Mengingat bahwa kenaikan ketersediaan energi alternatif belum dapat mengimbangipenurunan stok energi fosil, kenaikan harga bahan bakar minyak (BBM) di Indonesia tak terhindarkan.Kenaikan harga BBM tersebut diperkirakan memberikan dampak negatif terhadap biaya operasionalusaha perikanan tangkap, budidaya dan pengolahan. Makalah ini bertujuan untuk: menganalisiskeragaan usaha perikanan tangkap, menganalisis dampak kenaikan harga BBM terhadap usahaperikanan tangkap, dan merumuskan strategi kebijakan untuk mengantisipasi dampak kenaikan hargaBBM untuk jangka pendek dan menengah pada usaha perikanan tangkap. Untuk analisis-analisis ini,dipergunakan data-data sekunder yang diperoleh dari tiga sumber utama, yaitu statistik perikanantangkap, laporan-laporan terkait penggunaan BBM pada kapal perikanan dan laporan-laporan dampakkenaikan harga BBM pada periode sebelumnya. Hasil analisis menunjukkan: (1) Kenaikan harga BBMberdampak secara langsung proses produksi, distribusi dan konsumsi usaha perikanan; (2) Pelakuusaha perikanan melakukan usaha adaptasi dalam bentuk inovasi pembiayaan, pengurangan operasikegiatan penangkapan, penggunaan kapal pengangkut dan penjualan langsung yang memberikandampak lanjutan terhadap penurunan produksi dan penurunan pendapatan; (3) Strategi kebijakanyang dapat dipertimbangkan adalah: pertama, mendorong dan mempromosikan penggunaan energialternatif; kedua, mempertimbangkan daerah over fishing sebagai daerah konservasi; ketiga, penjaminanharga ikan berkualitas; dan keempat, peningkatan kapasitas sarana dan prasarana untuk penangananpasca panen. Kebijakan di hilir seperti penjaminan harga ikan berkualitas dan pengadaan sarana danprasarana untuk penanganan pasca panen direkomendasikan sebagai kebijakan kreatif yang dapatmemberikan dampak positif kepada pelaku usaha perikanan dan kinerja usaha perikanan secara umum.Title: Policy Anticipation to Cope With Fuel Price Dinamics inCapture FisheriesDue to the fact that the accumulating rate of alternative energies has not compensated thedecrease in stock of fossil energy, fuel price increased are unavoidable. Fuel price increases areexpected to bring negative impacts onoperationa costs of capture fisheries, aquaculture as well as fishprocessing. This paper aims to : (1) analyze the status of capture fisheries, (2) the impact of fuel priceincreased on capture fisheries activity and (3) formulate policy strategies to anticipate the impacts offuel price increased in the near future and long temperiod. This analysis used secondary data that havecollected from three main sources, namely Capture Fisheries Statistics, fuel consumption documentsof fishing vessels and reports on the impact fuel price increase of past period. Results shows that: (1)Fuel price increase impacts directly affected to production process as well as productsdistribution andconsumption; (2) Fishing vessel operators adapted to the situation through various approaches including financial innovation, reduction in fishing activities, deploying carrier vessels, and carrying out direct selling; (3) Policystrategy options consist on several points: firstly, promoting the alternative energy;secondly, converting overexploitedfishing grounds into conservation areas;thirdly, imposing quality –based pricing policies; and fourthly, increasing thecapacity of post-harvest handlingfacilities and infrastructure. Downstream policies such as price guaranty based onfish quality and provision of post-harvest facilities and infrastructure are considered as creative policies, which canpositively impact on fisheries performance.

Pumping elephantThe COVID-19 pandemic has adversely affected the lives of people around the world in millions of ways . Due to this severe epidemic, all countries in the world have been affected by all aspects, mainly economic. It is widely discussed that the COVID-19 outbreak has affected the world economy. When considering this dimension, this study aims to examine the impact of the COVID-19 pandemic on the world economy, socio-economics, and sustainability. In addition, the research focuses on multiple aspects of social well-being during the pandemic, such as employment, poverty, the status of women, food security, and global trade. To this end, the study used time series and cross-sectional analysis of the data. The second-hand data used in this study comes from the websites of major international organizations. From the analysis of secondary data, the conclusion of this article is that the impact of the pandemic is huge. The main finding of the thesis is that the social economy is affected by the pandemic, causing huge losses in terms of economic well-being and social capital.

