Introduction. The article examines the problem of the interdependence of the state and processes of changing the social order from the state and processes of changing social institutions designed to guarantee its stability. As one of such institutions, the educational system is considered, which in its traditional state actively performed a protective function, acting as a guarantor of the stability of the social order. In the context of the fourth industrial Revolution, the content and form of educational practices and the entire educational space have changed so much that education as a social institution loses the prerogative of protecting and guaranteeing the stability of the social order. The purpose of the article is to determine the main substrates underlying the social order on the basis of the historical and philosophical classification of the social order concepts, to show which turbulent phenomena in education most deform these substrates and thereby disqualify education in its function as a guarantor of the stability of both the social order and society as a whole. Materials and Methods. The historical and philosophical approach made it possible to form and classify the main concepts in the understanding of the social order and to differentiate its substrate bases using the tabular method. The activity-based and structural-functional approaches allowed us to identify the deforming phenomena that occur today in Russian education and have the greatest impact on the destabilization of the social order. To substantiate the conceptual and methodological basis of the study, the method of critical analysis of current research literature and the interpretation of the results obtained in it is used. Results. Historical and philosophical analysis has shown that the underlying foundations of the stability of the social order are (both in historical and modern explication) coercion, interests, values and norms, as well as cultural inertia. Social institutions (education, science, religion, law, etc.) ensure the functioning of the substrate bases, their correction in the direction of compliance with state needs, and thereby stabilize the existing social order as a system of governance and power mechanisms. However, the fourth technological revolution, which began in the second half of the XX – beginning of the XXI century, radically changed the functionality of social institutions. This historical period, due to the significance of the changes, was called the “era of turbulence” (A. Greenspan's term). This could not but affect the stability and foundations of the social order. The most pronounced deformations in the era of turbulence are those of education and science, that is, precisely those social institutions that, along with law and culture, in traditional societies served as a guarantor of the stability of the state. The greatest destabilizing effect of education on the social order is: the ongoing change in organizational paradigms of interaction between education and other spheres of public life (from “education-science-production” to “university – government – business”); the change in the status of subjects of educational interactions: the main object of educational interactions is the individual, business systems and the family, and not the state; fictivization of education (especially higher education) in its classical form, which manifests itself in the growing importance of virtual learning, narrow specialization and massization; the growth of educational inequality with its development into a social one. These phenomena really destabilize the social order both as values/norms, as cultural traditions, and as dialectically combined interests of the authorities and individuals. Conclusions. The study of the interactions of the social order has shown that the turbulent phenomena occurring in the social institutions of society can radically affect the stability of the social order. This, in turn, increases the turbulence in society as a whole.

The purpose of the article is to analyze the factors on which the stability of the social order depends and to substantiate the expediency of its priority in the sphere of national security. The scientific novelty of the article is the justification of the interrelationship between national security and the stability of the social order in the need’s context to merge society around the goals that guarantee its security. Conclusions. The study shows that the sustainability of the social order ensures the existence and security of society and social institutions. We analyzed the axiological dimension of social order and sustainability through the disclosure of the social function of value orientation. We see them as the basis for the choice of action of the elements of social systems. In this context, we emphasized justifying the importance of a conceptual framework for its sustainability that considers the socio-cultural specificities of society and the values of the indivisible. We have shown that the main reason for the danger of social order and stability leading to the disintegration of society is the disparity of traditional values. They inform society of the ideological principles, program goals, and legal norms concerning its existence and the development of the State, which are determined by the highest political leadership. This makes it advisable to study the social system in question, its hierarchical levels, and their interrelationships. Hierarchical levels (moral, legal, conceptual) are described, their interrelationship is described, and it shows the category of sustainability to reflect the qualitative and quantitative assessment of the social order as a social system. Level – the quality (conflict-free) of its internal structuring. Emphasis has been placed on the desirability of distinguishing, at the conceptual level, the social order from the conceptual and ideological, and programmatic aspects this ensures that political decisions are made at the strategic level of public administration and that the strategic objectives of society, the means, and means of achieving them in national security, are justified. It has been established that the most effective means of destroying the State is to generate the prerequisites for threatening the stability of the social order, Therefore, the priority task of the actors of public administration and administration is to develop and implement a set of measures aimed at structuring and harmonizing principles, values and objectives at and between hierarchical levels of social order. We have identified basic prerequisites for the effectiveness of these measures, including mutually agreed goals, timetables, means, and methods of implementing strategies for socio-political and socio-economic development. The relevance of scientific understanding of security in the context of a crisis of generalized trust in Russian society is justified by the search for significant indicators of its interdependence. The scientific discourse of the study of subjective assessments of social well-being allows us to predict the dynamics of these phenomena. The purpose of this article is to identify the optimal socio-economic context, as well as the effectiveness of the regional authorities, which are a necessary condition for optimizing the social well-being of citizens, as one of the basic components of the stability of the region's functioning. The analysis of the basic components of the social well-being of the population of the Altai territory in the context of the analysis of generalized trust in the basic social institutions of the region is presented. On the basis of structural-functional and neo-evolutionist approaches, the role of trust as a basic construct of the social order of functioning of the regional community is revealed. Conclusions are made that the set of assessments of the cognitive and emotional level of sensations indicates that most of the inhabitants of the region have a low estimate of the potential of social institutions responsible for the safety of life in the region.

