This work presents the monitoring of the effectiveness of the management of the Morro do Diabo State Park, Sao Paulo, Brazil, during fourteen years (2002-2016), divided into six-time cuts for which management effectiveness indices were obtained. This protected area (PA) of category II of the World Conservation Union is responsible for the conservation of important species of Brazilian biodiversity, especially the leonthopitecus chrysopygus, which until the 1980s was considered the most endangered primate of the planet and which this park has its largest free population in nature. The methodological procedure used was an adaptation of the one proposed by Cifuentes, Izurieta, and Faria (2000), commonly denominated EMAP, an acronym of the initials in Spanish. The results indicate that at the beginning of the analyzed period the AP had reasonable conditions for its management, although it presented difficulties related to planning and administration, problems solved from a joint organizational and local effort, prioritizing actions for results. The management quality standard gradually increased, with a greater perception of the scope of the area's management objectives, since in addition to the ecosystem services resulting from its existence, the PA started to offer real benefits to the community by improving and increasing public use and environmental education, for example. However, the effectiveness of management has decreased to previous levels, having as main factors endogenous aspects of the management system linked to indicators limited to management, with repercussions on other management components.

Resumo: Em O Capital, Marx nos alertou que a mercadoria tem um caráter misterioso que carrega “sutilezas metafísicas e argúcias teológicas”. Este artigo tenta decifrar um pouco desse mistério buscando decodifica-lo naquilo que denominamos como a estranha objetividade do valor. Para isso, analisamos a relação entre a ideologia e o valor a partir da crítica marxiana à mercadoria, consignada à lógica de Hegel. Vemos que o valor se constitui como razão ontológica da mercadoria enquanto produto do processo de trabalho que carrega uma racionalidade imanente, isto é, um espírito socialmente produzido que se objetiva à medida que é vivenciado pelos indivíduos como uma lógica social que rege as relações nesta sociedade. Isso se dá por meio de “sutilezas metafísicas” na formação da realidade social marcada por contradições estabelecidas entre, de um lado, o conteúdo objetivo das relações sociais, e de outro, a forma como essas relações são vivenciadas pela consciência na sociedade capitalista. Nesta relação entre conteúdo e forma, encontramos determinações de profundidade ontológica entre o valor e a ideologia, enquanto forma social que opera harmonizando as contradições constituintes da realidade social, a exemplo do que acontece no trabalho assalariado. A mediação ideológica se põe como uma progressão imanente à materialização da vivência concreta da relação entre capital e trabalho no salário, de maneira a naturalizar a exploração que se esconde na estranha objetividade do valor que se realiza na troca de mercadorias. Concluímos que a conexão ontológica entre o ser social e a mercadoria é socialmente ubíqua, precisamente por conta do seu caráter ideológico na formação da sociabilidade a partir do processo de trabalho subjugado ao capital.  Palavras-chave: Valor. Ideologia. Trabalho, Capital. Salário.  Abstract: In Capital, Marx warned us that the commodity has a mysterious character bearing "metaphysical subtleties and theological insights." This article attempts to decipher a little of this mystery by decoding it into what we call the strange objectivity of value. For this, we analyze the relation between ideology and value from the Marxian critique of the commodity, consigned to the Hegelian logic. We see that value is constituted as the ontological reason of the commodity as the product of the labor process that carries an immanent rationality, that is, a socially produced spirit that is objectified as it is experienced by the individuals as a social logic that governs the relations in this society. This is done through "metaphysical subtleties" in the formation of social reality marked by contradictions established between, on the one hand, the objective content of social relations, and on the other, the way in which these relations are experienced by consciousness in capitalist society. In this relationship between content and form, we find determinations of ontological depth between value and ideology, as a social form that operates by harmonizing the constituent contradictions of social reality, as in wage labor. Ideological mediation is seen as an immanent progression to the materialization of the concrete experience of the relation between capital and labor in wage, in order to naturalize the exploitation that is hidden in the strange objectivity of the value that is realized in the exchange of commodities. We conclude that the ontological connection between the social being and the commodity is socially ubiquitous precisely because of its ideological character in the formation of sociability from the labor process subjugated to capital.  