This study investigates the impact of fuel price adjusment on changes in fuel consumption and inflation in Indonesia. This study uses secondary data obtained from the Ministry of Energy and Mineral Resources, the Ministry of Finance, the Ministry of Trade, Bank Indonesia, the Central Bureau of Statistics (BPS), and PT Pertamina (Persero) from 2006 to 2016 and analyzed by using Ordinary Least Square (OLS) method. Research showed, if the government increases Premium Gasoline's price by 10%, in average its consumption would decrease around 2,99 %. However, if the Pertamax Gasoline's price increases, the consumption of Premium Gasoline would also increase due to substitution effect. Every 10% increase in Subsidized Diesel's price, in average its consumption would decrease around 4,80 % and vice versa. However, if the Pertamina dex's price increases, the consumption of Subsidized Diesel would also increase due to substitution effect. Moreover, IDR1.000/L increase in Premium Gasoline's Price would contribute 1,10 % to the inflation rate. On the other hand, increase in Subsidized Diesel's price does not contribute to the inflation rate.

This study aims to determine the impact of changes in increasing fuel price on Farmers Exchange Rate (NTP) in North Sulawesi Province. This study uses secondary data, mainly from the Central Bureau of Statistics (BPS) of North Sulawesi. Data collection was conducted for four months, from December 2016 until April 2017. The data used in this research is data from 2013 until 2016. The research method used in this research is descriptive research. The results showed that with the increase of Fuel Oil price is one of the factors that influence the Farmer's Farmer's Exchange Rate (NTP) as a whole by increasing the cost of household consumption, agricultural production cost, transportation cost, and transportation cost

Penelitian ini bertujuan untuk mengkaji dampak letusan Gunung Kelud terhadap pelaku usaha perikanan khususnya di Kabupaten Kediri. Penelitian dilaksanakan pada bulan April-Mei 2014 denganfokus lokasi penelitian di Kecamatan Pare, Kabupaten Kediri yang merupakan sentra penghasil benih ikan lele. Data primer dan sekunder digunakan dalam penelitian ini. Informan ditentukan dengan menggunakan teknik purposive sampling. Data yang diperoleh kemudian dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa letusan Gunung Kelud sangat berdampak pada masyarakat perikanan di Kabupaten Kediri baik secara sosial maupun ekonomi. Dampak secara sosial berupa perubahan status pembudidaya, perubahan sosial dan perubahan mata pencaharian. Secara ekonomi, dampak letusan Gunung Kelud menyebabkan 274 pembudidaya di 16 kecamatan mengalami kerugian dengan total kerugian sebesar 3,9 milyar rupiah. Rata-rata nilai kerugian yang dialami oleh setiap pembudidaya adalah 14,4 juta rupiah per orang yang meliputi kematian ikan, kematian benih ikan, kematian induk ikan, rusaknya kolam ikan, serta rusaknya peralatan budidaya.Title: The Impact of Mount Kelud Eruption To Fisheries Bussinessin Kediri District, East Java ProvinceThis study aims to assess the impact of the Kelud eruption on fisheries sector in Kediri. The study was conducted in April-May 2014 with a focus on research location in Pare Subdistrict, KediriDistrict which is the catfish seed production centers. Primary and secondary data used in this study. Informants were selected using purposive sampling technique. Data were analyzed qualitatively. The results showed that the Mount Kelud eruption greatly affected to the fisheries sector in Kediri, both socially and economically. Social impact in the form of changes in the status of farmers, changes in social status and changes in livelihood. Economically, the impact of the Kelud eruption caused 274 farmers in 16 districts experienced a loss with a total loss of 3.9 billion dollars. The average value of the losses suffered by each cultivator is 14.4 million dollars per person death of seeds, death of fish, damage to fishponds, and the destruction of farming equipment.

Climate change is a global problem affecting agricultural production, a good adaptation strategy for this phenomena should be sought for increase agricultural production. The study was conducted in Nigeria to assess the Impact of Climate Change on root and tuber crops production among farmers in Nigeria. Secondary data were used for the study, they were collected from NRCRI Umudike and other individual publications. The result shows that climate change had negative impact on root and tubers crops production including potato. Adaptation of Agriculture to climate change in the areas of crop and animal production, post harvest activities and capacity building, divers friction of livelihood sources through the use of different farming methods and improved agricultural practices will help to reduce the impact of climate change. Examples are establishment of forestry, generation of improved and disease resistance crop varieties addition of value into agricultural products and post harvest activities for climate change adaptation and sustainable development.

One of the most important criteria in freight modal choices is the transport operating cost in which fuel price changes has a significant effect on it. This paper presents the impact of fuel price increases on the operating cost of the different transport modes for the containerized freight transportation. In this study, an operating cost equation was applied to compare the operating cost of different freight transport vehicles as well as evaluation of the operating cost changes across a range of fuel prices between the current price and one-hundred percent increase. The equation consists of influential parameters such as fuel cost, driver wage and maintenance cost of a vehicle. It has been concluded that the effect of the fuel price increase on the operating cost of different freight transportation modes is not in the same rate. According to equation and effective parameters considered, comparing the results showed that truck has the highest cost, train has the largest increase in price. Finally, the ship is the most influenced vehicle in terms of operating cost percentage increase when the rate of fuel price increase, followed by train and truck.

