This publication is an integrative textbook covering pedagogical approaches to the formation of methodological competence of life safety teachers. It includes 132 practical works and 21 professional tasks, reflecting various sections of the BZHD (OBZH) training course and various modules of specialized educational programs of higher professional education. An attempt is made to form an innovative approach among students and teachers to the methodology of teaching and educating life safety, developing their own author's methodological style of teaching. Meets the requirements of the federal state educational standards of higher education of the latest generation. The article considers the problem of developing cultural competence of future primary school teachers during professional retraining (language teaching-learning). This problem is stated in the Federal State Educational Standards of Higher Professional Education. The author emphasizes that organizing work to develop cultural competence is a relevant pedagogical concern. Competency-based approach is a high-priority task. Its implementation is mandatory within the framework of new Federal State Educational Standards of Higher Professional Education that determine the training objectives in the form of competencies which are necessary for modern teachers in their professional activities. To address the problem the author suggests using historical documents and archives as additional methodological tools during the compulsory courses study (“Theoretical Bases and Technologies of Primary Language Education”, “Theoretical Bases of Primary Literary Education”) of the 44.03.01. Pedagogical Education (Primary Education) curriculum. According to the author, mastering linguistic disciplines will be successful, if there are vivid examples from regional texts illustrating how a language unit functions and evolves. As a result, it will lead to the developing cultural competence of future primary school teachers.

Communicative competency is considered to be an indispensible part of general cultural training of a graduate of the higher professional education system. The author undertakes the analysis of the definitions of the cultural competences as results of mastering the main syllabi stipulated by the federal state educational standards of the third generation, the aim being to determine the definitions correspondence to the notion of a specialist of a new type and to establish the interpretation of the cultural competency concept by the educational standards. The hopes of getting over the shortcomings of the federal state educational standards of the 3 and 3+ generations regarding the definitions of the expected results of the educational activity are pinned to maximum realization of the potential of language education having cultural competency as a true object of the pedagogical process.

The analysis of requirements to the content of discipline "Life Safety" as obligatory discipline of professional cycle for various directions and specialties on which the training is conducted at Ufa State Aviation Technical University has been carried out. Comparison of requirements to discipline content minimum in the context related to the 2nd and 3d generations of State standards of higher professional education has revealed essential shortcomings of formulations of Federal state educational standard (3d generation GOSt) competences, referring to knowledge and abilities in the life safety area. The ways related to problem solution of drawing up of training programs and formation of lecture streams for discipline teaching are offered. The features of training of bachelors in “Technosphere Safety” direction, a content ratio of such obligatory disciplines as "Noksology" and "Life safety", as well as questions of graduate’s competence-based model formation are considered.

The article considers issues of continuity of "Life Safety" disciplines through secondary vocational education and higher education. Several Federal state educational standards of secondary professional education in different fields, structure and content of the draft program of "Life Safety" discipline have been analyzed. Main priorities of “Life Safety” content for secondary professional education related to the issues of civil defense and basic military service have been revealed. Inconsistency between the "Life Safety" title and program contents in secondary professional education has been defined. Introduction of alternative disciplines into educational programs to study issues of human labour and environmental security has been examined.

The possibilities of using distance learning on the Internet are considered with the fulfillment of the requirements of the Federal State Educational Standard of Higher Professional Education to the learning out-comes according to the indicators established in the discipline programs - to know, be able, and have skills. It is noted that distance learning, being accessible to users, does not have an evidence base for its effectiveness in ensuring the quality of education. In universities with a technological focus, the creation of an educational environment that meets the established requirements is impossible with distance learning. As an additional educational resource, it can be used in organizing students' independent work, studying optional courses, in DPO centers (retraining, professional development).

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.
