Kyoto Cuisine Gone Global

In the face of globalization, chefs in Kyoto, Japan have worked to protect local food culture and revive the local food economy. Their actions do not constitute “resistance,” nor are they simply signs of the persistence of local difference in the context of large-scale changes. Drawing primarily on interviews I conducted with prominent chefs of “traditional” Kyoto cuisine and participant observation at events related to Kyoto cuisine, this article examines chefs’ approaches to outside influence and promotion efforts abroad. I pay specific attention to the incorporation of new foreign ingredients into Kyoto cuisine and new efforts to share culinary knowledge with foreign chefs, namely the establishment of a work visa system and the creation of a cookbook series targeted at professional chefs abroad. Kyoto's chefs, this article demonstrates, have been strategically engaging with globalization, actively refashioning the local to try to control it at a global scale.

AbstractPastoralists’ livelihoods in Africa are highly endangered by adverse forces – the climate change being one among those. Against this background, climate change adaptation is conceptualized as strategic agency in the field of risk-laden livelihood environments, that is, agency in the face of risky options and non-calculable uncertainties.The chapter conceptualizes pastoralists’ livelihoods exposed to a four-fold hierarchy of environmental risks and forces defining the actors’ arena of strategic decision making: From the global scale of ever extending impacts by the climate change imperative, to the national scale of government policies in terms of decentralization, challenging people to govern and define their communal efforts in terms of climate change adaptation, and down to the regional scale, which in the presented case is dominated by a large-scale investment, the Kuraz Sugar Development Project, which again confronts local actors with adverse forces toward villagization and eviction from pasture grounds. Right at the end of this hierarchy and in accordance with discourses on “climate services,” the end-users and local actors, the pastoralists, are confronted with and offered a product that they can input into their decision making: cattle feed from the residues of the irrigated sugar cane. The question remains whether substantive aspects of processes turning into true environmental and social justice in terms of recognition, procedures, and distribution will be paid attention to.

The success of large-scale innovative projects is increasingly a function of the marriage of multiple complex technologies and the ability to articulate and capture economic benefits. For corporations, the decision to pursue particular projects often hinges on the creation of, or the ability to appropriate, requisite technologies in a manner that will allow for an adequate return on investment for project shareholders. The business model is a tool that can be used to help determine whether or not a project has the necessary components for successful completion. A business model articulates a business venture's value proposition, market segment, cost and profit structure, value chain, value network, and competitive strategy. While business models are commonly used at the corporate level, they can also be applied to projects in order to convey how the potential of multiple converging technological inputs lead to the creation of sustainable economic value outputs, often in the face of technical and market uncertainty. Empirical observations from the biopharmaceutical and aerospace industries reveal that projects with incomplete business models face considerable complications, while projects with complete business models face less difficulty with respect to execution. As such, companies can use business models as a tool for making project go/no go decisions whereby only projects with complete business models are allowed to progress through the development process.

This paper traces the partnership between the University of Toronto and the non-profit Local Food Plus (LFP) to bring local sustainable food to its St. George campus. At its launch, the partnership represented the largest purchase of local sustainable food at a Canadian university, as well as LFP’s first foray into supporting institutional procurement of local sustainable food. LFP was founded in 2005 with a vision to foster sustainable local food economies. To this end, LFP developed a certification system and a marketing program that matched certified farmers and processors to buyers. LFP emphasized large-scale purchases by public institutions. Using information from in-depth semi-structured key informant interviews, this paper argues that the LFP project was a disruptive innovation that posed a challenge to many dimensions of the established food system. The LFP case study reveals structural obstacles to operationalizing a local and sustainable food system. These include a lack of mid-sized infrastructure serving local farmers, the domination of a rebate system of purchasing controlled by an oligopolistic foodservice sector, and embedded government support of export agriculture. This case study is an example of praxis, as the author was the founder of LFP, as well as an academic researcher and analyst.

In order for local food initiatives (LFIs) to have a transformative effect on the larger food system, greater levels of economic, organizational and physical scale are needed. One way for LFIs to reach the scale necessary to generate a more significant impact is through increased institutional procurement of local foods. But how do people and organizations come together to generate the social infrastructure required to shift food purchasing practices and processes? This field report shares the story of an innovative community of practice consisting of institutional food buyers, large-scale distributors, regional retailers, processors, producers, researchers, municipal and provincial government representatives within the Edmonton city-region that formed for the express purpose of “creating a positive community impact by getting more local foods on more local plates”. In describing the formation and first three years of the Alberta Flavour Learning Lab we examine the unique characteristics of this community of practice that has aided the development of a common framework for learning, understanding and joint action. In addition to the accomplishments to date, we also discuss the challenges faced by the Learning Lab and the strategies used to overcome them.

