The research is aimed at finding ways to fill the regulatory vacuum in which digital technologies develop.The article provides an assessment of the positive and negative impact of digitalization on public relations,highlights the problems associated with the legal regulation of public relations complicated by the use ofdigital technologies or the participation of artificial intelligence, analyzes the degree of knowledge of theproblem in legal science and the proposed models of legal regulation of digitalization. The authors haveconcluded that the development of digital technologies demonstrates a long-term trend towards a decreasein the protective abilities of existing legal institutions, and therefore, a public request is formed for theisolation in the system of international scientific law of a set of legal norms regulating scientific and technicalcooperation in the digitalization of science and study of informatization processes.

Digital technologies are affecting society, and this influence is becoming more and more noticeable. The further development of technologies and their use change the way of life of people, the content of public relations. Of particular importance are "end-to-end" digital technologies, the use of which is possible in various fields. The interaction of these technologies leads to results that include answers to the global challenges of humanity: increasing life expectancy, simplifying various communications, increasing labor productivity, etc. Today, the greatest attention is given to artificial intelligence technologies, the legal regulation of which is already being formed in different countries, including in Russia. The increasing use of artificial intelligence technologies in industry, the service sector and in everyday life requires certain regulation; in addition, the issue of adjusting the ways of developing artificial intelligence with the help of legal norms is raised. Since the norms of constitutional law form the basis of legal matter, the need to create constitutional and legal norms that establish the principles of regulating public relations arising in connection with the use of artificial intelligence in the information society will increase.Neurotechnologies are closely connected with artificial intelligence technologies, it is their combination that can greatly change the future of human civilization, in particular through the creation of hybrid human-machine intelligence. Such prospects cause concern to many researchers, including legal scholars, who suggest ways to solve social problems arising from the development of technologies, among the solutions is the need to resolve a number of issues by constitutional law.The main issues requiring constitutional and legal regulation can be called issues related to the guarantees of human rights that correspond to the conditions of the information society, with the need to consolidate a number of new rights and establish certain prohibitions on the use of artificial intelligence technologies and neurotechnologies.

AbstractA dataset entitled “A potential risk index dataset for landfalling tropical cyclones over the Chinese mainland” (PRITC dataset V1.0) is described in this paper, as are some basic statistical analyses. Estimating the severity of the impacts of tropical cyclones (TCs) that make landfall on the Chinese mainland based on observations from 1401 meteorological stations was proposed in a previous study, including an index combining TC-induced precipitation and wind (IPWT) and further information, such as the corresponding category level (CAT_IPWT), an index of TC-induced wind (IWT), and an index of TC-induced precipitation (IPT). The current version of the dataset includes TCs that made landfall from 1949–2018; the dataset will be extended each year. Long-term trend analyses demonstrate that the severity of the TC impacts on the Chinese mainland have increased, as embodied by the annual mean IPWT values, and increases in TCinduced precipitation are the main contributor to this increase. TC Winnie (1997) and TC Bilis (2006) were the two TCs with the highest IPWT and IPT values, respectively. The PRITC V1.0 dataset was developed based on the China Meteorological Administration’s tropical cyclone database and can serve as a bridge between TC hazards and their social and economic impacts.
