The article is devoted to the study of innovative methods of optimizing the information and communication system of the local government of Ukraine in the changing conditions of nowadays. The main problem of the article is due to the need to eliminate the inconsistency of the modern unsatisfactory state of development of information support for the provision of public services by local self-government bodies of the territories of Ukraine with the requirements of Ukrainian society and the standards of European developed countries. The definition of the category “innovative municipal administration” has been clarified. Specific features of public service provision are defined according to four criteria (“service provision,” “restrictions,” “service concentration,” “monopoly of services”), which disclose their essence and main areas of improvement. The author's definition of the category “public service” is given. It was found that effective servicing of the needs of civil society and economic entities is impossible without the involvement of information systems and technologies and requires the implementation of systematic information support for the management and service activities of local self-government bodies. An innovative information and communication system has been formed to ensure the activities of local self-government bodies in the provision of public services.

Changes are rapidly occur in this world, especially developments in the field of information and communication technology. Man must be able to adjust quickly to keep up. Developments in information and communication technology has made it easier for people in work. Utilization of information and communication technology are expected to make work performed by humans is more effective and efficient. National Library of Indonesia mandated by Law No. 43 of 2007 as an adviser to all types of libraries throughout Indonesia. In carrying out the task, the National Library should coordinate with local government including the provincial government, represented by the provincial library which can be said to represent the provincial government in the affairs of the library. National Library of Indonesia in coordination with the provincial library has been facilitated by information and communication technology such as telephone, fax and internet. In addition, coordination can also be done through conventional correspondency or direct face to face. This study tried to define which communication system that is commonly used by the National Library of Indonesia when coordinating with the provincial library and the reasons that lie behind them. The method used in this research is descriptive with a participatory approach, the researchers and respondents are equal and shared a mutual cooperation. This research indicates that face-to-face coordination is more preferred, because face-to-face coordination offers a social and economical benefit.

The purpose of this paper is to describe the duties of local government units under the legal conditions related to access to the ICT network in Poland. Establishing public-private partnerships in the telecommunications sector, which is a field closely tied with cybersecurity, seems inevitable and necessary. The need to cooperate is the consequence of the development of information and communication technologies, which leads to their increasingly wide application in all aspects of social life. The tasks of local government involving network access have become key to the process of broadband network development. That is why public funding becomes particularly important in its absence, justified by the need to provide conditions for internet access as a human right. This has become especially topical as we face the challenges of COVID-19.

Information and Communication Technology (ICT) on buses and at major bus terminal in large cities in Indonesia is needed for sustainable transportation. Based on the existing condition of buses and major bus terminals, ICT implementation cannot be completed at one go, but needs to be done in different stages. The aims of this study are identification of existing ICT implementation, to determine the necessity and priority of ICT implementation based on passengers’ needs and to provide stages of ICT implementation on buses and at major bus terminals in Indonesia for the purpose of sustainable transportation. Case studies are carried on Trans-Sarbagita buses and at Mengwi major bus terminal in Denpasar, Bali and on Surabaya-Yogyakarta buses and at Purabaya major bus terminal in Surabaya, Indonesia. Five hundred and sixty-six passengers and the terminal authority are involved in this study. Data collecting method is questionnaire and interview. Important performance analysis is used in analysis. Results indicated that the stages are: 1) maintenance of existing ICT daily operations, i.e. CCTV and online-ticketing, 2) dissemination of existing and future ICT facilities to the society, 3) effort to implement ICT needed by passengers, 4) effort to implement ICT based on passengers’ priority, and 5) implementation of other advanced ICT in the future with financial support and the firm effort of local government, national government and industry, consistently and continuously.
