Gender violence is a global social problem. Although in Ecuador there have been achievements in recent decades, this phenomenon persists and tends to increase. This contrasts with the progressive approval of regulations aimed at ending this social problem and responding to the victims. It is relevant, therefore, to analyze the implementation of public policies, in the specific case of the city of Guayaquil, through the documentary review of the investigative, normative and strategic background, as a part of the objectives of a doctoral thesis that is on investigative process1. For this, the data that indicate the problem magnitude were interpreted and the behavior of the elements that influence its solution was studied. The results showed deficiencies and non-compliance with the legislation and lack of attention to the problem by the responsible institutions. As a conclusion, the need for the conscious application of the provisions, the operation of the System and its instruments, the allocation of the necessary budget and above all, increase the prevention work and the initiative to adopt practical solutions at the level of the autonomous government of the territory.

PurposeThis paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.Design/methodology/approachThis paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.FindingsThe paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.Originality/valueThere are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

Considerando que o processo de desenvolvimento urbano implica na multiplicação dos impactos ambientais decorrentes do assentamento humano sobre a área de influência da cidade e a existência de diretrizes de ação visando à promoção da sustentabilidade urbana na Agenda 21 brasileira, bem como nas disposições do Estatuto da Cidade, especialmente no que se refere aos objetivos da política urbana, garantia do direito a cidades sustentáveis, planejamento do desenvolvimento urbano, estudo de impacto de vizinhança e ao Plano Diretor, o trabalho aponta possibilidades de efetivação destas diretrizes e dispositivos legais no gerenciamento urbano por meio de políticas públicas locais no âmbito dos transportes, habitação e uso do solo. Tais políticas deverão estar dirigidas a objetivos ambientais definidos em função do grau de qualidade ambiental urbana presente e da eqüidade da sua distribuição espacial, visando a uma situação futura desejada. Public policies and urban sustainable development Abstract Considering that urban development is directly related to the spreading of environmental impacts caused by human settlements within city limits and the existence of directives in the Brazilian Agenda 21 regarding the promotion of urban sustainability, as well as the content of the City Statute regarding urban policies towards sustainable cities and urban planing, this study presents possibilities of implementing directives and legal measures for urban management by means of local public policies concerning transportation, habitation and land use. Such policies should be directed towards environmental objectives, defined with regard to the present urban environmental quality and spatial distribution, aiming at a desired future condition.

O  presente artigo articula dois fenômenos aparentemente  distintos, o Urbicídio e o Juvenicídio, enquanto expressões da crise estrutural do capital., que se agrava no Brasil e nos demais países dependentes no atual quadro. A cidade é palco de um modelo neoliberal que segrega a classe trabalhadora dos direitos acessados nos grandes centros urbanos, sendo as periferias desprovidas de equipamentos públicos. As juventudes, mesmo que legalmente reconhecidas comosujeito de direitos, são vítimas da  ausência  de políticas sociais, principalmente nas periferias, territórios violados pelo Estado Penal. As políticas públicas até então constituídas promovem ações limitadas focadas no recrutamento de jovens no mercado de trabalho desassociadas de políticas públicas de proteção social básica, cada vez mais precarizadas. No entanto, as juventudes, plenas de potencialidades, podem protagonizar movimentos de resistência a este projeto societário, que exclui, encarcera e mata.Palavras-Chave: Juventudes, Território, Juvenicídio, Urbicídio THE TWO SIDES OF THE SAME COIN: Urbicide and Youthicide in Brasilian Reality.Abstract: The present article discuss two apparently distinct phenomena, Urbicide and Youthicide, as expressions of the structural crisis of capital, which is aggravated in Brazil and in the other dependent countries in the present conjuncture. The city is the stage of a neoliberal model that segregates the  working class, without right to the city  and  the social services.The youth, even if legally recognized as subject of rights, are victims of the absence of social policies, mainly in the peripheries, territories violated by the Criminal State. The public policies e promote limited actions focused on the recruitment of young people in the labor market disassociated with public policies of basic social protection, increasingly precarized. ABSTRACTThis essay examines a body of films that represent and re-enact the infamous 1964 Catherine Genovese rape and murder, helping to define the crime as a problem of bystander non-intervention exacerbated by urban living conditions and the ‘high rise anxieties’ of apartment dwellers. The moving image culture around the Genovese case tells a story about male violence against women in the city through the perspective of urban apartment dwellers, who are portrayed as bystander witnesses to both the city and to the social relations of stranger sociability in the city. Films depict the killing of Kitty Genovese, sometimes through fictional analogues to her and the crime, as an outcome of failed witnessing, explicating those failures around changing ideas about urban social relations between strangers, and ways of surveilling the city street from apartment windows. By portraying urban bystanders as primarily non-interventionist spectators of the Genovese rape and murder, films locate the conditions of femicide and responsibility for it in detached modes of seeing and encountering strangers. By analysing film as forms of historic documentation and imagination, as artifacts of historically and contextually different ways of telling and revising the story of the Genovese murder as one of bystander non-intervention in gender violence in the city, the essay conceptualizes film and filmic re-enactments as a mode of paying witness to the past.

