In this article the author examines the main problems of the prospects of development and some questions of operation of publishing and printing industry within the frameworks of global digitalization and growth of digital publications. The author pays special attention to the priority of the objects of activity of the publishing and printing complex of Ukraine. The purpose of this work is to determine the possible ways of development of the publishing and printing industry of Ukraine on the basis of state regulation of their activities. The results of this work may be used by public institutions in predicting the effective development of the economy and national legislation to support publishing and printing industry.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

This study focuses on the development of a reference model of business processes within enterprises providing public services in the field of real estate. The study revealed key features of process approach in the system of state regulation of the real estate market, considered organizational foundations of activities and technological processes of public institutions, and modelled the main business processes of public regulation enterprise at the top detail level. Based on a detailed representation of the main, managing and supporting business processes, the reference model was developed.

Attention is drawn to the fact that the livestock industry occupies a leading place not only in the economy of many European countries, but also is crucial in ensuring their food security. Foreign experience of revival and development of the livestock industry is considered. It is indicated that an important component of ensuring the stable development of each country, the life of society and the livestock industry is state policy. The role of state policy of European countries and mechanisms for its implementation in this important process are defined. It is established that the state policy measures of various European countries focus on the development of programs for state assistance to the development of farms in order to increase their competitive ability, financial support for their producers and provide various types of resources. At the stage of developing a state policy and for the purpose of its effective implementation, a system of means, tools and methods is determined by which the policy implementation mechanism is formed. Common features in the development of animal husbandry in different European countries are identified and its features are highlighted. Taking into account global trends, priority areas for the development of such sub-sectors of animal husbandry as cattle breeding, pig breeding, and sheep breeding are identified. It is noted that for the further effective development of Agriculture and the maintenance of animal husbandry in the most vulnerable rural areas, an important role is played by state regulation mechanisms aimed at social security of existing producers, especially young farmers in areas where agriculture is their main source of income. It is proposed to continue creating appropriate conditions for the full entry of animal husbandry into efficient production and full provision of the domestic market with high-quality, competitive, environmentally friendly livestock products.

The paper studies the historical and legal background of the formation and development of government procurement in Ukraine. It analyzes the essence and significance of public procurement for the effective development of budgetary enterprises, institutions and organizations in different historical periods. It has been established that public procurement took various forms long before the independence of Ukraine. State orders are considered in the context of the broader problem of state regulation of the economy, namely one of the most serious and ambiguous economic problems is the rational interaction of the state and the market system in the process of public procurement. It is substantiated that a full-fledged national economy largely depends on how transparent and economically justified public expenditures on the maintenance of institutions financed from the state budget. Detected that one of the most promising ways to implement the concept of rational and efficient use of budget funds is the widespread introduction of a single structured system in the procurement of goods, works and services for public needs, based on competition, transparency, non-discrimination and decentralization. The paper reviews specifics of legislative regulation of public procurement in the relevant periods. The stage of transition of the system of centralized production planning, distribution of material and technical resources, the function of the state order as an absolute state regulator in the production of products and services to the means of meeting the needs of material resources, products, works and services of consumers supported by the state budget. It identifies the main differences in the approaches to understanding the essence of public procurement. The paper provides a detailed description of the influence of factors and circumstances on the development of the legal framework of public procurement. It determines and substantiates government procurement development periods. The paper analyzes the negative effects of omissions and non-finalization of the legal framework of each respective period. It studies the methods of and reasons for changing the terminology in the formation of the conceptual apparatus of the modern legal framework. Conclusions on changes, additions and adjustments to the legal framework of public procurement are provided. The paper assesses the main differences between the adopted public procurement laws.

One of the main objectives of the EAEU is the formation of a single market for goods, services, capital and labor, leading to a comprehensive modernization, cooperation and increasing the competitiveness of economies. State regulation of market conditions of entrepreneurship should find points of growth of integration processes and introduce mechanisms for their effective development. Based on the example of economic interaction between Russia and Kazakhstan, analysis showed that the processes of nominal and institutional convergence are contradictory, the formation of a single market is unreasonably slow. In the past two years, integration progress has slowed, mutual trade of economic entities in Russia and Kazakhstan has declined. The initial effect of forming a single market, connected with the removal of barriers, has already exhausted itself. The next stage of integration development should envisage the transfer to the supranational level of a number of regulatory functions for the single market designed to stimulate the economic growth and modernization of the economies of the EAEU members.

The events, which were highly important for Latvian higher education development, were happened in the 1st part of 2011, incl. discussions about higher education establishment (university) autonomy frames and content. According to the national legislation and higher education establishment statuses, autonomy is mostly centred to the “inside” of the higher education establishment, bringing in “outside” duties to respect and comply with state regulation and standards etc. The analysis of current situation in Latvian higher education shows, that there are four models of autonomy, which have differences in legal regulation, management and daily practise. Also the targets of the founders, the priorities of educational activities are different and exactly influence educational relations, content of studies, study requirements, students, staff and administration duties and rights. In this context, discussions about the founder’s rights to supervise higher education establishment work and harmonization of society-statehigher education establishment still are opened for adjustment.

