions but also the state as a whole. The interaction between higher education and regions is associated with the strengthening of the “third mission” of universities, the implementation of which makes university a key «player» in the economic and social development of a region and introduces significant changes in the university’s relations with its partners: industry, business, government, civil society institutions. The first section of the article focuses on the identification of the main parameters of the regional activities of Russian universities as active participants in the socio-economic development of region. The second section systematizes the experience of German universities on the implementation of the «third mission» in the regional context.

Relevance of the research topic. The search for new sources of economic growth at the stage of post-crisis development of the national economy determines the need for the development and implementation of an effective budget policy, since the financial system dysfunctions generated by the trends of financial globalization negatively affect the economic environment of the country. The change in the type of economic growth constitutes the necessity of modifying the budget regulation towards its proactive changes, which include transparency, effective tax incentives and increased availability of financial resources by improving existing methods and methods for implementing fiscal policy and improving the quality of the institutional environment. Formulation of the problem. Budgetary regulation needs to take into account the optimal balance between elements of the budget system and characteristics of cyclic economic development. This indicates the appropriateness of forming an institutional environment of fiscal policy, which should be aimed at ensuring the sustainable development of the national economy, promoting economic competitiveness, ensuring financial stability, effective protection of the domestic market and export support, infrastructure modernization, ensuring environmental protection, optimizing social protection of the population. and increasing its level and targeting. Selection of unexplored parts of the general problem. Institutional transformation of fiscal policy is an effective tool for increasing the level of interaction between all members of budget relations. It is necessary to strengthen their coordination in achieving the goals of social development in the process of performing functions and tasks, in accordance with the strategic goals of the domestic economy. Setting the task, the purpose of the study. The objective of the study is to characterize the institutional environment of the state budget policy. The purpose of the study is to reveal the theoretical and methodological foundations for the formation of the institutional environment of budgetary regulation of social development and to identify the directions of its improvement. In order to ensure sustainable economic growth, it is expedient to determine the basic principles of forming an institutional environment for budget regulation of social development, consisting of combining the components of the adaptive institutional architecture of the budgetary system and instruments of fiscal regulation, optimizing the structure of budget revenues and expenditures, the system of intergovernmental fiscal relations and medium-term budget planning, and forecasting on the basis of establishing the relationship between the trends of financial globalization and priorities state financial policy, taking into account the volatility of the economy and the lagged effects will promote sustainable economic growth.

The article considers the theoretical aspects of socio-economic condition and community development in the context of territorial transformation in Ukraine. Socio-economic development of territorial communities is an important indicator of assessing the level of the state development. The state policy of Ukraine in the local self-government sphere is based on the interests of territorial communities’ residents and provides for decentralization of power, that is, the transfer of a significant part of powers and responsibilities from the executive authorities to local self-government bodies. The development of local self-government and creation of territorial communities primarily involve improving financial solvency, investment and economic attractiveness of territories for citizens’ comfortable living. The main properties of the socio-economic development of the Mayakivska united territorial community are investigated and evaluated. The methodology for studying the condition is clarified and the goals, objectives, priorities and directions of sustainable economic and social development of territorial entities are determined. The state of socio-economic development of the Mayakivska community is analyzed according to various indicators and changes that have occurred on its territory. The main tasks of the Mayakivska united territorial community development are substantiated, taking into account the needs and interests of its inhabitants, the dynamics of medicine, schools and preschool institutions development is determined. A distinctive feature of the Mayakivska territorial community is awareness that the community territory is united not only by its name, but also by the vision of future prospects. An algorithm for regulating the socio-economic development of the Mayakivska united territorial community is proposed.

Introduction. The economic recession and the growing number of poor people, including the able-bodied, have opened up a complex of contradictions and exacerbated the internal dysfunctions of the social protection system, a mandatory element of which is state social standards and guaran-tees. Social guarantees determine the degree of state responsibility to its citizens and provide a certain standard of living for all segments of the population. An effective and efficient system of social guarantees, as well as its proper financial support will increase the welfare of citizens. The purpose of scientific research is to determine the mechanism of formation and implementation of state social standards and guarantees, analysis of their financial support. Methodology. In the course of research system, structural methods, and also methods of comparison, the analysis and synthesis, induction and deduction have been used. Results. The article considers the economic essence and legal regulation of state social guarantees. The problematic issues of formation and implementation of state social guarantees are singled out and analyzed. The dynamics of state social guarantees for 2000-2019 is given. Peculiarities of determining the size of the subsistence minimum as an important parameter of the state policy of social and economic development are investigated. The role of the minimum wage and its relationship with the subsistence level has been identified. The sources of financial support of social guarantees are characterized. The main directions of improving the mechanism of state guarantees realization of social development are determined. Conclusions. In the process of harmonizing the population’s consumption of the set of vital goods between the state and society, the system foundations of state social standards and guarantees are laid, which are formed depending on the level of economic development, historical traditions, types of socio-economic system, gross domestic product redistribution model. Insufficient effectiveness of the implementation mechanism of state standards and guarantees of social development is caused by limited financial security, as well as existing problems of substantive characteristics of basic concepts, the solution of which will streamline the terms used and improve the quality of state social standards and guarantees. To ensure the effective use of the subsistence level, it is necessary to constantly revise the structure of standards for calculating its components, update sets of goods and services taking into account the current living conditions of all categories of the population, adjust the ratio of food, non-food goods and services according to real cost indicators, taking into account the needs of normal human reproduction, the dynamics of change in the average family size for the relevant period. The problem of information security ensuring is becoming one of the most important issues in the realization of balanced interests of individual, society and the state. Ensuring information security is becoming an independent area of the functioning of society and, in a single system of nation-wide activity, is aimed at the progressive socio-economic development of Belarus.