In the aftermath of the economic crisis in the city of Madrid, food geography transformed. The urban unemployed began to engage in agriculture in periurban areas, creating new alliances between producers and consumers. Over a period of 15 years the alternative food movement organized on the fringe gave way to agroecological civic platforms that are highly assertive, and a dialogue with political institutions has opened. A key moment in the advance of this proactive attitude came about in the municipal elections of May 2015. Activists ascended to positions of political power and the backdrop of the Milan Urban Food Policy Pact, created an opportunity for the food movement to move from protest to program, and public policies permeated by agroecological principles.

O artigo objetiva analisar o processo vivenciado na cidade de Altamira, estado do Pará, antes a construção da Usina Hidrelétrica de Belo Monte, voltando-se para a problematização de como as políticas públicas para crianças e adolescentes são afetadas pelos problemas decorrentesdesta grande obra. Através da análise de dados estatísticos comprova a precarização acelerada de índices sociais ligados à violência sexual, ato infracional e uso de drogas. However, Nikah Siri (unregistered marital) has been seen asa part of the social behavior, and lived in Indonesian society. Thisbehavior often impact living condition of social structure. In anotherside, this social problem must be fixed with appropriate law-makingsystem. The Act Plan of “Hukum Peradilan Agama Bidang Perkawinan”(RUU HPABP) was noted in commitment to criminalize the behavior.Some sounds of pro and anti toward this Act Plan nowadays, makethis issues more interesting be reseacrhed. Applying symbolicinteractionism approach and labelling theory, this study examined thecriminalization issues on the Act Plan in social framework. The frameworkis critical to assume the effectiveness of law making processbased on people participation. This research took place in PekalonganDistrict (the City and Regency of Pekalongan), which is noted for the‘hidden’ large number of nikah siri practices. Results of the study revealedthe social criminalization of Nikah Siri akin to kinds of people’sperception toward the behavior. The hidden types of Nikah Siri(hidden from people’s knowledge) had an effect on social constructionto criminalize the behavior, but not the open one

Resumen La violencia de género se ha caracterizado como un problema social en el marco de un sistema de relaciones de dominación del hombre sobre la mujer, que genera como consecuencia un daño físico, sexual o psicológico, a través de acciones que causan sufrimiento. El objetivo del presente estudio fue analizar desde la perspectiva teórica la violencia de género en Latinoamérica, considerando las modalidades de ejecución, las estrategias empleadas para su prevención y erradicación a fin de generar fundamentaciones basadas en publicaciones recientes. La metodología base fue la revisión bibliográfica, crítica, y documental. Se recurrió al método descriptivo-argumentativo. Para la recolección de la información se utilizaron las bases de datos: Latindex, Redalyc, Scielo, Scopus, y Dialnet. La violencia de género históricamente se ha relacionado con la mujer afectándola en distintos ámbitos, económicos, políticos, sociales, culturales. Las legislaciones nacionales y sus estrategias para la prevención y erradicación tienen origen en las normas internacionales, no obstante, a pesar de los esfuerzos realizados se evidencian reportes de cifras alarmantes que demuestran debilidades en la implementación o ejecución de procedimientos adoptados en la región para aplicar la normativa vigente que garantiza y protege los derechos de la mujer a vivir una vida libre de violencia. Abstract Gender violence has been characterized as a social problem within the framework of a system of relations of domination of men over women, which consequently generates physical, sexual or psychological damage, through actions that cause suffering. The objective of this study was to analyze gender violence in Latin America from a theoretical perspective, considering the execution modalities, the strategies used for its prevention and eradication in order to generate foundations based on recent publications. The base methodology was the bibliographic, critical, and documentary review. The descriptive-argumentative method was used. To collect the information, the following databases were used: Latindex, Redalyc, Scielo, Scopus, and Dialnet. Gender violence has historically been related to women, affecting them in different areas, economic, political, social, cultural. National laws and their strategies for prevention and eradication are based on international standards, however, despite the efforts made, reports of alarming figures are evidenced that show weaknesses in the implementation or execution of procedures adopted in the region to apply the current regulations that guarantee and protect the rights of women to live a life free of violence.

Among the measures imposed by different countries, suggested by experts and epidemiologists to curb the number of infections and death from the pandemic COVID-19 is quarantined, forcing families to stay home longer and interact with family members. Life as a couple becomes increasingly difficult to lead, there are problems of gender violence since before confinement. The situation of social isolation in many cases can worsen relationships and increase conflicts, fighting, and altercations between couples, becoming a social problem. The objective of this work is to analyze the figures and reports of cases of gender violence during the 1940s. The methodology applied was bibliographic research considering reliable and current sources; from qualitative-quantitative approaches that allow evaluating the information and making statistics for a better explanation of the study. The development of the text has a deductive and an inductive approach for its understanding. The results offer a clear overview of the problem that is exacerbated in times of compulsory quarantine in families while protecting themselves from the coronavirus from home, death can lurk in domestic violence that is understood to be the safest. It concludes with an increase in the problems during the quarantine.