Devbans are the parts of forest territory that have been traditionally conserved in reverence to the local deities in various parts of Himachal Pradesh. Today, they stand at the intersection of tradition and modernity. This paper endeavours to study the political ecology of a Devban in the contemporary times by looking at the power dynamics between various stakeholders with respect to their relative decision making power in the realm of managing the Devban of Parashar Rishi Devta. It further looks at howcertain political and administrative factors can contribute towards the growth or even decline of any Devban. The study argues that in the contemporary times when the capitalist doctrines have infiltrated every sphere of the social institutions including the religion, Devbans have a greater probability of survival when both the state and the community have shared conservatory idealsand powers to preserve them.

Society is historically associated with the state, which plays the role of an institution of power and government. The main task of the state is life support, survival, development of society and the sovereignty of the country. The main mechanism that the state uses to implement these functions is natural social networks. They permeate every cell of society, all elements of the country and its territory. However, they can have a control center, or act on the principle of self-organization (network centrism). The web is a universal natural technology with a category status in science. The work describes five basic factors of any social network, in particular the state, as well as what distinguishes the social network from other organizational models of society. Social networks of the state rely on communication, transport and other networks of the country, being a mechanism for the implementation of a single strategy and plan. However, the emergence of other strong network centers of competition for state power inevitably leads to problems — social conflicts and even catastrophes in society due to the destruction of existing social institutions. The paper identifies the main pitfalls using alternative social networks that destroy the foundations of the state and other social institutions, which leads to the loss of sovereignty, and even to the complete collapse of the country.

The article is devoted to the analysis of the problems of a social security modern discourse formation in the framework of a philosophical discussion of the transformation processes of the formation vector of the state security policy. The task of the article, according to the author, is to present the problem of security in conditions when it ceases to be understood, as a concept associated with the idea of preserving the integrity of a state or nation, and functions as a phenomenon with the broadest possible social parameters. Using the methodology of phenomenological, hermeneutic and comparative analysis, the new areas of security research, common difference of which is social and personal orientation are analyzed. The author pays attention to the features of the methodology of works reflecting the point of view of the modern state, works related to the development of a systematic approach to security, works based on an axiological approach and concludes that, despite the expansion of security interpretations, all these approaches retain a common ideological foundation. presupposing the need to preserve the leading role of the state in the field of social security, including the security of the individual and society and the state. All these approaches are based on the policy of responding to emerging threats to the Russian state and do not reflect the needs of a comprehensive strategic goal-setting covering the sphere of socio-economic development of the social system. This circumstance, according to the author, leads to the formation of a security strategy that exists only in the name of protecting the state and does not imply feedback between the state and the social institutions that the state is going to protect, which leads to the ineffectiveness of modern protection measures and the need to find new ways to justify the need for this protection, a new definition of its content and essence

Philosophers of earlier ages have usually spent time in considering thenature of marital, and in general familial, duty. Paley devotes an entire book to those ‘relative duties which result from the constitution of the sexes’,1 a book notable on the one hand for its humanity and on the other for Paley‘s strange refusal to acknowledge that the evils for which he condemns any breach of pure monogamy are in large part the result of the fact that such breaches are generally condemned. In a society where an unmarried mother is ruined no decent male should put a woman in such danger: but why precisely should social feeling be so severe? Marriage, the monogamist would say, must be defended at all costs, for it is a centrally important institution of our society. Political community was, in the past, understood as emerging from or imposed upon families, or similar associations. The struggle to establish the state was a struggle against families, clans and clubs; the state, once established, rested upon the social institutions to which it gave legal backing.

