For the sake of rural revitalization, on the basis of making efforts to the construction of rural teaching staff, innovative training mode of rural teachers, and the system of teacher workshops, 123 teacher workshops have been established in batches in Hangzhou in 2017. The essence of the workshop is the community of teacher professional development and the practice forms of a good community of rural-urban education, which effectively promoted the balance of rural-urban education. The establishment of the workshop follows the contemporary social background; hence it is not only the innovation of local policy and the practical experience but also the heritage and implementation of “system of training teaches as their friends” (Xingzhi Tao’s teacher education theory) in the new era. The workshops in Hangzhou formed the relatively complete construction mechanism through five aspects, including the system construction, activity form, training method, development guarantee, and the evaluation of the efforts. Three years since the establishment, lots of core teachers have been cultivated by the workshop, continue to expand the radiation effects of top teachers from point to area, so as to driving the education integrative development, constructing school cultural features, and promoting the rural revitalization.

Rural revitalization to promote sustainable rural development is a key strategy promoted by the Communist Party of China. We conducted a comprehensive policy analysis to explore the development of sustainable rural education for promoting rural revitalization in China. Integrity, openness, and endogeneity are critical in the development of sustainable rural education. We investigated the formulation and implementation of sustainable development policies supporting rural education in China through an in-depth analysis of the rural education policy circle (policy design, content, and implementation) and administered a survey among rural education administrators and teachers to elicit their perspectives. Education personnel employed in rural areas within 10 provinces, including school and education administrators, teaching staff and researchers, and teachers (in kindergartens, primary schools, and middle schools) were recruited for the study. A total of 741 questionnaires were sent out and returned (a recovery rate of 100%). Our findings indicated that the policy design was unreasonable, and its focus on rural-based care was inadequate. Moreover, integration and symbiosis of policy content was lacking, and the governance system was also inadequate, leading to poor policy implementation associated with insufficient support of teacher resources. In addition to addressing the above issues, we suggest that the policy should have a rural orientation to enhance integration and symbiosis, with a focus on building and consolidating the ranks of rural teachers.

Implementing the strategy of revitalizing the countryside is a major decision-making arrangement made by the Chinese government, and it is the general leader of the work of "agriculture, rural areas and farmers" in the new era. This article aims at rural tourism under the background of urban-rural coordination and rural revitalization. Taking Yuanjia Village's rural tourism as an example, it summarizes the basic practices of rural tourism development in Yuanjia Village. Based on the practical experience of rural tourism development in Yuanjia Village, it proposes the development of rural tourism. The overall idea is that the successful mechanism of Yuanjia Village's development of rural tourism lies in: Cohesion and courage are the primary prerequisites for the development of rural tourism; integrating resources and creating characteristics are the basic conditions for the development of rural tourism; sharing benefits and co-governance is rural Fundamental guarantee for tourism development; integration of cultural tourism and cultural people is the inner soul of rural tourism development.

This note describes how integrating refugees into programs of social work education at universities and universities of applied sciences in Germany influenced the education provided, especially in rural areas where student bodies tend to be homogeneous groups. The refugees enrolled in social work courses changed those mostly homogeneous groups of students not only with their presence but moreover by introducing new perspectives on course content. As the changes prompted shifts in the global mindedness of fellow students and the teaching staff, the quality of the programs was enhanced.

As the effective and efficient means of resources utilization, biomass energy has become a very valuable and reliable source of alternative energy in China, especially for remote areas and countryside. First, in order to facilitate the development of biogas applications and promote the economic, social and ecological benefits from comprehensive utilization of biogas in rural areas in Urumqi (Capital of Xinjiang Uygur Autonomous Region, XUAR), the biogas potential was estimated, the biogas engineering construction and biogas comprehensive utilization were evaluated, and the existing problems of biogas development were analyzed, in this study. Second, countermeasures and recommendations were proposed in trying to resolved existing problems, based on international practical experience. And, according to local climatic situation and regional characteristics in Urumqi, ecological agriculture was proposed in this study as the development mode for the rural areas in Urumqi, based on the development of biogas technologies and international practical experience.

Tobacco production has always been an important pillar industry for China’s agricultural and rural economic development. By summarizing the practical experience of tobacco production in serving rural revitalization in China in recent years, this paper, based on the reality of tobacco industry, analyzes the practical problems existing in the development of tobacco-growing villages from the perspective of politics and overall situation, and puts forward some countermeasures to serve rural revitalization strategy in order to fulfill social responsibilities and help overcome poverty to lay a solid foundation for the strategic development of rural revitalization, to set the flue-cured tobacco industry as a model of agricultural strength, to set the tobacco-growing areas as a model of rural beauty, and to set the tobacco farmers as a model of farmers’ wealth.

The economy of European countries developed rapidly after the Western Industrial Revolution, and the rural areas of European countries also experienced long-term failure and depression. In the process of urbanization construction, the rural construction also faced many problems. In particular, after the urbanization rate exceeded 50%, European countries took targeted measures to revitalize rural areas in response to many problems in rural development, promoting the development process of urban-rural integration. Especially in Europe in the value orientation in the process of rural construction, there are many worth learning and using for reference of experience, in this paper, the European countries value index selection of rural construction, and implementation of rural construction scheme under this value orientation [1] research summary, draw lessons from the mature experience of the European countries rural construction, combined with China’s national conditions related to rural revitalization of advice are put forward.