Keywords: Value. The residents of the Captaincy of São Vicente, which would become São Paulo in the 18th century, were known in the late 17th century as “Paulistas.” Their reputation in the colonial period was ambiguous: on the one hand, they were viewed as crude and unruly enslavers of Indigenous people; on the other, they were known as skilled backwoodsmen and soldiers. This image derived mainly from a character that would later come to be known as the bandeirante, a member of the expeditions that forged into remote backlands mainly to capture Indigenous people for their own use, without waiting for orders from the Crown or church. This source of labor enabled the internal reproduction of enslaved labor in a region whose economy was based on subsistence and supplying other regions in the high plateau where São Paulo de Piratininga was established in 1554, first as a school, later as a town. As the occupation of the region advanced over the following decades, a network of chapels, parishes, and towns linked by river and overland routes grew up, forming the geographical area of the colonial captaincy. This occupation, which extended to the remote edges of the regions that would eventually make up Brazil and even into frontier lands contested by both Iberian empires, was motivated by a search for Indigenous peoples, a quest for precious metals, a demand for land, and the dictates of political disputes. In this sense, the backwoodsmen were not acting out of a strategic geopolitical motivation, as a certain school of self-congratulatory historiography would have it. In any event, the Paulistas played a role in shaping the internal and external frontiers of colonial Brazil through the 18th century in the context of the boundary treaties. The society formed under these circumstances was intrinsically tied to the Indigenous world, to the backlands, and to frontier living, and resulted in varied forms of crossbreeding and cultural interactions embodied in the mestizo type that became known as mameluco; the violent practices inherent in colonization, however, cannot be overlooked.

This study focused on verifying whether the emission of air pollutants in São Paulo increases the costs and number of hospitalizations for respiratory diseases in Brazil. Data on pollutant emissions, hospitalizations, and hospital costs were collected from 2008 to 2017 and correlated with air quality standards. The results showed that the concentration of particulate matter increased each year during the study period and was highly correlated with hospitalizations due to respiratory diseases. Ozone (O3) was within the quality standard throughout the study period but registered an increase in the mean and a positive correlation with hospitalizations due to respiratory diseases. The carbon monoxide (CO), sulfur dioxide (SO2), and nitrogen dioxide (NO2) levels were within the quality standards throughout the study period with a decrease in the last years studied, but showed a positive correlation with hospitalizations due to respiratory diseases. The pollutant emissions and hospitalizations due to respiratory diseases had an inverse relationship with the monthly rainfall curve for São Paulo, which indicates that rainfall tended to reduce pollutant emissions and consequently hospitalizations due to inhalation of these pollutants. Because costs are directly associated with hospitalizations, both increased during the study period—302,000 hospitalizations at an average cost of 368 USD resulted in a total cost of 111 million USD. To reduce these costs, Brazil should implement stricter policies to improve the air quality of its major cities and develop a viable alternative to diesel vehicles.

In recent years an ‘ethno-economic’ interpretation of politics in the coffee state of São Paulo in the early twentieth century, associated particularly with the work of Mauricio Font, has gained widespread acceptance. Its claim that state politics in the period was increasingly shaped by a cleavage between a declining traditional coffee aristocracy on the one hand, and a rising, mostly immigrant, smallholding and industrial economy on the other, is challenged here. It is argued, in part on the basis of a re-examination of the sources used by Font, that ideological rather than economic concerns motivated the Liga Nacional, while at county level, in Araras and elsewhere, personal and clientelistic motives continued to shape political loyalties. Finally, the argument that the Partido Democrático was driven primarily by ‘Big Coffee’ reaction to the PRP is shown to be unfounded.

