Social bureaucracy? The integration of social media into government communication

AbstractInspired by an institutional logics approach, this article analyzes the barriers to and drivers of the integration of social media in the communication practices in Norwegian ministries. Drawing on rich ethnographic data, the paper analyzes the process of integrating social media logic into government communication units that were largely organized through a news media regime. To understand the process, it emphasizes four dimensions: how the symbolic resources, material resources, formal rules and practices have defined the logics of government communication in the period studied (May 2015–May 2016). The analysis meets the call for more empirical investigation into the interplay between the traditional news logics and new digital logics.

Traditionally politicians have been dependent on political news media to get their message across to the public. The rise of social media means that politicians can bypass the Press Gallery and publish directly to their target audiences via Facebook, Twitter and other social media platforms. This article argues that Prime Minister John Howard’s (1996–2007) use of talk back radio and early forays on YouTube were pivotal in the trend towards ‘disintermediation’ in Australian politics. It draws on two studies. One involving interviews with 87 key media actors from the Howard era including journalists, broadcasters, politicians and media advisers; and a second, which includes fresh interviews with contemporary press secretaries. This article examines the shift from a ‘mass media logic’ to a ‘hybrid logic’, considered from a mediatization theoretical position. We also ask important questions about the press gallery’s ongoing relevance in the digital era, when politicians preside over their own social media empires.

This paper examines citizens’ interactions with politicians in social media in what is referred to as an everyday context, unmediated by news media. Through a representative survey, we compare the influence of a series of socio-demographical variables such as political interest, age, gender and education on the interaction levels between citizens and politicians. The article argues that the social media logic can be operationalized into “connected affordances”: Redistribution, Interacting and Acknowledging — which are the three types of user practices on Facebook and Twitter. The study finds that Facebook is a service where “ordinary” people engage in political interaction with politicians — and receive replies from politicians — while Twitter is mostly used by just a small group of the population for these purposes. Hence, the popularity of Facebook could be seen as allowing for new connections between citizens and politicians without news media as mediators. Our results suggest that the stronger the political interest the citizens express, the more connective affordances are utilized — such as commenting and sharing. Political interest also impacts what response citizens receive from political actors in social media.

Social media contain a significant potential as a research tool in the scholarly study of contemporary religion. This article, therefore, does not feed into the thematic field of “online ethnography” further, but is instead an attempt to utilize the online sphere as constructive research tools to gather more thorough ethnographic data in the field. Approaching Facebook as a toolbox rather than an object, this article is an attempt to demystify social media in general and Facebook in particular. Utilizing these media forms as efficient tools throughout the research process, the article looks at primarily two phases of the process, pre fieldwork and post-fieldwork, and explores the various components of Facebook in combination with these two phases. It is argued that Facebook represents a “Hub Keeper,” which is a generic term referring to three primary methodological functions: it is a Gate-Keeper that enables identification and recruitment of interviewees; it is a hub containing a variety of data; and, it is a Gateway for validation of data.

This introduction unpacks the eight articles that make up this Journalism special issue about election reporting. Taken together, the articles ask: How has election reporting evolved over the last century across different media? Has the relationship between journalists and candidates changed in the digital age of campaigning? How do contemporary news values influence campaign coverage? Which voices – politicians, say or journalists – are most prominent? How far do citizens inform election coverage? How is public opinion articulated in the age of social media? Are sites such as Twitter developing new and distinctive election agendas? In what ways does social media interact with legacy media? How well have scholars researched and theorised election reporting cross-nationally? How can research agendas be enhanced? Overall, we argue this Special Issue demonstrates the continued strength of news media during election campaigns. This is in spite of social media platforms increasingly disrupting and recasting the agenda setting power of legacy media, not least by political parties and candidates who are relying more heavily on sites such as Facebook, Instagram and Twitter to campaign. But while debates in recent years have centred on the technological advances in political communication and the associated role of social media platforms during election campaigns (e.g. microtargeting voters, spreading disinformation/misinformation and allowing candidates to bypass media to campaign), our collection of studies signal the enduring influence professional journalists play in selecting and framing of news. Put more simply, how elections are reported still profoundly matters in spite of political parties’ and candidates’ more sophisticated use of digital campaigning.