O artigo analisa um tema pouco abordado na literatura brasileira de relações internacionais: a atuação das políticas externas do Brasil e do México para a criação do Grupo de Contadora (1983), Grupo de Apoio à Contadora (1985) e do Grupo do Rio (1987). Esses grupos tiveram papéis importantes nas tentativas de estabilização dos problemas políticos, econômicos e sociais da América Central a partir dos anos 1980. O artigo está dividido em quatro partes: i) compreensão da criação do Grupo de Contadora, do Grupo de Apoio à Contadora e a atuação do Brasil e do México, ii) destaque aos principais objetivos desses dois grupos, iii) explica o “dilema” das políticas externas do Brasil e do México diante das ações estadunidenses para a América Central e iv) e descreve a criação e os objetivos do Grupo do Rio. Por meio de uma pesquisa explicativa, onde é fundamental reunir informações sobre vários assuntos para entender de forma mais abrangente um tema específico, o artigo faz uso de fontes secundárias que analisam as relações internacionais da América Latina e os processos decisórios das políticas externas do Brasil e do México na década de 1980, além de algumas fontes primárias, como documentos oficiais dos acordos celebrados e declarações presidenciais disponíveis em arquivos dos sites eletrônicos da presidência ou chancelaria dos países. Conclui-se mostrando que os dois países foram fundamentais para o processo de estabilização política, principalmente na região centro-americana, não só pela importância histórica, política e econômica de cada um, mas também pelo fato de que a formação desses grupos foram importantes para dirimir litígios, acelerar a resolução de conflitos entre os países do continente, além de ter sido um período de aproximação e fortalecimento da relação bilateral Brasil-México.         ABSTRACT: The article analyzes a theme little addressed in the Brazilian literature of international relations: the performance of the foreign policies of Brazil and Mexico for the creation of the Contadora Group (1983), the Contadora Support Group (1985) and the Rio Group (1987). These groups played important roles in attempts to stabilize the political, economic and social problems of Central America from the 1980s onwards. The article is divided into four parts: i) an understanding of the creation of the Contadora Group, the Contadora Support Group and the actions of Brazil and Mexico, ii) highlighting the main objectives of these two groups, iii) explaining the "dilemma" of the foreign policies of Brazil and Mexico in the face of US actions for Central America, and iv) describing the creation and objectives of the Rio Group. By means of an explanatory survey, where it is essential to gather information on various subjects in order to understand more comprehensively a specific theme, the article makes use of secondary sources that analyze the international relations of Latin America and the decision-making processes of the foreign policies of Brazil and Mexico in the 1980s, in addition to some primary sources, such as official documents of the agreements signed and presidential declarations available on the archives of the electronic sites of the presidency or chancellery of the countries. It concludes by showing that both countries were fundamental to the process of political stabilization, especially in the Central American region, not only because of their historical, political and economic importance, but also because the formation of these groups was important to settle disputes, accelerate the resolution of conflicts between the countries of the continent, and was a period of rapprochement and strengthening of the bilateral relationship between Brazil and Mexico. The floodplain of the Upper Rhine and its biocoenoses have, through different river-regulatory activities over the last 175 years, undergone large scale degradation. At the same time flood protection for the downstream inhabitants has been greatly reduced. For reasons of flood protection, the “Polder Altenheim” in Baden-Württemberg, Germany southwest of Strasbourg, France, with so called retention flooding, was put into operation in 1987. The original floodplain had been diked for the previous 17 years, during which no flooding occurred. Since 1989 “ecological flooding” also is carried out. This has assisted in the regeneration of floodplain biotopes and promoted the floodplain biotic communities and the readaption of the bioceonosis to a regular flooding regime. The creation of new floodplain biotopes of early succession stages, particularly through geomorphodynamic processes, has followed the more than ten flood ocassions and typical biotic communities have colonised these sites. This will be presented together with selected examples of terrestrial and limnical species and communities. The following species and communities will be discussed: kingfisher Alcedo atthis, carabid communities (Coleoptera), the red alga Hildenbrandia rivularis (Rhodophyceae), the freshwater snail Theodoxus fluviatilis (Neritacea) and the freshwater bug Aphelocheirus aestivalis (Hydrocorisae).

During Ban Ki-moon’s tenure, the Security Council was shaken by P5 divisions over Kosovo, Georgia, Libya, Syria, and Ukraine. Yet it also continued to mandate and sustain large-scale peacekeeping operations in Africa, placing major burdens on the UN Secretariat. The chapter will argue that Ban initially took a cautious approach to controversies with the Council, and earned a reputation for excessive passivity in the face of crisis and deference to the United States. The second half of the chapter suggests that Ban shifted to a more activist pressure as his tenure went on, pressing the Council to act in cases including Côte d’Ivoire, Libya, and Syria. The chapter will argue that Ban had only a marginal impact on Council decision-making, even though he made a creditable effort to speak truth to power over cases such as the Central African Republic (CAR), challenging Council members to live up to their responsibilities.
