Achieving an adequate level of quality of transport services is a prerequisite for providing transport services. Certain level of quality of transport services is essential for the operation of intercity road passenger transport due to the increasingly competitive competitiveness of road transport companies in the transport services market. The topic of this research is also based on the presented topic, primarily through a comprehensive and systematic presentation of the current scientific knowledge in the area of quality management in road passenger transport. The structure of the public road transport system and the quality of transport services are described. The paper presents the quality of transport services as the basis of business excellence of road transport companies. Various models of quality management of transport services are described, as well as methods of assessing the quality of transport services in road passenger transport. The review is displayed of the current scientific research on the elements of quality of transport services in road passenger transport. The purpose of the research is to improve the methodology for assessing the quality of transport services with the aim of optimizing business and competitiveness of the road transport company.

The survey, which consisted of counting, polling and recording, has provided data on the existing volume of passenger flows in public bus stations/terminals within the Primorsko-goranska (Littoral-Mountainous) County (hereinafter: the PG County), the density rate of passengers on bus lines that operate on County connections and on bus lines connecting the PG County with other counties in Croatia. In addition to the quantitative parameters, the qualitative data were analyzed that had been obtained by polling passengers at the Rijeka bus terminal, whereupon detailed opinions of direct users of the service were elaborated with the aim of obtaining a picture of the current situation of the public bus transport in the PG County. The data collected were used in evaluating the quality of the passenger transport service provided and in determining measures to be taken in order to bring both the actual quality of transport and the satisfaction of passengers to a higher level.

Peculiarities of transport services for the transportation of passengers, which must be taken into account when creating logistics models for organizing and managing passenger flows, are considered. Need of cost reduction of time of passengers for transport service is proved. The conclusion is drawn on need of the effective transport system creation, for the purpose of observance of intervals of the movement of buses on routes. The possibility of use of architectural approximations classes for the solution of transport logistics problems is analysed. The methods used for solving transport problems where the most widespread is modeling and algorithmization of the determined task formulation strategy with use of a classical algorithm of mathematical programming are considered. The prospects of a meta-heuristic method use is a genetic algorithm for the solution of tasks of the control of city passenger transport adapted to objective conditions are proved. The main features of genetic algorithms consisting in an opportunity by optimization to use criterion function and to consider the necessary number of restrictions are defined. The structure of a chromosome which represents the coded option of the movement of the bus in real time depending on a road situation is received.

<p><strong>O APLICATIVO UBER: UM ESTUDO DE CASO BASEADO NOS PRINCÍPIOS E FUNDAMENTOS DA ORDEM ECONÔMICA NA CONSTITUIÇÃO FEDERAL DE 88 </strong></p><p><strong>Resumo:</strong> Os princípios da ordem econômica são positivados na atual Constituição da República Federativa do Brasil com o escopo de conferir segurança jurídica na economia brasileira. Considerando que o Estado delimita em sua Lei Fundamental quando e como pode interferir no mercado, bem como esclarece quais princípios norteiam sua política econômica, o presente estudo propõe-se a tecer uma preocupada análise acerca da proibição equivocada do serviço de transporte de passageiros na modalidade privada no Brasil. Uma prestadora desses serviços, a Uber do Brasil Tecnologia LTDA, tem sido alvo de questionamentos da legalidade de suas atividades. O presente trabalho problematizará a questão das novas tecnologias no direito, mormente quando a prestação do serviço ou o exercício da atividade afrontam a legislação atual, um direito administrativo engessado e a doutrina clássica em desafinação com o tempo presente. O objetivo deste artigo é demonstrar que o transporte individual de passageiros em sua modalidade privada está em consonância com o atual ordenamento econômico da Constituição, a Política Nacional de Mobilidade Urbana, e o posicionamento do Ministério Público Federal, resguardando, assim, a autonomia do particular no exercício legal de sua profissão e contribuição com a economia do país.</p><p><strong>Palavras-chaves:</strong> Ordem econômica constitucional; princípios econômicos; transporte privado; Uber; mobilidade; novas tecnologias; atividade econômica; serviço público.</p><p><strong>THE UBER APPLICATION: A CASE STUDY BASED ON THE PRINCIPLES AND FOUNDATION OF ECONOMIC ORDER IN THE FEDERAL CONSTITUTION OF 88</strong></p><p><strong>Abstract:</strong> The principles of economic order are implemented in the current Constitution of the Federative Republic of Brazil with the aim of providing legal certainty to the Brazilian economy. Whereas the State delimits under its Basic Law when and how to intervene in the market, and clarifies what principles should guide its economic policy, the purpose of this monograph is to offer a concerned analysis on the mistaken prohibition imposed on private passenger transport service in Brazil. A supplier of such services, Uber do Brasil Tecnologia LTDA, has been undergoing some questioning regarding the legality of their activities. This paper will question the matter of new technologies under the Law, particularly when the service performance or the exercise of the activity is against current legislation, a plastered administrative law, and the classical doctrine in disagreement with present time. This controversy will be addressed in an exclusive chapter and will be present throughout this study. One of the requirements of our time is a high-quality public transport service for passengers. Reliability and regularity of traffic, duration and comfort of the trip, traffic safety, availability of equipped and convenient stops - all this and many other factors affect the quality of passenger service. The peculiarities of the organization of passenger transportation, as well as the performance of city routes, affect the psychophysiological state of a person and, as a result, the functional state and the degree of passenger fatigue, which leads to a decrease in his income. The study identified and analyzed the performance indicators of competing routes, which duplicate each other: bus route №276e and trolleybus route № 46. Based on the analysis of studies in the field of the quality of the provision of services by passenger transport, a survey form was formed on the quality of transportation on the routes of urban passenger transport. The assessment of the degree of consistency of experts' opinions using the Kendall coefficient of concordance indicates the consistency of expert opinions. Most of the criteria that were determined by passengers (interval of movement, the degree of filling and the service life of the vehicles) are indicators of the operation of the route, affect the passenger's transport fatigue and a decrease in the passenger's income. The change in the level of transport fatigue of the passenger during the waiting periods and at the end of the route trip in general along the directions of movement and on the individual hauls of the routs are determined. When assessing the quality of transport service on routes, the obtained values of transport fatigue indicate that when using routes, the condition of passengers is assessed as "good". But, if we consider the state of the passenger while using the individual hauls of the routes, his transport fatigue changes significantly and is assessed as "satisfactory". The value of a decrease in passenger income on routes increases throughout the trip, due to the dense filling of the vehicle interior, which negatively affects the functional state of the passenger. Under the existing conditions of passenger transportation on routes, the value of passenger fatigue and the value of passenger income reduction on bus route No. 276e exceeds the value of this indicator on the trolleybus route. To improve the organization of the bus route No. 276е, it is proposed to update vehicles and use buses with a larger passenger capacity (III class instead of I and II, which are used on the bus route now). After the implemented proposed measures for the busiest direction: the occupancy rate of the bus cabin decreased from 1,05 to 0,36, transport fatigue decreased from 5,5 points to 3,03 points, respectively, the value of the decrease in income from 60,55 UAH to 51,53 UAH. Updating vehicles on the Kharkiv bus routes are an urgent problem that requires an immediate solution to improve the quality of passenger transportation. The use of obsolete vehicles on city bus routes affects not only the passenger's fatigue, but also the drivers and, as a result, the likelihood of an road traffic accident. A significant adverse factor affecting the driver is the air pollution of the vehicle interior with harmful compounds, especially carbon monoxide.