The subject of the study is the strategic aspects of state regulation of trade activities in Ukraine. The article presents the state of domestic and foreign trade activities, as well as the place of the state in the regulation and development of the domestic and foreign markets. The concept of a mechanism for regulating the activities of commercial enterprises in the context of a fall in the level of national production with a significant import volume at the same time is revealed. The role and place of the state in the management of foreign and domestic trade, as well as the relationship between the state and the subjects of the domestic and international market, are considered. It is established that the system of state regulation measures should ensure the functioning of a competitive environment for all market participants, while ensuring the effectiveness of fair legal regulation of consumer protection, replacing managerial FSCS with regulatory ones. The objective necessity of regulatory policy and its impact on the effective development of retail trade of each individual enterprise and the domestic market as a whole is justified. The tools of the state body regulating the sphere of trade and the possible consequences of their application with clearly defined functions and powers to support innovations in this sphere of activity are considered. The analysis of the most significant legislative documents is made. The main problems and imbalances in the development of trade activities as a result of inadequate attention of the state to trade issues are identified. According to the results of the study, promising areas for improving the state's regulation of domestic and foreign trade are identified, based on the examples of world experience and the laws of progressive development of trade activities, which demonstrates the need for the state to guarantee a balance of interests of consumers, producers and network trading companies.The directions of improvement of the state regulation policy that will contribute to the development of trade and effective entry of Ukraine into the world community are highlighted.

В статье изложен ход и результаты исследования экономических отношений, возникающих в процессе финансирования казахстанских технологических предприятий. Автором, посредством применения соответствующих общелогических и частных экономических методовпроведения исследований, решена научная задача по формированию стратегии мобилизации и использования финансовых ресурсов для эффективного развития технологической промышленности Республики Казахстан. Комплекс исследовательского инструментария включает такие методы, как:формально-логический анализ,абстрагирование, графическийанализи экономико-статистический анализ.Каждыйиз методов использовался aдeквaтнoeгoфункциoнaльным вoзмoжнocтям и paзpeшaющимcпocoбнocтям.Это позволило автору последовательно peшатьcooтвeтcтвующиеэтaпные зaдaчииccлeдoвaния. Вначале изучить экономическую сущность системы финансирования развития казахстанских технологических предприятий,затем обосновать необходимость государственного регулирования данной системы. Далее определить роль и место интернет-трейдинга в системе экономических отношений между населением и участниками финансового рынка, и в завершенииразработать теоретическую модель финансирования развития технологических предприятий Казахстана, адаптированную под современные экономические реалии Республики. The author, through the use of appropriate General and private economic methods of research, solved the scientific problem of forming a strategy for the mobilization and use of financial resources for the effective development of the technological industry of the Republic of Kazakhstan. The complex of research tools includes such methods as: formal logical analysis, abstraction, graphical analysis, and economic and statistical analysis. Each of the methods was used adequately for the ero functionality and resolution capabilities. This allowed the author to consistently solve the corresponding stage tasks of the study. First, to study the economic essence of the system of financing the development of Kazakhstan's technological enterprises, then to justify the need for state regulation of this system. Next, determine the role and place of Internet trading in the system of economic relations between the population and financial market participants, and finally develop a theoretical model for financing the development of technological enterprises in Kazakhstan, adapted to the current economic realities of the Republic. The findings of the study represent a potential theoretical and methodological basis for use by relevant state bodies in the development and introduction of amendments and additions to legislative and regulatory acts regulating the mobilization and use of financial resources for the development of technological enterprises in the Republic of Kazakhstan.

The article describes the organizational and financial characteristics of business clusters formation in Ukraine and European countries. The author came to the conclusion that the cluster is a territorially limited system of enterprises, which provides a cycle from production to the sale of products, within which there are: enterprises of the main production, enterprises and organizations, serving the main production, financial organizations, as well as research institutions, which provide innovative development. The author also concluded that in Ukraine the clustered form of organization of the economy has not yet become sufficiently applied and disseminated. There are no perfect investments and innovation mechanisms for the formation and functioning of clusters, financial mechanisms of state regulation of their activities are ineffective. This includes, in particular, financing, direct financial assistance, subventions, subsidies, etc. The main components of the state economic policy - monetary, tax, depreciation and investment (especially in the field of foreign investment in the border regions attracting) - still do not perform functions of regional development stimulators. In general, the formation of clusters in Ukraine is slow because the proper state policy is not implemented. A separate complexity is the need to provide conditions for the effective development of small business. As it was already mentioned in this paper, the cluster association becomes the center of concentration of investment funds, which affects the formation of the investment strategy of the enterprises members of the cluster. Within the investment strategy, enterprises form investment portfolios in the direction of the sources of attraction or in the direction of investment of these funds.

The article is aimed at identifying the ways to improve the mechanism of the State regulation of compulsory accumulative pension provision. Both the effective development and the ways to improve the introduction of compulsory accumulative pension provision are analyzed. A financial cluster of the subjects of pension system is built up. The association of pension system subjects of Ukraine into a financial cluster will accelerate the full functioning of all levels of pension provision. The core of the cluster is the levels of the pension system. The main risks on the ways to improve the mechanism of the State regulation of compulsory accumulative pension provision are identified, namely: long-term investment; diversification of sources of coverage of the risk of disability; ensuring financial sustainability and balance; valuation of assets; corruption schemes of money laundering of pension assets; shadow economy of Ukrainian enterprises; audit and actuarial evaluation; procedure for accrual and the level of pension payments. The hierarchy of risk impact on the ways to improve the mechanism of the State regulation of compulsory accumulative pension provision is built up, where the risk of long-term investment holds the highest level. The following ways of improving the mechanism of the State regulation of compulsory accumulative pension provision are proposed: monitoring of elements of accumulative, redistribution and the State-based funding; introduction of the possibility of using investment projects of the financial market; improvement of the current system of the non-State pension provision, focused on protecting pension savings from the risks of a non-State pension fund; reducing socio-economic risks by increasing employment, increasing incomes of citizens, exercising the State supervision and controlling the diversification of financial instruments, balancing the financial resources of citizens through the reduced administrative costs.