The need for constant monitoring of existing practices to improve the efficiency of the agricultural sector and identify important guidelines for further development of this area.Using modern experience of EU countries to increase the efficiency of the national agricultural sector.Practical and theoretical issues of development of the agricultural sector and the use of existing practical experience in this field were considered by O. Borodin, O. Bublienko, V. Granovska, N. Karaseva, I. Klymenko, R. Kosodiy, M. Skoryk and others.Active development of economic processes in the agricultural sector requires current research on the existing practical experience of developed countries.Analysis of practical experience in ensuring the effective functioning of the agricultural sector of the EU.An effective direction of the transition to sustainable development of rural areas is organic production (regulatory principles are reflected in the Common Agricultural Policy of the EU). The institutional norms of the CAP EU act as a guarantor of positive transformations and a "substitute" for the interests of producers in conditions of market competition. In practice, the Council and the EU Commission are responsible for implementing the common policy. European policy for the development of the agricultural sector is funded by the European Agrarian Fund for Rural Development. EU countries use various mechanisms (subsidies, grants, state loan guarantees, etc.) for the development of the agricultural sector. The best results in the direction of sustainable development of the agricultural sector were achieved by countries that took radical steps quickly, decisively, comprehensively. The experience of the EU countries shows that it is also justified to limit government intervention in this sector, or to implement it through market-type mechanisms

The article identifies the current state and the main rural problems that cover many levels due to the complexity and systematization. The way to solve rural problems is connected not only with the rights and interests of farmers, but also with the coordinated progress and development of the whole economy and society. Thanks to the widespread development of high-quality vocational education in rural areas, this can not only increase cultural literacy, skills and incomes of farmers, but also contribute to overall social and economic growth. Vocational education can help farmers improve their professional skills and find effective ways to solve existing problems by improving their own skills and quality. The main problems of sustainable development in rural vocational education at the policy level, management problems in vocational schools at the operational level, farmers' ideology does not meet the needs of modern social and economic development, low overall quality of rural population, unreasonable human resources structure and serious outflow population in rural areas. Reasoned solutions and countermeasures are proposed by studying the main problems of rural vocational education development, namely: to solve the problem of sustainable development of rural vocational education, the government must carefully plan the structure of rural vocational education, increase capital investment, actively implement funding for one student, guarantee the well-being of teachers, seek to narrow the gap between urban and rural education and reflect the fairness of education; organize smart teaching methods to improve the learning effect, strengthen the teaching staff, through "dual qualifications", i.e. have the knowledge and technology; to solve the ideological problems of students and parents is the use of the media for the ideological promotion of "precious skills and glorious work" throughout society. Effectively and qualitatively improve the economic development of rural areas is possible through the modernization of rural areas and the interest of farmers in scientific knowledge and technical skills, increase professional skills to improve the quality of production and labor efficiency.

Purpose The aim of this study is to analyse teachers’ perceptions of information and communication technologies (ICT) and the effect they have on their students, comparing male and female teachers in rural and urban areas of Mexico. Design/methodology/approach This is a quantitative study with a validated questionnaire that records the perception of school teachers from a state in the northeast of Mexico. The questionnaire was designed by interviewing 20 teachers who have had problematic situations in the use of technology by students. The main problems that were perceived in their students were cyberbullying, cyberviolence, online pornography, excessive use of videogames and also lack of ability to use digital technology. Hypothesis testing was applied to identify differences between gender (female or male) and region (rural or urban), considering these problems and the efforts made by the school to address these issues. Findings Both the gender of the teaching staff and the region where the school is located are variables that are influencing the willingness to incorporate ICT issues that are affecting the well-being of students into the educational agenda. While teachers are the main actors in preparing their students on how to face these challenges, students in schools with mostly male teachers, or located in rural areas, will be in a situation of greater vulnerability to be victims of the problems that arise as part of ICT risks in a digital society Research limitations/implications This article only offers a first approach to ICT and teachers’ perceptions. It is necessary to broaden the scope of this type of research to include different educational contexts and to ask questions that reveal in greater detail how schools are dealing with ICT and its possible risks and the factors that have influenced the successes or failures they are having in these attempts. Practical implications This finding can help schools to promote programs focused to apply ICT for student flourishment and help them to deal with the risk that digital technology is generating in young students. Originality/value Although multiple research have been conducted to address teachers’ perception about diverse topics, there has been no specific research on the self-perception of teachers in dealing with technology and preparing students for the problems presented by ICT and its risks. This research contributes to the literature on the impact that teachers’ perceptions can have on the adoption of technology in education, and how this can be different by gender and region.

With the steady development and growth of economic society, remarkable achievements have been made in the construction and application of teaching resources, the establishment, and development of teaching staff, the innovation of the teaching and learning model, and the in-depth application of information and communication technology. In particular, is the thriving education undertaking? At the time local governments accelerating economic and social development, education is always the priority. They took education informatization as an essential solution to improve education development, promoting education informatization. This article takes Chengchuan Elementary School as an example, introduced the balanced development of urban and rural education and the cooperation with universities, and summarized its practical experience in applying education informatization under local conditions.
