Housing policy of the Wroclaw suburban zone in spatial planning documents

Abstract The study deals with dynamic suburbanisation based on the example of the communes surrounding Wroclaw. Preventing the negative effects of the process and exploiting it for development opportunities is a challenge to the spatial policy of suburban communes. The main objective is to investigate the impact of spatial policy implemented at the commune level on housing development in a given area. An analysis of the currently valid Study of the Conditions and Policies of Spatial Management of a Commune was made for individual communes. The housing policy created by municipalities located in the vicinity of the large city of Wroclaw was discussed with reference to these documents. The article is intended to show how local governments deal with this phenomenon at the planning level and what might be the consequences of their actions.

The article aims to compare the local tools of Ukrainian and Polish spatial policy. It includes legal solutions (with a particular emphasis on the basics of development restrictions) and problems related to their application diagnosed in the literature on the subject. Based on the analysis of the spatial management systems of both countries, the similarities and differences were determined, referring them to the international discussion and suggesting directions for further research (on the spatial management systems of Central and Eastern European countries). Ukraine and Poland were selected for analysis in terms of similarities (partially similar historical conditions, location) and differences (status of a European Union Member State, spatial planning traditions).

Abstract Spatial planning has to be carried out in accordance with the sustainable development principle. When compiling every document indicated in the Spatial Planning and Development Act, local authorities have to take into account the conditions that are valid in a gmina. They should rely on available materials which are a support for the decisions that are made. An element that constitutes support for local authorities is spatial data available in international sources, e.g. the European Environmental Agency or individual sources, e.g. vector versions of the documents in the scope of spatial planning. The purpose of the article is to present which materials used by local governments can allow for an appropriate assessment of the need for new areas of housing development and the limitation of decisions concerning the liquidation of open areas in cities. The article presents tools and data which constitute a basis for an evidence-based spatial planning policy and have to be used by local authorities. The procedure presented in the article can be a tool supporting the spatial policy and an element of evaluation whether the decisions made by local authorities are correct.

Abstract Municipal spatial planning is one of the key elements of a national spatial policy and the local land use plan is the most important tool for shaping this policy. The local land use plan, as opposed to the study, is a provision of the local law. The study, however, is mandatory for the whole area of the municipality, while the local land use plan is, in principle, voluntary and subject to certain exceptions. One of the elements which ought to be included in the spatial policy a municipality is taking into account the threats to the safety of its inhabitants and their property, as well as identifying areas of natural geological hazards. Therefore, both the study and the local land use plan of the municipality should include, among others, areas of particular risk related to the subsidence of soil masses, i.e., landslide areas. Landslide areas are of a limited use for investment purposes, including residential, industrial or service development, as particularly vulnerable to the phenomenon of rock masses, eluvium or sediments sliding down slopes under the force of gravity. The purpose of this article is to analyze the legal and economic consequences resulting from changes to the local land use plan, related to the qualification of an area as a landslide area. This paper examines the changes to the local land use plan for the town of Wieliczka, located place on the border of the Outer Carpathians and the Carpathian Foredeep. The transition from a mountainous terrain into a plane gives rise to numerous natural forms of relief which are prone to landslides. The study of landslides in the municipality of Wieliczka conducted in 2008, resulted in changing the qualifications of many areas to areas at risk of soil subsidence. The effects of the study have been reflected in the new local land use plan introduced in 2010.

Abstract Conditions underlying the undertaking and developing of a business enterprise in a specific location are strictly connected to the state and any possible modifications of the spatial management in a given area, and the local government of every municipality is obliged to ensure spatial order and to manage the land resources so as to take into account their economic assets. The main purpose of this study was to identify the role of a variety of relevant factors as well as the activities performed by local governments in eastern Poland that arise from with the local policy of a municipality, the smallest unit in Poland’s administrative division, in connection with the location of business enterprises. The research enabled us to determine what activities in the domain of spatial policy are implemented by local governments and what role they play in the enhancement of economic values of a municipality. The results also helped to indicate which spatial policy factors lose and which gain importance in the context of conducting a business activity. The most important factor in terms of the location a business investment in a given area is the active implementation of the municipality’s spatial policy. The factor that gains the highest importance in the eyes of entrepreneurs is the condition of technical infrastructure.

Together with technological innovations and the development of a digital society, PPGIS approaches have been rapidly growing popular in the last years, in Poland’s local administration. Local governments take significant interest in online tools; however the principles of public participation, which, in fact, should also be applied to e-consultations, are still missing. One of the assumed roles of PPGIS is to support public participation—not just in terms of the number of stakeholders, but especially in terms of the impact on decision making. The present paper discusses the results of investigations into two decision-making processes, regarding local spatial planning in the Poznań agglomeration, Poland, conducted in 2015–2021. Its aim is to verify the hypothesis that the use of PPGIS facilitates more meaningful involvement of citizens in spatial planning. As a result of the case study analysis, in-depth interviews with local authorities and officials, and analysis of the planning documents and the role of PPGIS in public participation in decision making, was investigated. It was shown that in both processes there was no direct participation of society in decision making. However, the use of PPGIS, according to local authorities, had implications in the context of the wider process of local governance.