O presente artigo tem por finalidade analisar as inovações institucionais de participação da sociedade civil e problematizar analiticamente a representação política exercida pelos Conselhos Gestores de Políticas Públicas, sob a ótica da representação política tradicional. Para tanto, realiza um estudo de caso sobre a política pública de manejo de águas pluviais, do Programa Saneamento para Todos do governo federal, no município de Jundiaí, estado de São Paulo. No que diz respeito à política urbana, o resultado da pesquisa revela a contradição existente entre, por um lado, a esperança nos processos participativos depositada pela influente literatura das áreas de urbanismo e ciência política em um contexto de transição e reforma democrática, e de outro, o prevalecimento de um modelo extremamente desigual de acesso à urbanidade. Palavras-chave: conselhos gestores; sociedade civil; gestão urbana; democracia participativa; representação política. Abstract: The objective of this article is to analyze the institutional innovations of civic participation and to discuss the political representation enabled by popular councils of public policies, from the perspective of traditional political representation. It presents a case study of a policy for rainwater management, the Saneamento para Todos Program of the Federal Government, as it was established in Jundiaí, São Paulo State. The research reveals a contradiction: on the one hand, a sense of hope on participatory processes, influenced by the literature on the fields of urban studies and political sciences in the Brazilian context of democratic transition and reform along with participatory processes, and, on the other hand, the persistence of a extremely unequal kind of access to urban facilities and urban rights. Resumo: O ensino da disciplina de Filosofia constitui no exercício/atividade filosófica na sala de aula, pois através desta atividade buscar-se-á criar, inventar, reinventar e produzir novos saberes e ações que se configurem como uma experiência filosófica. A experiência do filosofar proporciona uma maior flexibilidade entre o pensar e o agir, tendo como finalidade a constituição do si do alunado. Como praticamente a aula de Filosofia no Ensino Médio consiste numa aula expositiva, a relação entre professor e o aluno, entre aquele que “explica” e aquele que “compreende” sugere a busca de algo em comum: interpretar o texto. Por certo, o primeiro e mais elementar trabalho de interpretação é captar aquilo que o autor se propôs ao escrever determinado texto. Por esta razão buscamos investigar quais são as contribuições de uma hermenêutica no Ensino Médio, tendo como finalidade a busca de uma “ferramenta” (hermenêutica) que o professor possa oferecer para seu alunado, proporcionando-lhes um meio de compreender a eles mesmos e o mundo em que estão inseridos, o papel da hermenêutica e sua contribuição para a vida dos alunos é a de auxiliá-los na compreensão da realidade que eles vivenciam, para que possam desenvolver uma melhor vivência em sociedade. Abstract: The teaching of the discipline of Philosophy constitutes in the exercise/philosophical activity in the classroom, because through this activity will seek to create, invent, reinvent and produce new knowledge and actions that are configured as a philosophical experience. The experience of philosophizing provides a greater flexibility between thinking and acting, having as purpose the constitution of the student's self. As practically the Philosophy class in High School is an expositive class, the relationship between teacher and student, between the one who "explains" and the one who "understands" suggests the search for something in common: to interpret the text. Of course, the first and most elementary work of interpretation is to capture what the author proposed in writing a particular text. For this reason we seek to investigate the contributions of a hermeneutics in High School, aiming at the search for a "tool" (hermeneutics) that the teacher can offer to his / her student, providing them with a way to understand themselves and the the role of hermeneutics and their contribution to students' lives is to help them understand the reality they experience, so that they can develop a better experience in society. Este trabalho tem como objetivo avaliar a qualidade do ar na cidade de Maceió-AL utilizando o modelo numérico de mesoescala WRF/CHEM (Weather Research and forecasting/Chemistry) durante o período de 23 a 25 de abril de 2011. O WRF/CHEM foi configurado para realizar quatro tipos de simulações: Default - simulação com a topografia e uso do solo padrões do modelo; Topo - simulação com a topografia atualizada e uso do solo padrão; IGBP - simulação com a topografia padrão e uso do solo atualizado e Topo_IGBP - simulação com a atualização da topografia e uso do solo. O inventário de emissões veiculares necessário para servir como dado de entrada no modelo foi construído de acordo com a metodologia proposta pela Companhia Ambiental do Estado de São Paulo (CETESB) onde se calculou as emissões totais em toneladas anuais de monóxido de carbono (CO), óxidos de nitrogênio (NOx), hidrocarbonetos não metano (NMHC) e material particulado (MP). O modelo WRF/CHEM foi executado com duas grades aninhadas com espaçamento de grade de 5 e 1 km. Os resultados obtidos mostraram que a resolução de 1 km obteve resultados melhores, em relação às observações, para as simulações de temperatura, umidade relativa e concentrações de dióxido de nitrogênio (NO2) do que os resultados obtidos pelas simulações utilizando a grade de 5 km, porém a variabilidade horária foi melhor representada pela resolução de 5 km. A simulação Topo foi a que apresentou melhor acurácia das simulações nas duas resoluções adotadas mostrando que a atualização da topografia é mais eficiente do que a atualização do uso do solo.Palavras-Chave: WRF/CHEM; inventário; topografia; uso do solo; resolução.   A B S T R A C TThis work aims to evaluate the air quality in the city of Maceió-AL using the numerical model of the WRF/CHEM (Weather Research and forecasting / Chemistry) during the period from April 23 to 25, 2011. The WRF/CHEM was configured to perform four types of simulations: Default - simulation with topography and land use patterns of the model; Topo - simulation with updated topography and standard soil use; IGBP - simulation with the standard topography and updated soil use and Topo_IGBP - simulation with updating topography and land use. The vehicle emissions inventory required to serve as input data in the model was constructed according to the methodology proposed by the Environmental Company of the State of São Paulo (CETESB) where the total emissions in annual tons of carbon monoxide (CO), nitrogen oxides (NOx), non-methane hydrocarbons (NMHC) and particulate matter (MP). The WR /CHEM model was run with two nested grids with grid spacing of 5 and 1 km. The results obtained showed that the resolution of 1 km obtained better results, relative to the observations, for the simulations of temperature, relative humidity and nitrogen dioxide (NO2) concentrations than the results obtained by the simulations using the 5 km grid, the hourly variability was best represented by the resolution of 5 km. The Topo simulation was the one that presented better accuracy of the simulations in the two adopted resolutions showing that the updating of the topography is more efficient than the update of the land use.Keywords: WRF/CHEM; inventory; topography; land use; resolution.

O objeto de discussão deste texto é uma categoria espacial que transcende as aglomerações urbanas em seu aspecto morfológico; caracteriza-se pela concentração extremada da riqueza, do conhecimento e do poder; enreda-se em um feixe de fluxos de variadas ordens; e se compõe de uma multiescalaridade diversa e conflituosa. Refere-se aos arranjos urbano-regionais, uma configuração fisicamente expandida, de natureza híbrida, sem definir limites precisos, e que revela os principais elos da rede urbana e da inserção regional na divisão social do trabalho. Esses arranjos distribuem-se pelo território nacional, sendo o de maior proeminência o do entorno da metrópole de São Paulo. Posto que é um conceito em construção, está aberto ao debate.Palavras-chave: urbano-regional; arranjos espaciais; metropolização; aglomeração urbana; região urbana. Abstract: A spatial category that transcends the urban agglomerations, in this morphological aspect, which is characterized by wealth concentration, knowledge and power, which inserts numerous flows from varied orders, and that is composed by a diverse and confrontational multiple scalar net is the object of discussion in this text. It refers to the urban-regional arrangements, a configuration physically expanded, with hybrid dimension, without defining precise limits, and that leads the urban network organization and regional integration in the social division of labor. These arrangements appear in the national territory, and the most representative, due his greater prominence, is the one surroundings São Paulo metropolis. Este artigo tem o intuito de