В статье рассматриваются особенности формирования социальной стратификации Древней Руси на раннем этапе развития, этапы появления различных страт в зависимости от социально-политических событий с X по XII вв. Предметом исследования является процесс образования социальных страт в древнерусском государстве. Цель статьи - рассмотреть социальное устройство Древней Руси, определить и описать стратификацию и взаимодействие страт между собой, историю изучения данного вопроса, политические события, влияющие на данные процессы. Основным вопросом исследования явились исторические события, оказавшие влияние на формирование социальных страт с X по XII вв., появление социальных страт в данный исторический период и формы их взаимодействия. Отвечая на данный вопрос, автор приходит к выводу, что разложение патриархально-общинного строя, формирование феодального вассалитета, принципа майората, княжеской дружины и другие внутриполитические события повлияли на формирование социальных страт государства. В связи с данными историческими событиями удается проследить этапы происхождения социальных слоев населения, их состав, социальные функции в обществе и государстве. The paper examines the features of the social stratification of the Ancient system at an early stage of development, the stages of the emergence of various strata depending on political events from the 10th to the 12th centuries. The subject of this research is the process of the formation of social strata in the ancient European state. The purpose of the publication is to consider the social structure of Ancient Rus, to determine and describe the stratification and interaction of strata with each other, to study this issue, political events that affect these processes. The main research issue was the historical events that influenced the formation of social strata from the 10th to the 12th centuries, the emergence of social strata in a given historical period and the forms of their interaction. Answering this question, the author arrives at the conclusion that the disintegration of the patriarchal-communal system, the formation of a feudal vassalage, the principle of primacy, the princely squad and other internal political events influenced the formation of social strata of the state. In connection with these historical events, it is possible to trace the stages of the origin of social strata of the population, their composition, social functions in society and the state.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

The study focuses on individual episodes of the biography, the most notable ideas and main socio-political views of the outstanding English scientist, social philosopher, theorist of the origin of the state – T. Hobbes. On the basis of the classic work “Leviathan”, his backbone thoughts on the processes of state building, the development of a balanced normative and legislative system and specific motives for striving for power are highlighted. In particular, attention is focused on the search by the researcher of the optimal balance between freedom and the duties of a citizen. The aspiration of the classic to a comprehensive study of the most effective mechanism, optimal forms of public administration, primarily for the establishment of stable social order and safety, is noted. The scientist emphasized that an authoritative, sovereign, legitimate state is able to effective cope with the tasks set. In which those in power are obliged to be guided by norms of morality and law. Characterized, according to the researcher, the socio-psychological traits of both average citizens and sovereigns for the full life support of the country.Highlighted his heuristic principles of anthropomorphism, which more metaphorically, expressively detail the likely destructive diseases of the state, among which he considered the lack of frugality and the processes of oligarchization of the socio-political system to be especially unsafe. Scientists emphasized the absolute rejection of corruption, lack of social justice, abuse of power. Thus, the advantages and disadvantages of various forms of government were highlighted, in particular, monarchical, aristocratic, democratic. The scientists himself was an active supporter of absolute monarchy and the unshakable authority of the state. At the same time, he focused not so much on the duties of citizens to the state, as on the duties of state representatives to their citizens, the implementation of which can state structure effective, authoritative and legitimate. At the same time, the contribution of T. Hobbes to the development of the philosophy of law is highlighted. In general, it was emphasized that the English scientist comprehensively substantiated his own thought about the immutability of human nature in the form of manifestations of selfishness, individualism, insatiable appetites, unrestrained passions, and the desire for social change. According to the philosopher, only a just, sovereign, authoritative state is capable of curbing the negative manifestations of human nature. In addition, attention focused on the state-forming nature of his philosophy and the scientist’s significant contribution to the development of the theory of the social contract or the contractual origin of the state is highlighted.

The late eighteenth and early nineteenth centuries saw attempts around the Mediterranean world to replace an old order of privilege and delegated power with one in which all subjects were equal before the state. Across southern Europe, revolutionary France provided the model: under French and subsequently liberal regimes, privilege in state, church, and economy was cut back; there were analogous changes in the Ottoman world. Legal change did not always translate into substantive social change. Nonetheless, new conceptions of a largely autonomous ‘society’ developed, and new protocols were invented to relate state to ‘society’, often entailing use of tax status as a reference point for the allocation of rights and duties. The French Doctrinaires argued that the abolition of privilege made society ‘democratic’, posing the question, how was such a society best governed? By the middle of the nineteenth century, this conception was widely endorsed across southern Europe.