Abstrak. Pembangun perumahan diatas tanah pertanian yang sudah ditentukan oleh pengusaha perumahan harus mendapatkan izin. Izin dari pemerintah daerah sangat berperan dalam membangun perumahan bagi pengusaha perumahan yang harus mengajukan permohonan.Setelah pengusaha perumahan mendapatkan izin, maka pengusaha segera membebaskan hak yang terdapat diatas tanah dengan cara negoisasi atau musyawarah. Dalam hal ini pemerintah membentuk tim yang terdiri dari Dinas Pertanian, Dinas Perindustrian dan juga Kantor Pertanahan. Tim yang dibentuk pemerintah ini mempunyai tugas untuk menyelidiki keberadaan dan status tanah yang selanjutnya hasil dari tim tersebut untuk masukan bagi Bupati selaku Kepala Daerah untuk memberikan izin pembangunan bagi pengembang perumahan. Perubahan penggunaan tanah pertanian ke non pertanian memang diperbolehkan, akan tetapi diusahakan bukan pada tanah pertanian subur dan irigasi teknis sebagaimana yang diatur dalam Permendagri No. 5 Tahun 1974 pasal 7 ayat 3 huruf a . Diatur pula dalam Undang Undang Nomor 41 tahun 2009 tentang perlindungan lahan pertanian pangan berkelanjutan,dan pembangunan perumahan sesuai dengan ketentuan Rencana tata ruang wilayah dan tata guna tanah, Junto Perpres nomor 59 tahun 2019, tentang pengendalian alih fungsi sawah, harus disesuaikan dengan tata ruang dan tata guna tanah di daerah masing masing. Abstract. Residential builders on agricultural land that have been determined by the housing entrepreneur must obtain a permit. Permits from local governments play a very important role in building housing for housing entrepreneurs who must submit applications. In this case the government formed a team consisting of the Department of Agriculture, the Department of Industry and also the Land Office. The team formed by the government has the task of investigating the existence and status of the land, which then results from the team as input for the Regent as the Regional Head to provide development permits for housing developers. Changes in the use of agricultural land to non-agriculture are indeed allowed, but they are not cultivated on fertile agricultural land and technical irrigation as regulated in Permendagri No. 5 of 1974 article 7 paragraph 3 letter a. It is also regulated in Law Number 41 of 2009 concerning the protection of sustainable food agricultural land, and housing development in accordance with the provisions of the regional spatial planning and land use plan, Junto Perpres number 59 of 2019, concerning the control of the conversion of rice fields, must be adjusted to the spatial and land use in their respective areas

The regulation of spatial planning aims to meet the demands of the built-area and preserve the environment for sustainable urban development. Yet, the implementation of spatial planning for welfare and environmental sustainability faces various problems such as conflicts between sectors and regions. Similarly, the efforts to improve welfare through economic growth lead to land conversion that has an impact on environmental demage and land conflicts. The purpose of this study is to analyzethe factors inhibiting local governments in implementing the spatial planning. This research belongs to qualitative research with Socio Legal approach. The informants and respondents were chosen by applying purposive sampling technique, while the data validation used triangulation. The results showed that local governments have difficulties in implementing environmental-based spatial planning as well as increasing economic growth, especially for regions with small local revenues. Limited resources, inconsistenct policy, and weak regulation arrangements have become inhibiting factors in meeting the demands of environmental-based spatial planning and increasing economic growth. Therefore, commitment from local government is needed to solve the problem by increasing the capacity of government apparatus, enforcing the rules, and reconstructing the fair and prosperous spatial policy.

Theories concerning the impact of urbanization on ground-dwelling mammals are mainly based on large-city studies. We investigated whether the negative effects of urbanization are evident in smaller urban areas, where green areas are usually less isolated from their natural surroundings. Livetrapping of small mammals (Rodentia and Soricomorpha) was conducted between 2007 and 2010 in 15 patches within the city of Lublin (Poland) (147.5 km2, population 354 000) and 15 patches in its agricultural surroundings. A decline in species richness and diversity along an urbanization gradient and an increase in the abundance of species best adapted to the city environment (synurbic species) were observed. The main factors influencing ground-dwelling mammals was isolation of green patches, while the management type of green areas had no significant effect. The genus Apodemus Kaup, 1829, particularly the striped field mouse (Apodemus agrarius (Pallas, 1771)), was the most urban biased. Within the city, A. agrarius alters its habitat preferences and life-history parameters (body mass, seasonal fluctuations, winter survival). Understanding the factors influencing ground-dwelling mammals in medium-sized cities will enable measures to be implemented that could reduce the negative effects of urbanization during urban expansion.

Despite of the popularity of interactive movie trailers, rigorous research on one of the most apparent features of these interfaces – the level of user control – has been scarce. This study explored the effects of user control on users’ immersion and enjoyment of the movie trailers, moderated by the content type. We conducted a 2 (high user control versus low user control) × 2 (drama film trailer versus documentary film trailer) mixed-design factorial experiment. The results showed that the level of user control over movie trailer interfaces decreased users’ immersion when the trailer had an element of traditional story structure, such as a drama film trailer. Participants in the high user control condition answered that they were less fascinated with, absorbed in, focused on, mentally involved with, and emotionally affected by the movie trailer than participants in the low user control condition only with the drama movie trailer. The negative effects of user control on the level of immersion for the drama trailer translated into users’ enjoyment. The impact of user control over interfaces on immersion and enjoyment varies depending on the nature of the media content, which suggests a possible trade-off between the level of user control and entertainment outcomes.

The paper examines the impact of oil price shocks on inflation, as well as the impact of the choice of the monetary policy regime on the strength of this influence. We used dynamic models on panel data for the countries of the world for the period from 2000 to 2017. It is shown that mainly the impact of changes in oil prices on inflation is carried out through the channel of exchange rate. The paper demonstrates the influence of the transition to inflation targeting on the nature of the relationship between oil price shocks and inflation. This effect is asymmetrical: during periods of rising oil prices, inflation targeting reduces the effect of the transfer of oil prices, limiting negative effects of shock. During periods of decline in oil prices, this monetary policy regime, in contrast, contributes to a stronger transfer, helping to reduce inflation.