analisar a situação do saneamento básico em 2015 por meio de indicadores e sua relação com a dinâmica demográfica dos anos 2000 e 2015 na Unidade de Negócio Oeste (MO) da Companhia de Saneamento Básico do Estado de São Paulo (Sabesp) pelo uso do geoprocessamento. Foram criados mapas no software QGIS que possibilitaram a espacialização dos indicadores analisados para os anos de 2010 e 2015, os quais são: a) atendimento de água, b) atendimento de esgoto, c) perdas na distribuição, d) cobertura de co- leta direta de resíduos sólidos urbanos (RSU) e e) massa coletada de RSU. Houve um aumento na densidade populacional média da MO que saltou dos 5.414,73 hab./km² em 2000 para os 6.650,26 hab./km² em 2015, resultando em uma aglomeração maior de pessoas nas áreas urbanizadas. Dos indicadores, cinco tiveram uma relativa melhoria e um, o de perdas na distribuição, teve um retrocesso. A metodologia é útil para avaliar os in- dicadores, a servir como balizadora para estudos futuros em outras áreas operadas pela Sabesp. Palavras-chave: Esgotamento Sanitário. This article intends to analyze the situation of basic sanitation in 2015 through indicators and its relation with the demographic dynamics of the years 2000 and 2015 in the Business Unit West (MO) of the Sanitation Company of the State of São Paulo (Sabesp) through the use of geoprocessing. The maps were created in the QGIS software that enabled the spatialization of the analyzed indicators for the years 2010 and 2015, which are: a) water supply, b) sewage service, c) distribution losses, d) direct collection of urban solid waste and e) mass collected from urban solid wasted. There was an increase in the mean population density of MO from 5,414.73 inhab./km² in 2000 to 6,650.26 inhab./km² in 2015, resulting in a larger population crowding in urbanized areas. Of the indicators, five had a relative improvement and one, the one of losses in the distribution, had a setback. The methodology is useful to evaluate the indicators, to serve as a beacon for future studies in other areas operated by SABESP. Keywords: Sanitary sewage. Drinking Water Supply. Solid Waste. Abstract: This article looks into Le Corbusier’s urban proposal for the City of São Paulo, as formulated during his journey to South America in 1929. It highlights the relationship between Architecture and Landscape exposed by Le Corbusier’s plan. This paper sets out to investigate the analysis that the innovative Swiss architect performed of the geography and morphology of São Paulo. It contrasts to the works and plans carried out by technicians and engineers at that time. In order to explain how Le Corbusier’s treatment of nature and landscape differs from them, we study the extent to which Le Corbusier’s plans show design approaches, which were unusual in terms of Western History and Memory. He also looks into the relationship between Le Corbusier’s work, on the one hand, and new technological elements and changes in the visual culture at that time, on the other hand, thus seeking to highlight certain obscure spots within Le Corbusier’s work. This study aims at bringing forward some speculations and methods present in the work of Le Corbusier on cities. It deals with contradictory aspects in Le Corbusier’s work in order to deepen our understanding of contemporary urban problems. Resumen: Este artículo investiga la hipótesis de proyecto de Le Corbusier para la ciudad de San Pablo, propuesta durante su viaje a América Latina en 1929, focalizando en las relaciones entre arquitectura y paisaje. La primera cuestión analizada en este trabajo es el innovador análisis de la geografía y la morfología de San Pablo propuesto por el arquitecto suizo, que contrasta con la manera con que los técnicos e ingenieros locales desarrollaban sus propuestas en ese momento. Para explicar dicha diferencia en la manera de lidiar con la naturaleza y el paisaje, el autor de este articulo estudia como el trabajo de Le Corbusier presenta abordajes de proyecto inusuales para la Historia y la Memoria, y su relación con los nuevos elementos tecnológicos y de la cultura visual de la época, procurando así resaltar ciertos puntos oscuros en el trabajo del arquitecto. Esta discusión intenta cuestionar ciertas especulaciones proyectuales y metodologías de trabajo presentes en el trabajo de Le Corbusier sobre ciudades, utilizando sus aspectos contradictorios como modo de profundizar nuestro entendimiento de los problemas urbanos contemporáneos.  Keywords: Modern Architecture; Modern Urbanism; Landscape Architecture; Le Corbusier; São Paulo.
