In the present study we analyze and discuss socioenvironmental impacts arising from inadequate management of urban solid waste in the Brazilian Discovery Coast, southern Bahia. We also discuss the challenges to be overcome to promote proper management, highlighting the need for social inclusion of waste pickers. Methodological procedures consisted of an applied and exploratory research, through a review of specialized scientific literature. We also used secondary data available at the Brazilian Institute of Geography and Statistics and at the National Sanitation Information System, and applied a structured online questionnaire to municipal managers of public sanitation services. The cities under study only transfer the waste generated in urban centers to distant areas, in dumps, negatively affecting the environment and public health. There are neither management units nor incentive practices or support programs aimed at recyclable material collectors. Due to the weaknesses and the socioenvironmental, cultural, and historical importance of the area under study, the creation of public policies with broad popular participation is urgently needed to promote a fairer, healthier, and more sustainable development.

Public managers, increasingly, due to concern about the sustainability of urban centers, are adopting public policies focused on improving the environment and quality of life. In this context, the study aims to analyze the level of sustainability of urban solid waste management in the metropolitan region of Fortaleza. Therefore, an exploratory study was conducted, with descriptive approach, whose data collection was performed through the application of questionnaires and semi-structured interviews, based on the Matrix of Sustainability Indicators proposed by Santiago and Dias (2012). The results of the research show that the municipalities of the metropolitan region of Fortaleza present, in their highest representativeness, medium-low levels of sustainability. Thus, it is concluded that, in fact, municipalities present incipient practices regarding the search for sustainability of the management of municipal solid waste, from the frequent context of excessive generation and inadequate disposal of solid waste.

The changes in the paradigms regarding urban solid waste management that have occurred in the past few decades have led to a reformulation of Argentine social, labor, and environmental policies. In the case of the city of Buenos Aires, the presence of thousands of “informal” recyclers dedicated to the recovery of recyclable materials for their subsistence has given a particular imprint to the design of these policies, the focus of which has been the social inclusion of these workers through the creation of cooperatives. An examination of the assumptions underlying the use of the concept of informality in the development of cooperatives for recycling from 2007 to 2013 shows that they are part of a complex process in which measures for increasing rights and protections are associated with various forms of labor instability. En las últimas décadas, los cambios en los paradigmas de manejo de residuos sólidos urbanos han dado lugar a una reformulación de las políticas sociales, laborales y ambientales argentinas. En el caso de la ciudad de Buenos Aires, la presencia de miles de recicladores “informales” dedicados a recuperar materiales reciclables para su subsistencia le ha dado un cariz particular al diseño de dichas políticas, las cuales buscan la inclusión social de estos trabajadores a través de la creación de cooperativas. Un análisis de los supuestos que subyacen el uso del concepto de informalidad en el desarrollo de las cooperativas para reciclaje de 2007 a 2013 muestra que son parte de un complejo proceso en el que las medidas para aumentar los derechos y grado de protección de los trabajadores se asocian a diversas formas de inestabilidad laboral.

Purpose – To reflect on the selective collection of solid urban waste and what causes unrestrained consumption to society without considering the disposal of the products it consumes.Theoretical framework – The theoretical framework is structured based on the approach to planning policy in the scope of urban solid waste and discussions on lifestyles and environmental education based on the consumption and disposal of urban solid waste. At the end, we present the case of solid urban waste, in Santa Cruz do Sul-RS. This research also discusses how the selective collection and the recycling process of solid urban waste are guided in the context of environmental planning policies, in the municipality of Santa Cruz do Sul-RS, in the period from 2013 to 2016, and from the term of the Municipal Plan for Integrated Solid Waste Management - PMGIRS.Design/methodology/approach – The method is a case study with qualitative research, including secondary data from IBGE, PMGIRS, PERS and SNIS. Questionnaires were applied to SMMASS; Conesul and COOMCAT.Findings – The educational-environmental issue is also a strategy to face the problems related to the recycling of solid urban waste. Although laws have been passed since 2010, only current legislation is still insufficient. Society lacks interest in the correct disposal of urban waste, which reveals indifference to those who work in recycling (waste pickers). It is important to work with quality of life in order to promote local and regional development.Research, Practical Social implications – The importance of working with environmental awareness in the selective collection of solid waste, together with socio-environmental issues from an early age, through an educational stance, as well as the understanding that we are all co-responsible for what society produces and discards.Originality/value – It focuses on discussions on selective collection with a view to recycling solid urban waste, in Santa Cruz do Sul-RS, from the perspective of local and regional development.

The community of Benito Juarez, Quintana Roo, Mexico, has for decades faced deficiencies in waste management, with repercussions in public health, urban image and natural resource conservation. For this reason, the municipality's administration (2011-2013) created the decentralized public body "Integral Solution of Solid Waste" (SIRESOL). In order to measure the results of the strategies adopted, an evaluation of the agency's performance was carried out. The results identified deficiencies in the design of the SIRESOL.

RESUMOEste estudo tem como objetivo analisar o processo de coleta, tratamento, destinação final dos resíduos sólidos e a partir disso propor ações de educação ambiental em Água Grande, distrito de São Tomé e Príncipe (STP). O intuito é descrever as principais características que retratam a situação local. O estudo traz um levantamento teórico sobre poluição ambiental, resíduos sólidos urbanos e educação ambiental. Foi conduzida uma pesquisa qualitativa, com técnicas de análise documental e bibliográfica. Pôde-se verificar que o distrito de Água Grande carece de boas práticas para a coleta, separação, tratamento e a sua destinação final, englobando todos os processos de gerenciamento dos Resíduos Sólidos Urbanos (RSU). Nessa perspectiva, o estudo apresenta sugestão relacionada à educação ambiental desde a infância, de modo que exista um envolvimento integrado da gestão pública, sociedade civil e indústrias privadas. A qualitative research was conducted, using techniques of documentary and bibliographic analysis. It was possible to verify that the district of Água Grande lacks of good practices for the collection, separation, treatment and its final destination, encompassing all the processes of management of Urban Solid Waste (MSW). In this perspective, the study presents a suggestion related to environmental education since childhood, so that there is an integrated partnership of public management, civil society and private industries. È stata condotta una ricerca qualitativa, utilizzando tecniche di analisi documentaria e bibliografica. È stato riscontrato che il distretto di Água Grande manca di buone pratiche per la raccolta, la separazione, il trattamento e la sua destinazione finale, che comprende tutti i processi di gestione dei rifiuti solidi urbani (RSU). In questa prospettiva, lo studio presenta un suggerimento relativo all'educazione ambientale fin dall'infanzia, in modo che ci sia un coinvolgimento integrato della gestione pubblica, della società civile e delle industrie private. Karachi is the largest metropolitan city of Pakistan with a population of 207,774,520 (Statistics, 2017).Ironically, a megacity of a developing state has its drawbacks and discrepancies in solid waste mechanism being one ofthem. Karachi has always been the center of businesses and government offices since independence, first as capital ofPakistan and later as a provincial capital. This study evaluates the importance of solid waste management for an urbancity such as Karachi, and the steps which have been taken by the successive governments to fulfill the demands of thisgrowing megapolis since independence. In this study, models of solid waste management adopted by different citieswill be analyzed and a suitable model for Karachi will be proposed. Needless to say, Karachi has the potential tobecome an eco-friendly city by adopting the public private partnership. In short, the civil society’s role is of paramountimportance.
