Geology of Greenland Survey Bulletin, 189, 24-33. https://doi.org/10.34194/ggub.v189.5150 _______________ The summer of 2000 was exciting for everyone interested in the petroleum geology and exploration of West Greenland. The first offshore well in more than 20 years was drilled by the Statoil group in the Fylla licence area, and seismic acquisition activity offshore West Greenland was more intense than previous years with four new surveys being carried out (Fig. 1). Expectations were high when drilling of the Qulleq-1 well was initiated in July 2000, not only with the licensees and the authorities, but also with the public. The well was classified as highly confidential, but nevertheless all information available was closely followed by the press, especially in Greenland and Denmark, but also internationally (see Ghexis 2000). Disappointment was equally high when the press release in September 2000 reported that the well was dry. Since that time much technical work has been carried out by Statoil and its consultants (Pegrum et al. 2001) and by the Geological Survey of Denmark and Greenland (GEUS), and a more balanced view of the positive and negative surprises from the well can now be presented.

Abstract Oil & gas companies leverage value of information to deliver asset performance from their portfolio to achieve their strategic targets. This requires a transparent, consistent, and balanced reporting of any subsurface project's technical evaluation. To undertake such quality assurance and to build confidence in any evaluation, peer reviews are an essential element of the generally accepted industry standard procedure. Peers aim to review work to identify deficiencies due to inadequate technical investigation, recognize cost effective opportunities and advise for any additional technical work. Any international upstream oil & gas company will deal with various subsurface challenges, especially for a new field. A standardization of peer assists and peer reviews by qualitative analysis has been designed, starting with development projects. Checklists help quality assurance in a structured manner by organizing the facts into a framework, and they are intended to serve two main purposes: (1) Assist the systematic review of the subsurface work to request further technical assistance if necessary, and (2) Aid the review of various subsurface disciplines to ensure that the data supports the appropriate conclusions. It is important to streamline the technical assurance process within any organization. Ideally, informal peer assists concentrate on specific discipline interactions before a formalized technical peer review. A set of review checklists has been developed to aid Geophysicists, Geologists, Petrophysicists, and Reservoir Engineers in their review of subsurface projects. The checklist for a field development project consists of 213 subsurface standards in total: 60 Geophysical, 36 Geological, 62 Petrophysical and 55 Reservoir Engineering standards. Each discipline review is then followed by two key recommendations: (1) further work is required or not, and/or (2) a recommendation to proceed to the next phase is made or not. Because of the high level of detail for the analysis of each subsurface discipline, it is recommended that the checklists be used as part of an informal peer assist rather than a formal peer review. For each discipline, a summary of the outcome is agreed between the project member and the peer (typically a subject matter expert). The use of such qualitative analysis is a big step in the right direction to resolve issues of detailed technical assurance before the formal peer review. Such integration of the subsurface approach drives better business decisions. A case study is presented to show how this systematic approach was used and how the results are consistent, comparable, encompassing and objective. This paper outlines a clear and concise method that has been tried and tested and that allows for relevant technical work to be presented at the correct decision gates and thereby allow data evaluation to be done in a more ordered and efficient way, and this would be of interest to organizations that are required to undertake several review steps prior to project execution.

Over recent years Brazil has played an increasingly active role internationally, the result of its model of integration and its foreign policy directives. The health sector is a valuable and strategic area for Brazilian technical cooperation to achieve various objectives, including its development goals. This article describes the main directives of Brazilian foreign policy, conceptually defining and characterizing South-South Cooperation, illustrated through an analysis of two Brazilian technical cooperation initiatives in healthcare: one in South America, the other in Africa. The study concludes that, irrespective of the interests and power asymmetries existing in South-South Cooperation, the objectives of this cooperation were achieved through the technical work

§0. Alonzo Church's contributions to philosophy and to that most philosophical part of logic, intensional logic, are impressive indeed. He wrote relatively few papers actually devoted to specifically philosophical issues, as distinguished from related technical work in logic. Many of his contributions appear in reviews for The Journal of Symbolic Logic, and it can hardly be maintained that one finds there a “philosophical system”. But there occur a clearly articulated and powerful methodology, terse arguments, often of “crushing cogency”, and philosophical observations of the first importance.Many of the less formal philosophical contributions center around questions concerning meaning, but there are important clarifications and insights into matters of the epistemology and ontology of the sciences, especially the formal sciences.1.1. The logistic method. Church's writings on philosophical matters exhibit an unwavering commitment to what he called the “logistic method”. The term did not catch on and now one would just speak of “formalization”. The use of these ideas is now so common and familiar among logicians and logically-oriented philosophers that they are simply taken for granted. But they deserve to be celebrated and re-emphasized, for there are (still) philosophers who seriously underestimate and even consciously reject these techniques.
