Introduction. In the context of the development of globalization processes and the integration of the national economy into the global financial space, the issue of forming the financial security of Ukraine becomes increasingly important. It affects and links together all sectors of the national economy, business entities, society, politics, finance, etc.Problem Statement. At the present stage of Ukraine's economic development, one of the primary task of government policy is to ensure the financial security of the state, after all, its ensuring aims at overcoming the economic crisis and improving the well-being of Ukrainian citizens.Purpose. The assessment of the financial, monetary, and banking systems of Ukraine as well as the development of practically significant proposals are necessary for ensuring the financial security of Ukraine.Materials and Methods. The analytical material is the data of the National Bank of Ukraine, which have been studied by economic and mathematical methods, statistical and indicative analysis.Results. It has been determined that the state budget imbalance is the main destabilizing factor of the crisis in public finance. The dynamics of the number of banks in Ukraine have been studied: despite a decrease in the number of banks with foreign capital, their share in recent years has increased significantly, which hinders theeffective development of the banking system of Ukraine. A significant underestimation of the domestic currency and large-scale devaluations in the previous years created unfavorable conditions for Ukrainian exporters, which resulted in a foreign trade balance deficit, an outflow of foreign currency and, accordingly, a decrease in theforeign exchange reserves.Conclusions. The financial security strategy should determine the prospects for ensuring the stability of the financial, monetary, and banking systems and the development of the national economy. The implementation of financial, currency, credit measures, the adoption of amendments to the legislative framework, and the development of a financial security strategy for Ukraine become increasingly important, given the problems that exacerbate the financial security of Ukraine.

None of the states can fulfill its functions without the relevant and adequate financing which should complete the main task of the state – improvement of well-being of citizens and efficiency of the national economy. During the crisis, structural and deep economic problems emerge, on which system decisions (instead of reactive and declaratory decisions) should be taken. The paper deals with the influence of the economic policy of the state on its budgetary policy; analyzes the key macroeconomic problems of the national economy and defines the consequences; outlines strategic directions for the formation of the efficient budgetary policy of Ukraine. It is established that the only way to overcome the crisis situation in Ukraine is the growth of GDP through the structural reforming of the economy and implementation of coordinated budgetary and monetary policy, shifting the focus from the fiscal orientation towards motivating one. The ultimate question lies in the growth of inclusive development index which would increase the level of competitiveness of the national economy and the standards of living in the globalization space.

The purpose of the article is to research and analyze indicators that directly effect on the level of country’s human resources development, and assessment of Ukraine’s rating place among other countries. The following methods of scientific research, such as generalization, comparison and analysis were used to achieve the goal. The attention is focused on the fact that in conditions of post-industrial economy, the role of human and its knowledge increase, resulting in implementing the human development concept. This concept is aimed at forming measures to prevent the population impoverishment, unemployment, loss of health by stimulating human development, increasing its role in society, and, at the same time, increasing responsibility to society. The main task of the concept is to ensure the welfare of the person. The article shows the comparative assessment of Ukraine’s ranking among other countries  according to the human development index and its components. The following indicators such as gross national income per capita, average and expected duration of training, average life expectancy at birth were analyzed. It was agreed that economic ability to create and use human resources to a greater extent determines human well-being and is the main criteria for assessing the social security level. Since the background for well-being is income, education, and human health, social security becomes an integrating link between the modern concept of human development and the state social policy. In this manner, everything that reduces welfare, harms a particular person and society as a whole are factors that threaten social security. In this context human resources emerged as a key resource to the state development.

The article noted that financial security is a multifaceted, multifaceted, systemic phenomenon. As a system, it consists of a large number of elements, has a hierarchy of levels of the organization, able to generate new levels in the development process, while the new level back affects the previous levels, rebuilds them, resulting in a new integrity. It is determined that giving the development of the national economy taking into account its sustainable financial component is the most important task of the state economic policy, the implementation of which under the modern paradigm of financial security management is a complex and multifaceted phenomenon and recover from external negative influences. Determine the level of resilience of financial security to external negative influences.

