Proterrence, rule illegitimacy, and the ban on tobacco smoke in Amsterdam's coffeeshops

This article examines the concept of proterrence: scaring people into doing something to stop others from doing something bad. This contrasts to deterrence, which involves threatening persons to not do something bad. The tobacco ban in Amsterdam coffeeshops and, more specifically, coffeeshop personnel's reaction to it is used as the empirical vessel to examine proterrence. Proterrence permits examination of the interface between order maintenance and social control against a backdrop of perceived sanction illegitimacy. It also permits exploration of the process by which formal sanctions thread through informal mechanisms—where that threading is enforcement rather than consequence-based and where rule implementers face the brunt of the sanction that a third party violates. Data are based on in-depth fieldwork in Amsterdam coffeeshops. The wider applicability of proterrence is discussed.

The present study focuses on the National Collegiate Athletic Association and cases of misconduct from 1953 to 2016 to examine evidence of organizational layering created by social-control agents. The historical method was employed and found wrongdoing may influence the creation of organizational layers to control and/or manage future behavior. Furthermore, the activities of the National Collegiate Athletic Association featured variation in centralization, formalization, and complexity through expanding horizontal; vertical (e.g., institutional, managerial, and technical); and spatial differentiations. Second, individual social-control agents impact future organizational policies and member behavior but social-control agents’ power may be challenged as an organization grows. Third, as a social-control agent, the National Collegiate Athletic Association struggled with assessing cases of misconduct, assigning sanctions in a timely manner and at a level to deter future wrongdoing. Finally, the present study offers several propositions connecting third-party regulators to the synergy between complexity (i.e., horizontal and vertical differentiations); formalization; and centralization.

This study demonstrates the effects of frontloading rehabilitative services to parolees through third-party residential and community-based programs. Although outsourcing treatment responsibilities to contracted reentry facilities is an increasingly common feature of postrelease supervision, the role these facilities play in reentry management and recidivism outcomes remains largely unexplored. Here, several common recidivism outcomes for parolees who attended private treatment facilities upon release are compared to those of parolees who did not. We conducted Correctional Programs Checklist assessments on each treatment site to investigate whether recidivism outcomes vary by level of programmatic quality. Our findings indicate that parolees who receive frontloaded services are significantly less likely to be rearrested or reconvicted for new crimes within eighteen months of release. These findings held across levels of programmatic quality, with larger reductions observed for programs of higher quality, and align with broader emphases in community corrections on risk assessment and organizational demands for efficiency.

This research note suggests that traditional ideals of virtue in Taiwan enable an order-making dynamic to operate in the backstage of state record-keeping processes. These virtues coordinate cooperation by policemen, civilians and politically empowered elites, simultaneously facilitating local order-maintenance and ensuring that police records serve the interests of the established political economic structure. I focus on the ways that this arrangement is grounded in the historical institution of the population registry, or hukou. I argue that Taiwan’s hukou has effectively translated traditional virtues into policeable objects of modern administration: inscribed in the documentary practices of population registration, embedded in a naturalized division of social control labor, and institutionalized as collective habits of response to trouble.

Abstract This paper discusses the relation between communication and preservation of social norms guarded by third-party sanctions. In 2001 Jonathan Bendor and Piotr Swistak derived deductively the existence of such norms from a simple boundedly rational choice model. Their analysis was based on a perfect public information case. We take into account communication and analyse at the micro level the process of production and interpretation of information on which decisions are based. We show that when information is fully private and we allow for communication a state of anomie can result. If some social control mechanisms are available, social stability can be maintained. The less efficient the social control mechanisms however, the more restrictive rules will be needed to sustain the social norms. Furthermore not all cognitive strategies for interpreting received messages are equally effective. Strategies based on reputation are better than strategies based on profit analysis.

Abstract My response to the commentaries focuses on four issues: (1) the diversity both within and between cultures of the many different faces of obligation; (2) the possible evolutionary roots of the sense of obligation, including possible sources that I did not consider; (3) the possible ontogenetic roots of the sense of obligation, including especially children's understanding of groups from a third-party perspective (rather than through participation, as in my account); and (4) the relation between philosophical accounts of normative phenomena in general – which are pitched as not totally empirical – and empirical accounts such as my own. I have tried to distinguish comments that argue for extensions of the theory from those that represent genuine disagreement.

Over the past few years it has become apparent in our multi-user facility that the computer system and software supplied in 1985 with our CAMECA CAMEBAX-MICRO electron microprobe analyzer has the greatest potential for improvement and updating of any component of the instrument. While the standard CAMECA software running on a DEC PDP-11/23+ computer under the RSX-11M operating system can perform almost any task required of the instrument, the commands are not always intuitive and can be difficult to remember for the casual user (of which our laboratory has many). Given the widespread and growing use of other microcomputers (such as PC’s and Macintoshes) by users of the microprobe, the PDP has become the “oddball” and has also fallen behind the state-of-the-art in terms of processing speed and disk storage capabilities. Upgrade paths within products available from DEC are considered to be too expensive for the benefits received. After using a Macintosh for other tasks in the laboratory, such as instrument use and billing records, word processing, and graphics display, its unique and “friendly” user interface suggested an easier-to-use system for computer control of the electron microprobe automation. Specifically a Macintosh IIx was chosen for its capacity for third-party add-on cards used in instrument control.

Abstract This article explains the development and use of ICD-9-CM diagnosis codes, CPT procedure codes, and HCPCS supply/device codes. Examples of appropriate coding combinations, and Coding rules adopted by most third party payers are given. Additionally, references for complete code lists on the Web and a list of voice-related CPT code edits are included. The reader is given adequate information to report an evaluation or treatment session with accurate diagnosis, procedure, and supply/device codes. Speech-language pathologists can accurately code services when given adequate resources and rules and are encouraged to insert relevant codes in the medical record rather than depend on billing personnel to accurately provide this information.
