Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

Job satisfaction is one of the keys to accomplish optimal performance. Therefore, conditioning the organization to create job satisfaction is very important. This study aims to prove that the optimization of employee performance can be achieved especially if the job satisfaction has been realized, using career development, competence, and compensation as indicators. This research method was descriptive-verification with the collection data using survey that sampling uses saturated sampling and analyzed using the Structural Equation Model. The object research was employees of the Regional Forestry Service work units of Central Sulawesi Province. The results proved that the job satisfaction was a very important factor in mediating (full mediating variables) the variables of career development, competence, and compensation in improving employee performance, which is indicated by a positive and significant effect. Furthermore, it was proven that the biggest contribution affecting employee performance was the variable job satisfaction, with career development contributes to the highest influence on job satisfaction, followed by competence, and compensation.   Keywords: Job satisfaction, career development, competence, compensation, and employee’s performance.

Loinang languageis one of the languages which has not been researched, especially in Baloa Dodavillage, Pagimana sub-district, Banggai district, Central Sulawesi Province.This research focused on identifying the form of allomorph and analyzing theformation rule of allomorph in Loinang Language. The methode usedin this research is descriptive qualitative methode. The results showed that Loinang language consists of boundmorphemes such as prefix, suffix,infix, and confix. Each numbered 30 prefixes, 3 infixes, 3 suffixes, and, 13confixes as 49 pieces total affixes. Rules of formation of the appearance ofallomorph in Loinang language determined through the process of word formationor morphological processes, namely by affixation which form the class ofgrammatical categories of nouns, verbs, and adjectives. This study aims to determine the performance of Badan Narkotika Nasional or the National Narcotics Agency of Palu in the narcotics prevention efforts, determined by the support of the main tasks and functions of the National Narcotics Agency Office of Palu. The theory used to assess performance is with five dimensions of theory to measure the performance of public bureaucracy which are Productivity, Service Quality, Responsiveness, Responsibility, and Accountability as proposed by Agus Dwiyanto (2002). This research utilized descriptive-qualitative approach. Data collection techniques used are but not limited to: Observation, Interview, and Documentation. Informants in this study are determined purposively. The results of the study revealed that based on the five dimensions of performance theory from Agus Dwiyanto, it can be concluded that the performance of the National Narcotics Agency of Palu is not insufficient. Thus, the vision proclaimed by the Palu City Government which was the Realization of Government and Community Synergy Towards Drug-Free Palu City in 2015, was not achieved