The article is devoted to the actual issues of determining the role of national interests in ensuring the economic security of the state. Established in the field of economic security, the priority national interest is the development of the national economy and the growth of the welfare of citizens. The researchers' views on the definition of the concept of «national interests» are researched and generalized that national interests are a systemic, synergetic concept that reflects the vital values of the Ukrainian people as the bearer of sovereignty and the sole source of power in Ukraine, the defining needs of society and the state, the realization of which guarantees state sovereignty of Ukraine and its progressive development. It is noted that national interests are realized through state interests, where the population of the country acts as the subject of interests, and the state through the state institutions implements and protects these interests. The main components of national interests include the provision of military-political sovereignty, economic well-being and cultural needs of the population. The military-political, socio-economic situation in Ukraine and the impact of globalization processes have made it possible to formulate a number of national interests, including: protection of state sovereignty; ensuring economic stability through self-sufficiency, stability and competitiveness of the national economy; polyvectorality of the country's foreign policy and the establishment of Ukraine as a reliable international partner; creation of conditions for the development of the spirituality of the population, improvement of the physical health of the nation; preservation of intellectual and scientific potential of the country, regulation of the issue of youth mobility. It has been proved that democratization processes require the involvement of citizens and civil society institutions in this process in order to form national interests through the maximum coverage of all spheres of society's life for the protection of human rights and citizen and acceleration of socio-economic development and modernization of the national economy. The most acute threats to national interests in the field of national and economic security are formulated. It is summarized that in the field of economic security, national interests reflect the vector of economic development of the state, its aspirations for economic independence and the effective use of economic benefits.

Subject. This article discusses the theoretical and methodological approaches to the formation of indicators affecting the diminution of financial security. Objectives. The article aims to develop comprehensive methodological approaches of integrated graphic and point rating methods, using indicators to form a functional adaptive system to reduce risks and improve financial security stability. Methods. For the study, we used comparative, economics and statistics analyses, abstraction, and an integrated approach. Results. The article proposes an original method of constructing consolidated integrated accounts that characterize the financial system's security level. Conclusions and Relevance. To ensure sustainable social and economic development of the State, it is necessary to use effective sensitive indicators, the application of which will help improve the validity of decisions made regarding the financial system. The results of the study can be used by government authorities at the State, regional, municipal, and economic sector levels.

The fields of music, health, and technology have seen significant interactions in recent years in developing music technology for health care and well-being. In an effort to strengthen the collaboration between the involved disciplines, the workshop “Music, Computing, and Health” was held to discuss best practices and state-of-the-art at the intersection of these areas with researchers from music psychology and neuroscience, music therapy, music information retrieval, music technology, medical technology (medtech), and robotics. Following the discussions at the workshop, this article provides an overview of the different methods of the involved disciplines and their potential contributions to developing music technology for health and well-being. Furthermore, the article summarizes the state of the art in music technology that can be applied in various health scenarios and provides a perspective on challenges and opportunities for developing music technology that (1) supports person-centered care and evidence-based treatments, and (2) contributes to developing standardized, large-scale research on music-based interventions in an interdisciplinary manner. The article provides a resource for those seeking to engage in interdisciplinary research using music-based computational methods to develop technology for health care, and aims to inspire future research directions by evaluating the state of the art with respect to the challenges facing each field.

The financial security of the state becomes especially important given the crisis manifestations in the global financial system, loosening of the state control over the monetary system and the increasing political pressures on economic processes. The article’s objective is to review the theoretical foundations of the financial security and analyze the impact of the budgetary policy on the budgetary security as the core the financial security of the state. A statistical analysis of the budgetary policy impact on the budgetary security is made for the period of 2015–2019 on the basis of Methodological Recommendations on Computation of the Economic Security Level in Ukraine, with assessing four indicators: (i) the ratio of the public budget deficit/surplus to GDP; (ii) the share of deficit of budget and off-budget funds of the general government in GDP; (iii) the share of GDP redistributed via the consolidated budget; (iv) the ratio of cumulated payment for debt service and repayment to the public budget revenue. The assessment scale ranges from 0 to 1 (or from 0 to 100%) and consists of five intervals: absolutely critical level of danger; critical level of danger; dangerous level; unsatisfactory security level; satisfactory security level; optimal security level. Results of the analysis give grounds to suggest that the policy concerned with public borrowing, debt service and repayment is must be urgently revised, because the respective indicator (which is the ratio of cumulated payment for debt service and repayment to the public budget revenue) was signaling extremely high levels threats to the budgetary security in 2015–2019 and, eventually, to the financial security of the country.

In response to the rise of is and the growing problem of foreign fighters, deprivation of citizenship of persons deemed to threaten the interests of the state has been revived as a key tool for security and counterterrorism. Yet, citizenship deprivation raises profound issues for human rights. In the uk, the Immigration Act 2014 includes a power to deprive naturalized British citizens of their citizenship on security grounds, even if doing so would render individuals stateless. The uk government has argued that deprivation would satisfy the requirements of necessity and proportionality under Article 8(2) echr, provided it could be shown to be necessary in a democratic society in the interests of national security, public safety or the economic well-being of the uk. Yet the risks are not only to private and family life. Citizenship deprivation may also involve other rights (not least Articles 2 and 3) where the consequence of deprivation is that individuals suffer loss of life, torture, inhuman or degrading treatment or punishment. This article explores the genesis of citizenship deprivation resulting in statelessness and offers a strong critique on grounds of legality and rights. It also raises serious questions about its efficacy as a security strategy.