Pelabuhan Perikanan Samudera Nizam Zachman (PPSNZ) merupakan salah satu pelabuhan perikanan samudera di Indonesia yang terletak di Muara Baru, Jakarta Utara. Tujuan dari penulisan makalah ini adalah untuk menganalisis perkembangan kapal yang mendaratkan ikan di PPSNZ menurut jumlah kapal, stratifikasi GT, lokasi penangkapan (WPP) dan fluktuasi produksi ikan bulanan. Jenis data yang digunakan dalam penelitian adalah data sekunder yang berasal dari laporan tahunan, statistik perikanan dan berbagai referensi yang mendukung kegiatan penelitian. Analisis data yang dilakukan dengan menggunakan metode statistik deskriptif. Hasil penelitian menunjukkan bahwa jumlah produksiikan yang didaratkan di PPSNZ pada tahun 2013 ada sebanyak 113.024.086 kg dengan rata-rata produksi perbulan sebanyak 9.418.674 kg. Rata-rata kenaikan produksi ikan perbulan sebesar 6,10 %. Kapal dengan ukuran 51-100 GT merupakan jenis kapal yang paling banyak mendaratkan ikan di PPSNZ. Bila dilihat dari lokasi penangkapannya, paling banyak yang menangkap ikan di WPP 711 yakni di perairan Laut Natuna. Pengurangan subsidi BBM diperkirakan memberikan dampak negatif kepada pelaku usaha perikanan khususnya yang berangkat dan mendaratkan ikan di PPS Nizam Zachman yakni berkurangnya kesejahteraan nelayan karena nelayan tidak melaut, peningkatan harga ikan karena berkurangnya supply ikan dari nelayan dan meningkatnya illegal fishing karena kapal-kapal di atas 30 GT sedikit yang melaut.Title: Possibility Impact of Fuel Reduction to Fisheries Sector(Case Study : Nizam Zachman Ocean Fishing Port (PPSNZ)Nizam Zachman Ocean Fishing Port (PPSNZ) is one of Indonesia’s ocean fishing port where located in Muara Baru, North Jakarta. This research was aimed to analyze the development of fishing vessels landed in PPSNZ according to the number of vessels, GT stratification, fish ground (WPP) and fish production fluctuation monthly. Data used in this research were secondary data derived from annual reports, fisheries statistics and the various references that support the research activities. Data analysiswas performed using descriptive statistical methods. The results showed that the total production of fish landed in PPSNZ in 2013 there were as many as 113,024,086 kg with average monthly production asmuch as 9,418,674 kg. The average increase in fish production of 6.10% per month. Vessels of 51-100 GT is a type of the most fishing vessels landed in PPSNZ. Viewed from the fishing ground, most fishing ground were in the WPP 711 in the Natuna Sea region. Reduction of fuel subsidies estimated negative impact to businesses in particular fisheries departing and landing fish in PPS Nizam Zachman such as reduced welfare of fishers because fishers can’t fishing, fish price increase due to the reduced supply of fish from fishers and increasing illegal fishing for over 30 GT vessels less operation.

Abstract As the Arctic ice recedes, the opportunities for all year round routing of merchant shipping through Arctic waters rise. The freeing up of Arctic waters may also attract increased numbers of scientific research vessels, vessels servicing oil and gas installations, foreign fishing vessels and warships. The prospect of major navigational channels opening up in this region bring risks to a pristine Arctic environment and its indigenous inhabitants. This article highlights the threats posed to the species, habitats and ecosystems of Arctic waters from increased shipping transits of the region including the potential for increased vessel source discharges of noxious and hazardous substances and the catastrophic consequences of groundings for the Arctic environment and its biodiversity. It reviews the legal controversies over the status of certain parts of Arctic waters and the navigational regimes applicable to foreign flag vessels transiting Arctic waters under the 1982 United Nations Law of the Sea Convention (LOSC). The need to balance navigational rights with appropriate environmental safeguards under an increasing array of international environmental principles including the precautionary approach and obligations to assess the impact of ship based activities on the global environment and its marine components is examined. The article then analyses some of the regulatory mechanisms which have been devised to promote environmentally sustainable navigation for shipping in sensitive areas of ocean space subject to high levels of shipping traffic through the International Maritime Organisation (IMO).