Abstract Does social media educate voters, or mislead them? This study measures changes in political knowledge among a panel of voters surveyed during the 2015 UK general election campaign while monitoring the political information to which they were exposed on the Twitter social media platform. The study's panel design permits identification of the effect of information exposure on changes in political knowledge. Twitter use led to higher levels of knowledge about politics and public affairs, as information from news media improved knowledge of politically relevant facts, and messages sent by political parties increased knowledge of party platforms. But in a troubling demonstration of campaigns' ability to manipulate knowledge, messages from the parties also shifted voters' assessments of the economy and immigration in directions favorable to the parties' platforms, leaving some voters with beliefs further from the truth at the end of the campaign than they were at its beginning.

Influencer marketing is prevalent in firm strategies, yet little is known about the factors that drive success of online brand engagement at different stages of the consumer purchase funnel. The findings suggest that sponsored blogging affects online engagement (e.g., posting comments, liking a brand) differently depending on blogger characteristics and blog post content, which are further moderated by social media platform type and campaign advertising intent. When a sponsored post occurs on a blog, high blogger expertise is more effective when the advertising intent is to raise awareness versus increase trial. However, source expertise fails to drive engagement when the sponsored post occurs on Facebook. When a sponsored post occurs on Facebook, posts high in hedonic content are more effective when the advertising intent is to increase trial versus raise awareness. The effectiveness of campaign incentives depends on the platform type, such that they can increase (decrease) engagement on blogs (Facebook). The empirical evidence for these findings comes from real in-market customer response data and is supplemented with data from an experiment. Taken together, the findings highlight the critical interplay of platform type, campaign intent, source, campaign incentives, and content factors in driving engagement.

Health information sharing has become especially important during the COVID-19 (coronavirus disease 2019) pandemic because people need to learn about the disease and then act accordingly. This study examines the perceived trust of different COVID-19 information sources (health professionals, academic institutions, government agencies, news media, social media, family, and friends) and sharing of COVID-19 information in China. Specifically, it investigates how beliefs about sharing and emotions mediate the effects of perceived source trust on source-specific information sharing intentions. Results suggest that health professionals, academic institutions, and government agencies are trusted sources of information and that people share information from these sources because they think doing so will increase disease awareness and promote disease prevention. People may also choose to share COVID-19 information from news media, social media, and family as they cope with anxiety, anger, and fear. Taken together, a better understanding of the distinct psychological mechanisms underlying health information sharing from different sources can help contribute to more effective sharing of information about COVID-19 prevention and to manage negative emotion contagion during the pandemic.

Abstract Objective The aim of this study was to test the appearance of negative dominance in COVID-19 vaccine-related information and activity online. We hypothesized that if negative dominance appeared, it would be a reflection of peaks in adverse events related to the vaccine, that negative content would attract more engagement on social media than other vaccine-related posts, and posts referencing adverse events related to COVID-19 vaccination would have a higher average toxicity score. Methods We collected data using Google Trends for search behavior, CrowdTangle for social media data, and Media Cloud for media stories, and compared them against the dates of key adverse events related to COVID-19. We used Communalytic to analyze the toxicity of social media posts by platform and topic. Results While our first hypothesis was partially supported, with peaks in search behavior for image and YouTube videos driven by adverse events, we did not find negative dominance in other types of searches or patterns of attention by news media or on social media. Conclusion We did not find evidence in our data to prove the negative dominance of adverse events related to COVID-19 vaccination on social media. Future studies should corroborate these findings and, if consistent, focus on explaining why this may be the case.

This article investigates how evidence of the safety and efficacy of COVID-19 vaccines is enacted in news media via a focus on the temporality of vaccine development. We argue that time constitutes a crucial object of and mechanism for knowledge production in such media and investigate how time comes to matter in vaccine evidence-making communication practices. In science communication on vaccine development, the vaccine object (along with the practices through which it is produced) undergoes a material-discursive shift from an imagined “rushed” product to being many years in the making and uninhibited by unnecessarily lengthy processes. In both these enactments of vaccine development, time itself is constituted as evidence of vaccine efficacy and safety. This article traces how time (performed as both calendar time and as a series of relational events) is materialized as an affective and epistemic object of evidence within public science communication by analyzing the material-discursive techniques through which temporality is enacted within news media focused on the timeline of COVID-19 vaccine development. We contend that time (as evidence) is remade through these techniques as an ontopolitical concern within the COVID-19 vaccine assemblage. We furthermore argue that science communication itself is an important actor in the hinterland of public health practices with performative effects and vital evidence-making capacities.
